Senate Passes Altered HB #1020

HB #1020 finally passed the Senate but in a way that would have made Jackie Sherill proud after the body substantially, um, altered the bill.  The Conference Committee will hammer out the differences between the two versions and present the final bill to both chambers for passage.  


State Representative Trey Lamar's bill created a firestorm of controversy not seen in quite some time at the Capitol.  The original bill created a circuit court, chancery court, and special prosecutor for the Capitol Complex Improvement District while expanding the CCID up to County Line Road.   The Chief Justice would appoint the judges while the Attorney General appointed a special prosecutor, thus removing the right to vote for judges and prosecutors from CCID residents.*  History and text of bill.

More than a few people noticed the new boundaries just happened to only include what are considered to be the "white" parts of town (although in reality Northeast Jackson is probably majority black).  The national media noticed as well and it was Katie, bar the door.  Jackson politicians raised hell and the Mayor, never missing an opportunity to play the race card, used terms such as "plantation politics" and "colonialism" to attack HB #1020. 

Their lamentations must have been heard because the bill underwent major surgery in the Senate.  State Senator Brice Wiggins (R-Beau Rivage) amended the bill and removed most of the offending provision.  The highlights of the revised HB #1020 are: 

* Hinds County gains two temporary circuit judges whose jurisdiction is limited to criminal matters.  The Chief Justice appoints the two circuit judges.  Their terms expires on December 1, 2026.  The appointed Chancellor is removed from the bill.  

* The bill creates three more Assistant District Attorney positions.  

* The Hinds County public defender may appoint three full-time public defenders.  

* The Hinds County (Prosecuting) Attorney may appoint two more Assistant County Attorneys.  

* Hinds County gains a permanent Circuit Judge on January 1, 2026. The bill did not specify which precincts will comprise the new district.  It just says the Legislature must do so before January 1, 2026. (KF note: Thought: Create an at-large district?) 

* The Capitol Police must wear body-cams. 

* The Capitol Police will have jurisdiction in the entire city of Jackson although it will only have concurrent jurisdiction with JPD outside of the CCID.   

The changes were not enough to satisfy Jackson leaders as many of the still opposed the bill.  Omertà was alive and well in Hinds County as the District Attorney stood in solidarity with the bill's opponents even though the bill gave him the prosecutors and judges he requested. The Mayor, of course, still opposed the bill because it would provide more police to patrol Jackson. 


It will be interesting to see what comes out of the Conference Committee. 


Kingfish note: The opposition of Jackson and Hinds County leaders to the Senate version makes no sense unless they either just want a check with no strings or are on the side of the criminals.  They all know JPD is understaffed and incompetent.  The Senate version gives them, including the D.A, exactly what they requested.  However, that wasn't good enough for them as their idea of compromise is agree with me 100% of the time or else.  No, what is stirring their opposition is the expansion of the Capitol Police.  For all of their crime whines, the truth is, they don't want the help.  Keep in mind the Mayor underspends his police budget every year so his bogus claims of wanting more police funding are just that - bogus, unless it involves giving his sister a check through one of her social programs.  


* Oddly enough, the bill would have removed the "right to vote" from the white voters of Jackson.  Interesting conundrum.

Thank goodness much of the tomfoolery was cut out. Voters should set the precedent in their municipality and the Jxn voters have spoken. 30 years ago, anyone could have seen Jxn becoming what it is now. For those that stayed, when they had ample opportunity to get out, that's on them. My tax dollars shouldn't pay for Jxn corruption and incompetence, the state has enough of that on its own.

Unashamedly, unconcerned, perhaps because of lack of awareness, the mayor and his supporters are all about control vs results, and what's best for the people. They talk about rights, yet fail to include an equally impassioned discussion and advocacy demanding exercise of responsibility by us, the black community and its leadership. If they'd paid as much attention to the progressive deterioration of the city as they have complaining about what others have not done, the city would not be in the mess its in.

It means JPD will have to hurry to beat Capitol Police to the crime scene to ensure they're in position to "lose" the paperwork needed by the DA's office.

The mayor and his ultra radical minions made the astute if distasteful move of tying themselves to the Democrats (not independents or socialists) and their hold on the Black voters years ago. Chokwe and his cohorts abhor the Capitol Police because they can't control them. They can arrest whoever they want to, and that could threaten his enterprise. Who only knows how much JPD turns a blind eye to at the mayor's command. We know that he runs that department, and not Chief Davis. He just likes to claim that all of Capitol PD's methods are racist to distract from the problem at hand. What's going to happen is that the state will slowly increase funding for the Capitol PD every year, and they will eventually become the patrolling force force for the City of Jackson, thank goodness. It can't happen soon enough. It's still a shame that the judicial district was cut out, as most of their cases will still go through Hinds County.

