Judge Larry Buffington granted JJ's motion to intervene at a hearing Wedsnday. JJ filed a motion to intervene after Motorola filed a petition to seal its 2011 settlement with Hinds County in Hinds County Chancery Court. Judge Buffington ruled he will hold another hearing to determine if any of the settlement should be sealed.

The Nissan bond bill (SB #2920) went to the House today.  Ed Blackmon tried to amend the bill so Canton could be allowed to annex the Nissan plant.  The amendment failed and the bill passed the Ways and Means Committee. However, the word is Mr. Blackmon is going to try to amend the bill from the floor tomorrow.

Southern Company subsidiary, Mississippi Power Company, provides electricity to 23 Southeastern Mississippi counties. This electric utility monopoly is building a $3.8-billion coal plant in Kemper County, for which its customers will have to pay over time via their monthly electric bills. The state Legislature recently passed two bills for Mississippi Power and the Kemper plant: One allows the company to issue $1 billion in bonds for which its customers are responsible. The other authorized a seven-year phase-in plan for the Kemper plant’s electric rate structure.

Governor Phil Bryant's omnibus education bill failed in the House on a vote of 60-58 to invite conference. The bill passed the House 110-4 but was amended in the Senate Education Committee and passed the Senate on a vote of 28-23.

Here are the campaign finance reports for the Harvey Johnson, Jonathan Lee, and Regina Quinn campaigns. Harvey sitting on a wad of cash- over $100,000 cash on hand. Ms. Quinn reported a nice $25,000 donation from her husband and has over $10,000 cash on hand. Mr. Lee reports over $12,000 cash on hand. The rest of the candidates could not be bothered to file reports. Guess Chokwe and Frank think the laws do not apply to them. But then, when you represent thugs or your main campaign worker is a known thug, such failures to obey the law should not surprise anyone.

A video recording of the Rez Riot appeared on Youtube this week. Ridgeland PD arrested several people after a brawl broke out at Old Trace Park. RPD estimated there were over 1200 people present at the time. Here it is.

The Clarion-Ledger reported on the Madison Mayor's race yesterday. The Queen v. The Bagboy. Consider this the open thread to comment on the race you have all been waiting for. I'm sure it will get heated so be nice. If the curse words get out of hand or the comment is slanderous, it's not getting approved. Unfounded accusations probably will not pass muster. This post is the start of something new at Jackson Jambalaya. It gives me great pleasure to present to you the preview of "The Light of Speed". This is not a documentary but rather an oral history of Mr. Speed and indirectly, Jackson. Mr. Speed told me over a year ago stories about Jackson such as how the Rez was built and his life when he was in the Air Force. I realized there were some gems in his memories and decided to capture them on video, similar to the WWII Veterans projects.

A review of the racial composition of the student populations of Jackson-area schools makes it quite clear "black flight" from Jackson is indeed taking place. There is no question the blacks who can afford to get out of Jackson are doing so in large numbers as they flee to Byram, Ridgeland, and Clinton.

Several agents at the Mississippi Bureau of Narcotics sent a series of letters alleging questionable behavior by the Director to several public officials. The public officials are Governor Phil Bryant, Auditor Stacey Pickering, Lieutenant Governor Tate Reeves, Commissar Santa Cruz, Attorney General Jim Hood, and the legal departments at MBN and the Department of Public Safety.

Looks like State Representative Bob Evans (D-who cares) is trying to protect some embezzling clients of his. Oops, I meant clients of his accused of embezzlement. SB #2625 passed the Senate only to be held up in the House. A big deal since today is deadline day and Mr. Evans began his hold this morning. The bill keeps embezzlers from holding public office again. The bill states:

Get ready to get sick.... or mad. Most of the Black Caucus voted against HB #151. HB #151 is a step forward in the fight against child rape. Not statutory rape. Child rape. The bill requires doctors performing abortions or deliveries of children under the age of sixteen to preserve tissue or blood samples and report to authorities they suspect a sex crime took place. JJ obtained the police report for the arrest of Eric Law through a public records request. Madison police arrested Eric Law for sexual battery and gratification of lust involving a minor. A Rankin County Sheriff's Deputy discovered the contacts and reported them to Madison PD. The report states:

Chris Evans and Charles Evans, Jr. will begin serving their sentences on April 15.  U.S. District Judge Dan Jordan, III sentenced the two to prison after they pleaded guilty to the committing the largest mortgage fraud case in Mississippi.

The Hinds County Board of Supervisors discussed hiring a board attorney at its meeting last week. Tony Gaylor serves as the board attorney on an interim basis after Crystal Martin resigned last October. Board President Robert Graham said he wanted to hire Mr. Gaylor. Supervisor Phil Fisher placed the matter of Mr. Gaylor's employment on the agenda as he said the board needed to make a decision. Here is the video.

Four former law enforcement officers pleaded guilty to charges of theft of government funds and property today in federal court. The Justice Department announced:

The Hinds County Board of Supervisors again rejected a motion by District 4 Supervisor Phil Fisher to accept competitive bids for a mosquito spraying contract last Monday. Board attorney Tony Gaylor attempted to claim the contract is a professional service and can avoid state bidding requirements. Mr. Gaylor said he would seek an opinion from the attorney general.

PERS issued an annual report stating Jackson's municipal retirement system is less than 50% funded. The unfunded liability is $63.5 million dollars. The unfunded liability increased $2.3 million from the 2012 report and $3.5 million since 2011. The retirement account covers police and firefighters hired by the city prior to April 1, 1976. The funding level is currently 48.8%.

The Department of Revenue ordered Hinds County to send all payments intended for Airwave to DOR. DOR sent a letter to the Hinds County Chancery Clerk on March 1 stating Airwave owed $157,668 in taxes to the state.  DOR stated it will seize any and all Airwave payments until thee liability is satisfied. The board did not vote to pay Airwave its regular payment today even though it was on the agenda.  Supervisor Robert Graham pulled the payment from thee agenda and said it would be dealt with at another time. 

Pitiful because while the staff at Yazoo City High School is trying to help kids graduate, many of them just don't care enough to take advantage of the help offered. WJTV reported 30% of the seniors failed the state exam required for graduation. 

The Columbia Journalism Review published a thorough analysis of the changes made to the New Orleans Times-Picayune. The article reports on the changing emphasis from a model based on journalism to one based on clicks. However, the article points out revenue plunged 40% over the last few years thus begging the question: how can a newspaper stay in business if it can't make money? The CJR reports:

The sexual harassment suit against Vicksburg Mayor Paul Winfield rumbles on as the mayor attempts to seal several documents containing accusations that were violent and lurid in nature in a telephonic hearing tomorrow in federal court. It seems the Mayor did not like what plaintiff and former city employee Kenya Burks had to say in her pleadings and answers to his questions. He really did not like the fact the media repeated much of what was claimed by Ms. Burks and accused her of "manipulating the media'. He said her court filings are:
