Senator Horhn, who has represented Senate District 26 for more than 32 years, has a long-standing record of championing legislation that enhances the lives of Jackson residents by investing in infrastructure, economic development, and quality of life.
Senator Horhn’s Proven Track Record:

1% Sales Tax for Infrastructure – Authored legislation generating $14 million annually, totaling between $270–$300 million by 2034, to improve Jackson’s roads, water, and sewer systems.

Mississippi Museums Project – Helped secure $92 million in state funding and $25 million in private sector contributions for the Mississippi Civil Rights Museum and the Museum of Mississippi History—home to the only state-supported civil rights museum in the U.S.

JSU Metro Parkway Project – Sponsored legislation to secure $20 million for the development of the Robert Smith Parkway, linking West Jackson to Downtown and improving connectivity for Jackson State University.

Jackson Convention Center Project – Assisted in securing $85 million for construction of the Jackson Convention Center and Telcom Center.

Westin Hotel Jackson – Led the effort to acquire $20 million in funding to establish the Westin Hotel in Downtown Jackson.

Affordable Housing Initiatives – Played a key role in developing over 500 affordable housing units, representing a $110 million investment. Senator Horhn also serves on the Legislative Oversight Committee for housing.
