Show us Your Papers, Pleaz

 The Pearl River Valley Water Supply District issued the following statement.

 Beginning Wednesday, Dec. 1, all people over the age of 16 will be required to obtain a permit prior to using the Barnett Reservoir spillway area for recreation, according to the Pearl  River Valley Water Supply District. Permits will be free and reservoir officials say the program is designed to help curb a continuing problem related to litter and vandalism in the popular fishing and picnic area by initiating a  level of public accountability.

The permits, which will be available at access boxes on both sides of the spillway, include three perforated sections:
Part A must be filled out and left face up on the dashboard of the vehicle.
Part B, which requires more information, must be deposited in one of several drop boxes before any
recreation can begin.
Part C is a smaller piece that must be in the visitor’s possession during his or her entire visit.

Based on a system used by the Mississippi Department of Wildlife, Fisheries, and Parks for access to its many Wildlife Management Areas, the permits must be obtained prior to each visit to the spillway. While some pencils will be available in the permit boxes, users are urged to include a pen or pencil in their tackle boxes or vehicles. Not having a writing utensil availablewill not exempt a visitor from the permitting process.

It is perfectly acceptable for a visitor to obtain a permit(s) in advance to be filled out prior to arrival; however, new cards must be displayed, deposited and carried in possession on each trip. Only the information pertinent to each visitor must be included. For example, non-boaters will not need to include a boat ID number, and people who are exempt from having a fishing license need not supply that number.

PRVWSD’s Board of Directors voted in the permitting process at its October meeting and immediately began regulatory procedures to make it law. The permits will be policy beginning Dec. 1, and  sometime early in 2022 it will become a law with up to a $100 penalty for a citation.

2:55 --- Stupid? Seems to me to be a reasonable attempt by 'the government' to continue to allow use of this public facility and to require responsible use. Maybe you are one of those 'entitled punks' who think you should be able to use these facilities without cost or inconvenience, and somebody will come pick up after you when you leave. Probably just like you were raised with your mama picking up your trash, your clothes, and cleaning up after you at the dinner table. Otherwise, why would you object to such a simple procedure?

Are they going to staff the entrances, or just perform ad-hoc inspections if they see someone who looks like they are up to no good? Doesn't sound like much fun for the Reservoir Police. Look for profiling claims to come into question, quickly.

3:02. . .While I don't agree with your colorful naming of the people you are describing, you are right. Too many people think the reservoir and surrounding areas are their own personal garbage cans, bars, and thug hangouts. If people would simply adopt the "leave it better than you found it" mentality and simply act like a responsible human being then this kind of crap would not be required of anyone.

So the state has the authority to fine everybody at a large pond because of the actions of a few……

But the state can’t impose mask mandates on everybody…..even though Tate did just that…

And the state voted to keep the old MS flag but the governor canceled the flag with one order…..while he said he is for the flag….

And pers is bankrupt and no one does anything to fix that mess….

And now Tate thinks he knows constitutional law even though he never went to law school…..

And finally MS is 50th in everything and has been since Tate took over 20 plus years ago….

As a leader of a Pearl River cleanup day (we collected over 5 tons within sight of the spillway) I applaud their belated effort BUT I don't think another bit of trash is gonna help. I propose they dispense unique trash bags and require each person to pick up 5 lbs BEFORE they start fishing. Anyone found cheating, thrown in and required to come out on opposite bank {PFD provided}. We'll clean something up, either the banks OR a "punk" attitude @3:02

Where is the nexus between filling out the form, leaving one copy in their box, one copy on your dash, another on your person, and not littering?

Are the reservoir police going to contact everyone who filled out the free permit and ask them if they littered?

There is no nexus, but the "good idea fairies" are keeping busy.

4:01 obviously you don't like Tate, but before you rant in public you should at least kinda check your facts. Tate did away with the flag? Did you ignore the legislature in this process, which passed the change (in a veto proof margin? And when did Tate issue a mask mandate?

And being 50th the last twenty years since Tate was in charge? That's a real stretch thinking that the Treasurer is in charge of the state, but more importantly, we've been 50th since about 1859. Maybe early into 1860.

And yes, laws can be passed because of the actions of a few. But since you obviously think you know constitutional law, the action by the Reservoir board wasn't a law.

But, thanks for playing. Come back when you actually know what the hell you are talking about.

Before the fall of the Soviet Union, East Germany, etc., one of the things they were both known and notorious for was asking people to fill out a form, place one part on the dash of their car and carrying another with them when doing things like fishing or recreating. Few people realize that Solzhenitsyn wrote an unpublished sequel to "Archipelago" which he tentatively titled "The Recreation Permit." Scholars of his work hope it will someday be published so that people will understand the dangers and not repeat the grievous mistakes of the past.

How will people be stopped from using fictitious names and other information? Will Part B require additional information that will help with identification? If you carry Part C with you must you also have I.D. to support Part C?

10:28 brings up a good point. I.D. requirements are inherently racist. But, so are fishing licenses (like a poll tax).

Meanwhile, the only person in Mississippi who can make you raise your trunk lid without a warrant is a game warden. Just in case you're trafficking in rotted gar from the spillway sandbar.

Generally, the Fourth Amendment's protection against unlawful search and seizure makes arbitrary police car searches illegal. If the police search your car without your permission or a valid reason, they are violating your constitutional rights. Typically, an officer must have reason to believe a crime has been committed (such as a DUI) before searching your car.

Under the Fourth Amendment, courts generally give police more leeway to search a vehicle, rather than a home. Known as the "automobile exception" to the search warrant requirement, individuals have less of an expectation of privacy when driving a car. Furthermore, this exception is based on public safety concerns such as drunk driving or excessive speeding.

So, when can the police search your car? Under the following circumstances:

You have given the officer consent.
The officer has probable cause to believe there is evidence of a crime in your vehicle.
The officer reasonably believes a search is necessary to their own protection (a hidden weapon, for example).
The officer has a valid search warrant.
You have been arrested and the search is related to that arrest (such as a search for illegal drugs).

Still say put up Toll Booths and charge $1 each way. Split that between the Pearl River Valley Water Supply District, Madison/Ridgeland and Rankin/whatever city. People will pay and no drop in traffic either way will be noticed.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
