Meet the New HB #1020

The controversial HB #1020 is still in conference committee.  Gone are most of the controversial provisions.  CCID residents retain the right to vote for their own judges while the CCID is expanded further into South Jackson.   The bill might change again before it stands for passage in both chambers.  The highlights of the bill are:

History and text of bill.

* Chief Justice appoints not one, not two, not three, but four, count 'em, four temporary special circuit judges for Hinds County.  Their terms expire December 31, 2026. They are appointed no more than 15 days after the passage of the bill.

*  Public Defender's office get's three more positions for Hinds County and CCID.

* District Attorney may appoint two more prosecutors and an investigator.

*  The bill creates the equivalent of a municipal court for the CCID.  It will preside over misdemeanors and initial appearances in the CCID.  The Chief Justice appoints the judge.  The judge must meet the same qualifications as a municipal court judge.  All fines and fees collected by the court are deposited with the city of Jackson.

* The Attorney General appoints two prosecutors to serve in the CCID inferior court.  The prosecutors can either work for the AG or under contract with the AG.

* The Administrative Office of Courts appoints a clerk to the CCID court.

* Capitol Police has. primary jurisdiction within CCID and secondary jurisdiction throughout the city of Jackson.

* The CCID expands to Northside Drive, east to Pearl River, and south to Raymond Road.

They need to extend it into Rankin County, that way there would be another judge to handle all the cases of officer misconduct violent crimes that keep popping up from the sheriff’s office

Thank you Delbert for caving - you got the Capitol Police covering your neighborhood, but were afraid to take the rath of your favorite caucus in setting up a court system that would make a difference.

These appoined judges - through 2026 - is nothing more than what we have had for the past decade plus. Chief Justice has been appointing Jet Judges, Temporary Judges, Clear the Docket Judges, whatever - damn near every year yet the existing Circuit Judges still control the docket. And thus, blessings will continue.

Thanks LG, for nothing. Trey Lamar tried to give us some relief, and took the heat; evidently the Senate is truly ballless.

@7:20 - Delbert lives north of Northside, bub.

Anonymous said...

Why in the hell did it get altered to not include County line as the northern border? Has anyone driven down County Line lately and seen how much of a war zone it looks like on the southern side.

Anonymous said...

The controversial provisions are where the problem solving was located.

Anonymous said...

7:20, nothing like trying to shame someone when you aren't even smart enough to get the facts right...Delbert's home is not in the new boundary

Anonymous said...

New judicial system; same as old judicial system.

Anonymous said...

Delbert is a NE Jackson elite like the rest of them… why are whites
So afraid of others? It’s odd. Protect everyone not just the south Jackson poor and NE Jackson rich. Cover the west Jackson inner city. The blacks opposed to this aren’t even living in the area this is pertaining to

Anonymous said...

...Their terms expire December 31, 2026.

Then what?

What is the point of constantly changing boundaries? Are our representatives really of the opinion that policing and justice are only needed within a 'meets and bounds' part of the city?

Will these special cops be fitted with 'dog collars' and receive a shock if they cross a boundary line?

Who the hell are the legislators trying to appease and please with this nonsense?

"Gone are most of the controversial provisions."

How much trouble would it be to list those controversial provisions that are 'gone'?

Commenters!! All great comments, but like everything else, all of your questions/comments forget the one defining definitor on all things Jackson......RACE! The reason we squalor and digress. Race race race.

That was not my comment - but its easy:

1. Appointed judges that could have first impression on civil matters
2. Appointed judges that could have first impression on chancery matters
3. That's it.

Although the judges that were appointed would be subject to the review of the circuit judges, they had to make a ruling within 30 days; which they have traditionally have not every come close to doing

Thw oeifinL 1020 would have made criminal charges "within the district" subject to a judicial system that would not continue to send the perps back onto the streets, just too xxxxx again.

And,thelawsuits against the state that now go befoe Hinds County Chancry "Judges" would have to go before another judge prior to their ruling against the state. Oppps. I opinined prior to the Judges recording their official ruling against the state.