A) Those who might be arrested and retained by the Cap PoPo will be incarcerated where and under whose jurisdiction?

B) We've all seen the orange-added Jxn PoPo cars. What does a Cap PoPo car look like and how are the officers distinguished from other local departments?

c) If we sign up now, will Lamar be able to work us into his Rotary Club schedule before Christmas?

Out and out robbery of some paying nothing etc. Then State called racist for not helping, not stepping in sooner. State steps in starts giving people water and trying to reduce crime. I have Madison, Bandon, Etc. friends that say I stay out of Jackson as much as possible. This is our capital. Very frustrating. Chok does nothing go on TV. For once I wish they would hit him with how "did you let it get so Bad"

Chuck made it super clear that he did not care about me when I lived there so I left.

I have not been in the City of Jackson for any consequential period of time in years.
Had to pass through to drop off an associate a few months ago and though I never left I-55 it was disgusting what the residents and leaders have done to that city.

Not sure why you think the 'burbs care about the state capital, but if we did what do you propose we do?

The ELECTED leaders just said no thanks to state assistance with crime because the did not get bribed properly or cannot dole out the funds. Good luck with that.

There is nothing wrong with a state police force. The people there are citizens of Jackson, but also citizens of Mississippi. They deserve law enforcement. However, if the legislature hands over the new courts to the current elected officials, it doesn’t matter how many policemen are hired. It will continue to be catch and release. Why did the Senate cave?

IMO Capitol Police will be a life saver to all residents. Whether you extend open arms or an olive branch; is up to each of us to decide. For those against expansion & have those who have lost loved ones at the hands of criminals and or felons will continue unless the COJ has help. Guess who pays the medical bills when these dumb criminals get hurt & need medical care? The taxpayers do. Just look at the Vicksburg deputy who was hit almost head on Sunday night in his patrol car that rolled over several times by a meth user. LEO’s deserve to go home to their families and yes all taxpayers will pay for medical bills for the criminal. Just think about that when you complain @ high taxes. I would be interested in KF investigating how much $ gin 2022 was spent out of taxpayer funds on medical , food etc.

He's a super, kind person. You want to smart off at him?
Or me? I m am only child. My father was legally blind and he wanted to live in his own home after my mother died. I lived next door and was able to make his last days happy ones. I probably could have sold our houses and made him move, but that's not what he wanted. Now I'm stuck here, but I was there for my parents when they needed me. I took my mom to many appointments before she passed and I'd change nothing I did. Want to tell me I made my own bed and tough luck?

Einstein, you realize the CCID doesn't cover SoJack? Yes, you make your bed (choices) now live with it. Don't expect state tax dollars to bail you out. What about a person in a similar situation in Greenville or Meridian, should that state bail them out too? Where does it stop? Most of my friends grew up in Jx, every one of them was smart enough to get out.

KF: If you were involved in a homeowners association in Jackson, you'd know you are wrong in thinking northeast Jackson is " mostly black".
And, frankly, the two black families in my neighborhood are successful professionals who renovated tastefully and who are an improvement over the original owners in every definition of "good neighbor". Our two troublesome neighbors are white.
I could say some neighborhoods in fashionable areas of Madison and Ridgeland are " mostly Asian or Latino" given your thinking.
I'd rather have someone who has good character and is pleasant and knows their color chart and how to tend a yard and at who at meetings listens as well as talks of any skin shade than have to spend two minutes with oh...Majorie Taylor Greene.
Neighborliness is about ethics and good manners and being considerate of others, not politics and skin color.
It's past time all groups disavowed the rotten fruit in their barrels and stop looking only at the rotten fruit in other barrels.

7:49, I'm conservative and I generally agree with you. Character is all that I care about. That's probably a large part of why Trump lost. Many Conservatives felt he was unacceptable and did not vote for him.

Now...convince your liberal brethren to say that.

White Conservatives will occasionally cross party lines when they disagree with the Republican lunacy.

Dems (especially POC) will support a rock and scream if you suggest they should not support that rock because the rock is not helping them in any way.
They will almost never cross party lines, and worse will blindly defend any leader no matter how ineffective they are.

Its almost admirable how loyal they are. Even to their own detriment.

This is the highest property value in Jackson. These people pay the taxes. Most if not all could move from Jackson if they wanted to. The Capital police proposed area cover most of the medical facilities also and Highland Village and Eastover District. These service Black and white and asian people. So this is out most valuable assets in Jackson. Why not protect it and then expand. I'm sure if you wanted to turn all of Jackson over to capital police. People just want to be able to eat and shop and live their lives in Jackson and not worry constantly about their car being broken into. Crime effects all colors

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
