Jackson Mayor Chokwe Lumumba and a multitude of Jackson mayoral candidates did not submit their campaign finance reports yesterday as required by law.
Only three candidates - State Senator John Horhn, Socrates Garrett, and Delano Funches, Esq. turned in the required reports to the municipal clerk.
The schedule for submitting campaign finance reports is:
March 25, 2025
April 15, 2025
May 27, 2025
January 30, 2026
This is not the first time Mayor Lumumba has ignored the campaign finance report laws. He did not file reports for 2021, 2022, and 2023 until January 2025. During the 2021 election, he did not file required reports until after the primary election and a few days before the general election. Such shenanigans are not a surprise as campaign finance laws for municipal candidates are weak and there is no real mechanism for prosecution.
Several bills that would strengthen campaign finance reporting were introduced in the legislature this year but they all failed.

L'il Lord Lumumba is ABOVE the law.
Laws without teeth encourage bad behavior.
This makes me want to vote for Hohrndog. At least he is organized enough to follow campaign rules. Which hopefully would translate to running the city.
Chowke has an "excuse slip" from one of his racist pals in Detroit.
Law? What law? Right?
So...there's no incentive to file unless you are pleased with the level of fund raising thus far and those with little support will hope you do something stupid or your support will dwindle.
Our legislature, which still keeps us as the cheapest state to live in, does so because the worst that could happen is they lose their little bit of the fiefdom.
Where else can those who would be considered "losers" in most of the other states be able to live "high on the hog " if they couldn't count on government corruption and the "good ole boy network" to lend them a hand?
"The Law?" " What Law?" "Where's the law Drew?"
Blame the legislature.
Is anyone really surprised at all?
Well, it looks like there are only three candidates that deserve a vote. At least they follow the law.
On this topic our State Legislators are TOTAL FAILURES.
I estimate that there is a .85 percent chance that Lumumba or any of the other laggards will face any consequences. And that is no typo!
Drake thinks he is above the law. Chucky hustling for 750,000 for his legal dream team to defend him. Damn disgusting!
The Bible teaches that the law, regardless of what law, isn't for the lawless. No, the law is for the righteous that they, the righteous, my know what standard they should attain.
Those that refuse to honor such rules, or regulations, are morally weak, and unfit for leadership.
Shock-way lost his pencil. You know, the one he used to fill out other tardy reports.
Why does the MS Legislature persist in passing toothless laws that bad politicians like Chockwe can take advantage of with no consequences?
It truly is a mystery!
Why even bother to have laws prohibiting fraud and bank robbery then?
Do contributions to Mayor Lumumba's legal defense fund need to be reported as campaign contributions?
(Asking for the unindicted co-conspirators!)
Considering a good portion of Jackson no longer cares about rules and regulations (just look at traffic lights and car registration), I don't think his constituents will really care.
When he pulls his head out let's ask Othor Cain.
That Aston Jackson guy he was paying is not doing these reports for Chokwe anymore?
This legislature will adjourn without fixing campaign finance, PERS or the ballot initiative (which the state constitution explicitly says we have a right to). Remind me why they need to convene in the first place?
Campaign finance laws w/ no penalties for breaking them…. Proof positive that politicians look out for themselves first! They appear to only take interest in legislation that benefits themselves politically or financially.
The Law is merely a suggestion for elected officials.
I am not a fan of Horne on a personal level but I have to concede that he knows how to navigate bureaucracy and follow published procedures.
What does the law say the penalty could be for being prosecuted for breaking this law?
The bigger issue to me is looking at mayoral & council candidates who cannot or will not follow the rules. Even if there’s no enforcement mechanism, we don’t need people in city government who don’t or can’t navigate turning in financial reports on time. This is part of the reason our bond rating was removed. We need to elect competent people who will do the right thing. “He who is faithful in little is faithful in much……”
Even if there’s no enforcement mechanism, we don’t need people in city government who don’t or can’t navigate turning in financial reports on time.
It is the basics. The minimum. Blocking and tackling.
If you can't prioritize doing the right thing, if you aren't 100% committed to full transparency 100% of the time, then take a f'ing hike.
And SCREW LUMUMBA.
I know Mayor Lumumba personally and we have discussed this topic a few times over glasses of exquisite Brandy and Cigars much finer than any of you dumb hayseed bigots could ever afford.
We both agree that such laws were created by racist white to disenfranchise African-Americans from running for public office. Similar to Jim Crow law’s disenfranchised African-American voters with literacy tests and poll taxes.
Mayor Lumumba refuses to submit to the “so called” authority of colonialism and nepotism. And white supremacy.
Well to be fair i spotted this on fb today from Wallace
"To make no absolute excuse and to publicly put it out there with all honesty, I mistakenly looked at a 27th date instead of the 25th on the report document but my report was turned in, stamped and confirmed this morning."
March 26, 2025 at 1:50 PM, you don't need to tell a righteous person not to do those things, because those transgressions are cover already. Don't steal, don't covet, that's the standard for the righteous.
The lawless are going to commit those transgressions no matter how many laws are made. You can't see that playing out in our society today?
@214 - you are probably correct in your 'prediction', but you are wrong in saying that our constitution says we "have a right to" a ballot access law.
Article 3, Section 6 does state that the people have the right to alter or abolish the constitution; and just as Article 3, Section 5 states that all polical power vests in the people - the relevant statement is that the "people" do have the political power (via election of the Governor through the constable) and "the people" have the power to alter or abolish the constitution. But the constitution does not state, as you and plenty of other constitutional experts claim, that there is a right to a ballot initiative process.
But, thanks for playing, Next time though, bring a better hand of cards because you can't win without even a pair of dueces.
at 4:52 PM - Was that discussion held on a yacht in Miami?
Folks in Jackson are not that smart anyway...keep putting the same crooks in office....
Can anybody in the room please tell me what the penalty is for not turning in the campaign finance report??
So as I understand it, a politician here can get a check to their ‘campaign’, and turn around a write a check to themselves? Why is that not a horrible idea? It concerns me that this big giant of a loophole hasn’t been closed…let me know if I’m wrong
ive been seeing all the funches commercials. self funded and seems reasonable. but then i look at the landroll and he owns a bunch of property and is behind on taxes on all of them. even homestead. forget it. If he cant manage that he cant run a city. should have spent money on taxes instead of commercials.
Horhn owns one house where he has lived for seemingly 40 years. taxes paid. im not saying he is going to save the city but at least he has some modesty about him and pays his bills.
Law?!? We don’t need no stinkin’ law!
Subpoena
I just checked the Hinds County landroll & holy moly does Funches owe some back taxes on his properties. 😱Not that he has a chance to win, but you think he’d remedy that before running for office.
Wheel Chock is going right back in.
If I tell my kid that he will be punished for not doing something, he doesn't, and I don't follow through, that's called "coddling" or "enabling". It's bad for parenting but apparently good for government. I pity Jackson these days.
... but then i look at the landroll and he owns a bunch of property and is behind on taxes on all of them. even homestead.
Funches obviously didn't attend the Roguish Gent homestead exemption boot camp where you learn how to scam, er, claim more than one exemption in Hinds County at the same time.
An all expenses paid trip to the Florida coast for fun in the sun on a yacht capped with trips the Florida's best stripper clubs at night! Leave the missus and kiddies behind. All stripper tips will be provided by your gracious hosts so use your imagination! You can look and you can ogle but don't touch so you have plausible deniability of your faithfulness when you get home. Win-win-win.
The incentive SHOULD be to obey the law.
I agree that for years the legislature has been a total failure regarding campaign finance laws.
Appreciate him doing that.