The original bill was to create an actutal feeling of a realist situation of "justice" within Hinds County. What the Senate requirements, thank you LG Hosemann, was to stop the black opposition to this attempt to institute actual criminal prosecution within Hinds County, reverted to was nothing more than what has be en the status quo - because the legislature (i.e. the MS Senate) doesnt have the balls to do. Itt appears this is becasue the leader of the Senate, Delbatt Hosemann doesn't want to have to answer this in his campaign against Chris McDanial, even though this campaign would be limited to a Republican primary - where it would think all those in the area affected would support the expansion of authority.

But who knows what goes on in that mind of the smartest mind - he obviosly has a different strategy than those that are watching only on the outside.

So the City of Jackson does not have primary patrol duties in Jackson from Northside Drive to Raymond Road.

Expect a lawsuit.

Anonymous said...

Why even have this bill now? This gutted version only adds personnel and judges to the already-failing system. The definition of insanity is trying the same thing and expecting different results. This state Senate is ball-less.

Republicans are just as bad as democrats. Another big government program spending a ton of other folk's tax money to benefit a select few.

Anonymous said...

Attn 8:46, I did not notice major problems the last time I drove down County Line road. Of course, that was about 20 years ago.

Anonymous said...

Why is the State spending so many taxpayer dollars in the City of Jackson. The residents don't want it. And I'd rather see my tax dollars spent in my community. Quit throwing good money after bad.

Anonymous said...

The State Republicans are spineless.
I dont care if Jackson wants to continue to be a cesspool, and they clearly do...but this is a waste of our time and dollars.

Just throw it in the garbage and dont pass anything. Because that is what this is.

Nothing.

Anonymous said...

Wish they would go back to County Line for the boundary. I was looking forward to cap police presence over that way.

The only positive to come out of this is expanded Capitol PD jurisdiction. The state can now keep increasing the size of the Capitol PD until they are large enough to take over the city. Chokwe won't be able to protect his dope boys any longer. Unfortunately, the felonies will still be going before the same ol' crooked judges that my fellow Hinds Co voters elected into office. I'm wondering if the temporary judges will be snubbed by the current judges as they have been in the past? I found it very interesting when Sen. Blackmon kept pressing Sen. Wiggins in the conference meeting- asking how the cases would be assigned. Why would she be so concerned? Hmmm

Caved in like a Jackson sewer line

Anonymous said...

The Capital police would protect everyone in Jackson, they are not limiting areas, its a turf war and they are having to bite off a little at a time. When you have incompetent leaders, judges, and while there are some good police on the Jackson force they are beat down by no support from the Mayor and Judges. Why risk your life to apprehend someone who is high on drugs and will fight you when the mayor will just criticize the police brutality and the judges will let them go by 2 pm

Hosemann and these other “conservative” pols can water 1020 down all they want in order to avoid being called racist. But then they’ll be called racist for attempting to avoid being called racist.

Anonymous said...

@11:03, I’ve said it here before (many times although I can’t recall KF allowing the comment), in the United States of America every issue will eventually come down to race.

Anonymous said...

Noted that Hosemann has now screwed over LeFleur East and a few still heavy GOP precincts.

But our Grand Thought Leader Jeff Good received his reward.

Won't be hard to target primary voters in NEJackson who've been abandoned to the inferior protection of JPD.

Bill Dees said...

@ 7:20 PM: Thanks, Chris McDaniel! Once again, as usual, you're just lying. As others have pointed out, Delbert lives north of Northside Drive. Oh, and if the Capitol Police have primary jurisdiction in the CCID, how does someone contact them in an emergency?

Anonymous said...

I wish they would keep the County Line expansion. There's so much tax base (black and white) between Northside and County Line that needs protecting. If they're going to scale back the expansion though, I wish they would expand to Old Canton. That would include Kroger, which needs help, as well as Maywood Mart, Spann Elementary, and JA.

Anonymous said...

Trey tried. Bill is worthless now, thanks Delbert and crew.

