Shad Gets Two More

State Auditor Shad White issued the following statement.

Today State Auditor Shad White announced Special Agents from his office have arrested Michael Ludlow and Mickey Bellande, Jr. after both were indicted for fraud and embezzlement. Both Ludlow and Bellande are former maintenance employees at the Biloxi Public School District. Demand letters were presented to both men upon arrest.

Michael Ludlow is accused of submitting fraudulent timesheets from October 2020 to November 2020 to embezzle money from the Biloxi Public School District. He was allegedly absent from work during time he claimed to be present. Ludlow also purportedly conducted personal business at other times he was on the clock and being paid by the school district. Special Agents presented a $6,678.32 demand letter to Ludlow when he was arrested. The demand amount includes interest and investigative expenses.

Investigators also believe Ludlow purchased controlled substances during the workday while using a district-owned vehicle away from school property. This incident was referred to the appropriate law enforcement agency and is pending prosecution.

Mickey Bellande, Jr. also allegedly submitted fraudulent timesheets from May 2020 to August 2020 in order to embezzle from the school district. He is accused of clocking into work and returning to his home for extended periods of time. He also allegedly used a district-owned vehicle to conduct his own personal business. Bellande was issued a $2,870.99 demand letter when he was arrested. This amount includes interest and investigative expenses.

“I applaud the work of our investigators in this case and their cooperation with other law enforcement agencies to ensure the other illicit activities that were discovered will be fully investigated and prosecuted,” said Auditor White.

Both Ludlow and Bellande were taken into custody at their respective homes on Wednesday morning with assistance from other law enforcement agencies. Bond for both men will be set by the court. Both cases will be prosecuted by the office of District Attorney Crosby Parker.

No surety bond covers either man’s employment at the Biloxi Public School District. Surety bonds are similar to insurance designed to protect taxpayers from corruption. They will remain liable for the full amount of the demand in addition to criminal proceedings.

Suspected fraud can be reported to the Auditor’s office online any time by clicking the red button at www.osa.ms.gov or via telephone during normal business hours at 1-(800)-321-1275.

Biloxi's most wanted. What a waste of time.

It NEVER stops-

So 3:21 is suggesting that we just let people like this steal from tax payers with impunity. I bet if you owned a business you wouldn't let an employee clock in and just go home to relax for the day? Let us know if you would because I'm coming to work for you.

In fishing for minnows one should use a large net not the usual fishing tackle otherwise the results hardly warrant the time expended. But it IS fishing after all.

Doesn’t appear that Shad did anything to me?? It appears that his investigators did something. But, oh, I forgot that he is a prominent advertiser on this site. Never mind.

For the ignoramus at 3:55: If the State Auditor's office fails, he gets the blame. If the efforts of the office result in prosecutions, he gets a worthy mention. You sound like you ran against him and got shellacked.

Ditto to the previous commenters. What a waste of time and money. btw, how's Shadrack doing in his persecution of Professor Thomas at Ole Miss?

Glad they are going after them. Some government employees feel entitled to “special benefits “ because they don’t make much money or haven’t had a raise in a while. I supervised an employee that was the HR director and felt the same way so he “tweaked his timesheets” and allowed the people he supervised to do the same.
Let’s say that they soon found it easier to work somewhere else.
It is difficult to fire a state employee but holding them accountable everyday seems to make them uncomfortable.
Keep cracking down.

They must be democrats. Republicans require swat teams at 06:00 am with M4 carbines drawn, fingers at the ready. It’s a good thing that there’s no crime going on in Jackson worth the same casual conversation.

Whoever their supervisor is should be fired. You have a subordinate that just doesn’t show and you don’t notice?

It may be like the NY "Broken Window" Policy that turned crime around. When prosecutions for minor crime (If there is a such thing) increased, all crime went down.

If the Auditor's Office knowingly allows someone steal $20 & nothing is done, what's the disincentive for them to steal $2000 or $20,000?

Most people who Embezzle/Steal dont have a Moral code that they adhere to. IE..I limit my theft to $20, even though I know I can get away with more.

Plus, in BEST case, a habitual Offender may get caught 1 out of 20-50 Crimes they commit if it's reported. Then that doesn't guarantee they will be found Guilty IF prosecuted. That's why so many have long rap sheets of Arrests & few convictions.

2017 Article
The figures, from a new Pew Research Center report: Fewer than 1/2 of violent crimes & about a 1/3 of property crimes in the US are reported to the police each year. Meanwhile, less than 1/2 of violent crimes & less than 1/5 of property crimes that are reported are actually cleared by police & referred to prosecution. (Keep in mind that the clearance rate is not even the solved rate, because prosecution doesn’t always lead to conviction.

Then in the Case of OSA, it's even more difficult because of unknown Crime. Probably MUCH less than 1% of state/county/city/Town misconduct/Theft is ever reported to the OSA. Then how are their limited Resources prioritized?
Many Government Entities have a Culture already in place that allows & encourages Fraud.

Thank God Jackson doesn't have this problem.

The broken windows theory states that visible signs of disorder and misbehavior in an environment encourage further disorder and misbehavior, leading to serious crimes. The principle was developed to explain the decay of neighborhoods, but it is often applied to work and educational

If you ever got a speeding ticket for 6 mph over the limit, you likely understand any crime is a crime. If they can't afford to do the time, then don't do the time. The cop who busted me for 51 in a 45 zone, was just going his job, just like Shad and his investigators.

Well done guys! Those of us who have embraced the criminal lifestyle salute you for our efforts!

These two catfish are way below the legal size limit. Give em a kiss and throw them back!

Shad still just content with the low hanging fruit. Come on Shaddrick, grow some balls and go after the real prizes. Quit worrying about your political future.

These "indictments" are not worth the paper they're printed on

Meanwhile in Jackson...cash on hand has been at zero for years. I guess not worth an audit? If only the Mayor had punched in too many times and used a COJ vehicle for personal business.

Wish he'd get after some big boys.

4:41 - An HR Director is exempt. How can he 'tweak his time sheets'. If you had a director filling out time sheets, you were actually, by law, assuming him to be non-exempt. We don't expect you to understand this.

And there's ole Bill Dees again, showing his typical self. As long as employees are not stealing huge sums of money, let it slide. Right, Ole Bill Dees?

What about the Ole Miss professor? Haven’t heard anything since the professor’s attorney took action against the auditor.

Low hanging fruit and a campaign announcement all in one (paid for by the taxpayers). Mississippi politics hasn’t changed in the last 5 decades that I can tell.

What's strange is "Auditor White" will prosecute these poor souls for nickels and dimes, but he looks for an "opportunity to save money" when he audits the school districts.

Those district superintendents and their minions should be held accountable as well for the millions in duplication and waste he's finding. Some supes have recently announced their retirement because they likely feel the heat coming on that account.

The educational systems in MS are fraught with knowing and willful ignorance of excessive and unjustified spending. Ask anyone who works within it. White is only scratching the surface, and hasn't even touched higher ed yet.

Maybe he's working with Shane to weaken both the the BOE and IHL so they can do some real digging. If they aren't, they oughta.

Good. This is a deterrent for all not to steal from the public trough. This was reported by co-workers and Shad's people responded. That's how it is supposed to work. Investigative costs will be reimbursed by the suspects.

5:36 AM, and so this grand and noble conspiracy begins with indicting the maintenance workers with $6k and $2k demand letters? That's one way to start from the ground up!

4:41 Stick to subjects that you actually understand. All employees at the agency filled out timesheets including clocking out when they were at lunch. The only exception to the rule was the Executive Director.
All exempt meant was that you weren’t compensated at time and a half for any hours Worked over your regular schedule. I’ll give an example so try and follow me.
Now go to your quiet place stop eating your crayons and concentrate.
If an exempt employee works 41 hours in a week then they are compensated for 41 hours.
Focus now. This is where it gets tricky.
If a non-exempt employee works 41 hours in a week then they shall be compensated for 41 1/2 hours.
I know math is tricky so I hoped that you could follow me.
Besides that exempt didn’t mean Shit
Maybe that HR degree you earned on line from Southeast Middle Lower Shore Uranus County Community College and Grave Digging Certification wasn’t worth the student loans after all.

One of those guys was the supervisor and the other was his best friend. They would clock in for work and go home till quitting time.

When will Shad collect on the balance that Farve owes?

Anonymous said...

Keep it up Shad. With all the crooks in MS you will have job security forever.

Shad needs someone to tell him this type of stuff is hurting him more than helping him get to the governors job. He's looking petty with these press releases when the people know there are bigger things for him to do.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.

In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

This is definitely a Beaver production.
