A Lafayette County grand jury indicted Terry and Charlotte Pegues for 20 counts of animal cruelty on August 23. Charlotte Pegues is the Vice-Chancellor for Student Affairs at Ole Miss.
The Lafeyette County Sheriff's Office responded to a complaint of animal cruelty at the Pegues residence. They discovered several severely malnourished dogs and deceased dogs still attached to their collars and chains. Deputies managed to rescue 20 animals although ten other dogs were dead.
Counts I-X of the indictment accuse the defendants of starving ten dogs to death. Two counts state:
"That, TERRY PEGUES and CHARLOTTE PEGUES late of the County and State aforesaid, on or aboutAugust 4, 2024, and within the jurisdiction of this court, did willfully unlawfully feloniously with malice intentionally starved to death a domesticated animal, to wit: tan bulldog mix found near shed (deceased), in violation of the provisions of Section 9?-41-16(b)(i) of the Mississippi Code of 1972, Annotated, as amended, which offense is punishable by imprisonment not exceeding three (3) years and/or a fine not exceeding Five Thousand dollars ($5,000.00)... (Count I) "That, TERRY PEGUES and CHARLOTTE PEGUES late of the County and State aforesaid, on or about August 4, 2024, and within the jurisdiction of this court, did willfully unlawfully feloniously with malice intentionally starved to death a domesticated animal, to wit: black and tan German Shepherd mix found in kennel (deceased)... (Count IV)

Counts XI-XX allege the Peguei starved ten other dogs although thankfully, the poor creatures managed to survive. Count XI charges:
"That, TERRY PEGUES and CHARLOTTE PEGUES late of the County and State aforesaid, on or about August 4, 2024, and within the jurisdiction of this court, did with criminal negligenc( deprive a domesticated animal of food and water, to wit: brown bulldog mix, with rib bones and hip bones visible through skin, found at back of property, in violation of the provisions of Section 97-41-16(2)(a) of the Mississippi Code of 1972, Annotated, as amended, which offense is punishable by imprisonment not exceeding six (6) months and/or a fine not exceeding One Thousand dollars ($1,000.00), contrary to the form of the statute in such cases made and provided and against the peace and dignity of the State of Mississippi."
The case is not assigned to a Circuit Judge. Attorney Graham Carner represents the defendants.

11:19, basically the university's press release stated that she was placed on leave and that the matter didn't involve the university.
The defense has claims she is innocent. It should be interesting to learn how this many dogs were mistreated and killed on her property and she didn't know or participate.
Hope they enjoy their special place in Hell.

Interested to see how this plays out in the courts. I hope KF will keep us up to date on when and where we can apply some pressure to prevent this matter from slipping through the cracks.
Catching the name I mistakenly thought that these people were related to the football team. Obviously I was wrong. They can be charged just like regular people.
Why has the University not fired her yet?

Charlotte Fant Pegues has been employed at the University of Mississippi since she was a student worker, I believe in the Registrar’s Office. She has served the University as Registrar and Director of Admissions and other administrative positions prior to her current VC Student Affairs. In other words she has been there a long time. This “leave” may well become a quiet exit to PERS retirement.
Does that sound like involvement in some sort of dog fighting or just plain ole neglect? That’s a lot of chained up dogs.
She should be immediately terminated and never re-hired.

Is this Terry Pegues the same Terry Pegues as the Terry Pegues in PEGUES v. STATE (2002)?

The Pegues v State case in 2002 was out of the Circuit Court of Lafayette County Mississippi.
To add some context, my wife and I own several pieces of rural property, she has never laid eyes on most of the properties, nor does she have any idea of what goes on at said properties.
I wouldn't be surprised to learn that Charlotte Pegues has lived a married life of abuse.

Let's assume for the sake of argument that is true (and you're not Lamar Adams, Todd Mardis, etc.). If it is, you and your wife aren't well-informed, or very bright. Here's why: her name is on the deed and she isn't concerned about what occurs (and you posted these details to a public forum). Even if nothing untoward is occurring, if either suddenly die, that is a severe disadvantage. Anyone who is an actual and responsible property owner with an actual and responsible spouse should have known that.

If I were involved in buying real property in my own name or otherwise, with a spouse or any other co-owner, I'd want just as many details about the property and the "deal" as I'd want if I were buying it with no co-owners. "I didn't bother to look at what was right in front of me..." may not be the best legal strategy. If you want general information about a hypothetical situation, do some research. If you want legal advice about a specific fact-set, hire an attorney.

I wound not be surprised if the property was used for dog fighting events! I wonder what the neighbors have to say! Mr Pegues you are a bad, bad, man for not feeding and taking car of your animals. Well we all know this is nothing unusual. There are houses with this same scene all over Jackson and not a thing will be done about it. These types of people don't have regard for the lives of each other, they sure are not going to care about an animal. Too bad the same people are in government and in charge of making the laws that could stop this. People love to get upset and talk about how terrible it is, but when it comes down to it, maybe 1 in 1000 will actually do something to help.

Skin and bone dogs chained to trees with morbidly obese tenants is so typical on my route in Jackson, it's not even surprising anymore.
The shocking thing is when the dogs STILL light up and wag their tails thinking they are about to be pet or fed. Just disgusting but fully accepted culturally.
