State Representative Clay Mansell (R-N'awlins Grill) torched Jackson Ward 3 Councilman Kenneth I. Stokes about what else but Jackson's water system.
Mr. Stokes fired the first shot in this little food fight. The Clarion-Ledger reported on December 17, 2025:
Stokes said he asked the question, because he had read a news article about a Mississippi lawmaker who said he supported a proposal by Interim Third-Party Water Manager Ted Henifin, who leads JXN Water, to raise water rates in Jackson.
“How can he support raising water rates in Jackson, but they’re not raising water bills in the city he lives?” Stokes said.
Stokes was referring to House Rep. Clay Mansell, R-Clinton, who said at a meeting of the Capital City Revitalization Select Committee last week that he would be in favor of the rate increase. Clinton, however, operates a separate water system from Jackson.
The good State Representative fired back at Mr. Stokes a week later in equally strong language:
Kenny Stokes has taken the time to talk about me at the Jackson City Council meeting, and I want to share why I supported the rate increase.I support a water rate increase in Jackson because the experts managing JXN Water have made it clear that current rates do not cover the daily operation and maintenance of the system. Ignoring that reality only leads to continued failures and emergency situations.Jackson and Clinton operate separate water systems. Clinton’s system is stable because we charge rates that actually support operations, maintenance, and long-term planning. That is precisely why Clinton’s system works and why we provide water access to some Jackson Hospitals when Jackson can't keep water flowing!Supporting responsible rates in Jackson is not inconsistent with keeping rates stable in Clinton. In fact, it reflects the same principle: utilities must be financially sustainable if they are going to serve the public reliably.What I do not support is a bailout that shifts the cost of long term mismanagement onto taxpayers outside the City of Jackson. The goal should be a system that stands on its own, not one that depends on continual state and fed intervention.

This is great from Rep. Mansell and Stokes is definitely a retarded shit sack, but again, Stokes is a retard so it's not like he can even understand what Rep. Mansell is saying. His words have no meaning to him. He is entirely incompetent, so it doesn't even matter.
Kenneth is not known for engaging brain before opening mouth. Remember the suggestion to throw rocks and bottles at police officers?
Mansell used big words and talked about how math works. I don't think Stokes will be able to grasp this, and will likely just offer up some more stokeisms but, it will be entertaining.
Ted still has not got his raise. A story from Wlbt today.
Appropriate rates are part of the equation, but competent management is the part Jackson ignored (intentionally?) for decades.

What goes down in the bucket comes up in the well....well sometimes, if said well is working. Jackson is the laughing stock of the USA when it comes to municipalities. There was more work done on Chalkline's fade than maintenance on the water system.
Would be interesting to know what percentage of Stokes' constituents are current on their water bills at the existing rate.
Ted has already informed the city that he will not be able to make the March bond payment after missing the December payment. Someone go wake up Wingate and remind him he is still a federal judge with cases on the docket.

I don't mind the increase. We had freezing weather for such a long time and my water worked perfectly the whole time. It went out regularly with freezing water before. I'm sick of Jackson trying to screw up everything.
Has anyone else here visited the third world before?
Third worlders without reliable water delivery usually keep some sort of water storage tanks paired with a pump like a well pump. When the water comes on, they fill their tank.
When the water goes off, they use their water storage. Only works when the water at least comes on every other day or so. Not when it is out for weeks. But most third world countries can at least keep the water on for a few hours a day. Even Jackson struggled with that. So Pathetic.
My point is that selling and installing Chinese made electric water pumps and 300 gallon water storage tanks might be a good business for someone still living in Jackson. You will need a plumber to plumb it all together. Works pretty well when it is set up properly.

While it is true that Clinton's water rates have nothing to do with JXN, I disagree that rates need to increase. Due to previous administrations, prior to Mayor Horhn, either allowing or being complicit in illegal water hookups or not being cut off for non payment, there needs to be a major collection effort on top of people receiving CORRECT billing. AND the city needs to acknowledge what the efforts of Ted Henifin's leadership have accomplished - example: this recent ice event. Previously, this entire city would've been without water and plumbing!! BUT get to collecting. And Kenny and Clay, work together!