Anonymous said...

Delbert, you could always try handing out some walking around money.

Anonymous said...

12:12- Explain how bill is now worthless? I expect you are a McDaniel neophyte & have no idea what the bill contains!

I can't help laughing at the Northern most part being Northside Drive but extending to the Pearl River.
Since including all of Eastover and " Leftover" will reduce the crime rate considerably and because that is where many "deep pocket" supporters live, it's no more than a political stunt.
All they are "expanding" into is the low crime areas. And, save for those two areas and Highland Village, and includes rather a lot of State owned property State property in the "coverage"... They could just stop at I-55 too.
I wish however, we could keep them from destroying the landscaping of the R&D property and visually protect property owners, but no.
Unlike every first rate city in the country, these YAHOOS don't know that putting up visual barriers to protect your tax base ( some cities even put up air and sound barriers to protect their residential tax base. That isn't even done well in Madison anymore once they "outgrew" the Roswell, GA codes.
Our legislature doesn't seem to understand that UGLY,TACKY, and FAUX attracts anyone with money AND taste. Worse, the most desirable neighborhoods don't have the power to easily reinstate or update covenants here or enforce building codes.
Here's a hint: Charleston didn't tear down the Battery homes when they got old like Jackson tore down N.State St homes that should have been protected from at least Capitol St. to Woodrow Wilson. Atlanta protected the Cherokee Country Club and expensive Buckhead neighborhoods and well as those around the Piedmont Country Club.
But, here , you put up commericial or profession services/office with NOT EVEN requirements to blend in.
In other capitol, even gas stations agree to blend in with the residential architecture on main thoroughfares.
Such thingss are even done in Red States ( some of whom notices how tacky Houston became in a hurry!
I'm almost surprised that the R&D center hasn't been decorated with neon half tires at it's entrance!
Even some Southern States protect approaches to their universities...see Athens (so they would look like Georgia Tech and become quickly landlocked).
Did the Sovereignty Commission censor the city planning text books here?

Anonymous said...

@8:39 because your “community” ain’t contributing a pot of piss compared to the amount of tax dollars the city and county collects from Jackson alone. Really had to ask that question?

Anonymous said...

God help us!
You men can't see past your testosterone muscle flexing to actually do anything practical to help Jackson.
Help us get the abandoned property torn down and debris removed, adequate lighting, the drainage ditches cleared, covenants enforced, building owners held accountable for the landscaping and maintenance of buildings and to STOP requiring such a high percentage of sales over and above rental cost and for interior functional things ( like electrical repairs, plumbing, paint costs and flooring) NOT to be the new renters responsibility in commercial buildings. Currently, they have to cover or fight over even structural and safety repairs! A landlord should not expect new renters to remodel interior basics when a business decades old leaves! Give new renters a blank, CLEAN space to rent! Then businesses will come back!
The DEVIL is in DETAILS, not in political rhetoric and " who's our guy" BS!
Give neighborhoods the chance to force homeowners to do more than mow and pick up sticks while the house falls in!

Anonymous said...

Delbert F’d this bill ,it’s garbage now. Hopefully TR will veto and the Legislature can try the House version again next year .

Anonymous said...

People who opposed the Capital Police should not be afforded their protection. They should have an x above their doors and depend squarely upon JPD. Anyone know anyone who vocally opposed?

Anonymous said...

12:12 The only worthless bills are the ones that don't pass or the ones that are struck down in court. This one will be neither.

Anonymous said...

At 3:16. You know the mayor opposed and that dirty Pickett.

Anonymous said...

@ 3:03 - Government does not enforce covenants. Municipal government has zero authority regarding covenants, nor does county government. County government (court house gang) 'files' covenants as a record keeper. That's it.

Covenants, once violated and not followed, can only be enforced by a court of law.

Anonymous said...

@3:16. Chokwe, Sista Rukia, Pickett, all of the Hinds Co judges, and a slew of other activists. I'm sure most of them live comfortably in gated areas.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.

In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

This is definitely a Beaver production.
