Jackson Mayor Chokwe Antar Lumumba issued the following statement.
In the interest of transparency, I am releasing all copies of letters we have sent to vendors involved in our attempts to secure a trash collection contract. I have asked all of the companies involved in the City’s latest attempt – the third RFP process – if they remain committed to keeping their original rates in place. Since the RFP was presented to the City Council, affiliated business expenses have increased, so it is important to get an up-to-date reflection of how that might affect rates moving forward.
We have also provided a spreadsheet that lays out the final costs per pickup option in these attachments. It is our goal to provide residents quality service at the most affordable cost to the City.
We have committed to transparency from the very beginning of the RFP process to secure a garbage contractor with the City of Jackson. We have explained every step of the process to the City Council and have held multiple town halls across Jackson to ensure residents we are taking their concerns seriously.
Our interest remains the same today. We are hopeful this release will serve the public well as we continue to move forward to secure an affordable contract from a reputable company at the most affordable rate.
Kingfish note: What did FCC, Richard's Disposal, and Waste Management say?
FCC: Pricing has changed significantly since the October 2021 RFP. FCC awaits a new RFP.
Richard's Disposal: Will honor the proposal submitted for the October 2021 RFP. It does not waive any right to pass along cost increase.
Waste Management: The October 2021 RFP is no longer in effect since he selected Richard's Disposal last year. WM said it will participate in a new RFP. The company stated in another letter it redeployed all excess equipment and employees.

I’m just now realizing that Lumumba is basing his success on how skillful he can be at cunning and lying. In the Grant Money article, he admits to be calculated with his words. He inadvertently blew himself out of the water with some of his admissions. By the time someone is able to explain to the poor black people on his side of the polls, that he is scamming and lying his way through, It will be too late. I guess, it’s already too late. As angry as this makes me, I’m surprised that no one has physically tried to remove him. How can Lumumba continue to get away with being a blatant scam artist?

Richards might want to look back at section “3.4.2 Performance Fees” of the RFP they responded to and “won”. I believe the emergency contract they are currently under(sort of) does not have these penalties. However, if they end up getting a valid contract I doubt these penalties will actually be enforced.

Worst Jackson Mayor Ever.
The mayor is transparent....to the point of being invisible.
In our neighborhood (NE Jackson-A. Foote's district), Richard's has been excellent often working a full day until even 8pm. These men have been so respectful and really do act as if they appreciate their jobs. They have always been courteous and sometimes surprise me by what they are willing to pick up on the street. Something the previous service would have never done. I hope that we can keep the Richard's group. They have proven their dedication to the work, IMO.
Revenge of the Trash Talk would have been a better title if you hadn't used it already.
In my NE Jackson neighborhood, Richard’s misses our street at least one a month and has to come back the next morning to get it. Likely, because they don’t have enough trucks running. Waste Management missed 1 pick up over the years I have lived in Jackson.

I have met with several people from this administration to organize events. After arriving 20-30 minutes late, they then spent the next 45 minutes taking tshirt orders and sizes for the different departments involved. None were ordered through Chane Studio in The Fondren.
Transparent - meaning anyone with a half a brain and not a kool-aid drinking woke-tard/Marxist/progressive/ can see right through him.
I am pleased that Richards is doing well 10:01.
And I would not object to them remaining as service provider.
But that does not negate the need for proper RFP procedures to be followed.
And it does not mean that just because this vendor is doing a good job, no mayor should be solely demanding one person wins a contract.
The city council is there for a reason. Although I concede, its is hard to tell at times.
I guess if there were any doubt Antar would try to rig the process again, this removes it. Those Richards dudes must have scared the shit out of him.
According to public bid requirements, the Mayor has now obligated the City to request updated pricing from all vendors. He cannot negotiate with one based on a previous RFP without giving the others an opportunity to adjust their pricing. However, trivial procurement laws have not hindered the Mayor thus far...
So...I sense that no one has read the new RFP or has any corrections/improvements to make?
The only criticism to be made of any mayor is whether the RFP is good or bad.
The city council has read it too since it's public.
If some of you think the "process" is corrupt or allows for corruption, say how you'd fix it.

What did you expect when you all chose to use trash pick-up as a political issue rather than comment on the process in advance like humans that actually solve problems instead of look for a way to politicize everything, all the time.

Shrewd, stacking of the deck in favor of Richard's disposal by the mayor. He assumes (probably correctly) that thinking people will not read between the lines and understand how he's doing so. Asking vendors if they are willing to adhere to their original bids (in spite of business cost increases). Only Richards agreed, however, will not waive their right to increase costs after being awarded the contract. I understand some RD employees have been passing out flyers to residents asking them to help keep their jobs. An effort I assume to pressure the city council to acquiesce to the mayor's preferred provider. You have to admit the mayor is tenacious. If only he exerted that same energy and passion tackling the city's more pressing problems, e.g. crime, blight, infrastructure. In spite of the Supreme Court ruling, he has not given up and continues the garbage fight. He has learned his lessons well from those on the right (and left) who pursue their personal, ideological agendas on the national stage ---whether or not it is in the best interest of the people.
I've had problems with Richard's not showing up or coming a day later.
Part of the problem is they use smaller trucks or trucks with less powerful motors. So they have to make more trips to the transfer station. Figure that's an hour or so out of the day spent for just one trip.
When I've gotten the actual service, it's been good. Haven't had to swerve around trash cans left in the middle of the street. The hoppers actually dump the can into the truck. Unlike WM, their hoppers were REAL BAD about just pulling a garbage bag out of the can and just throwing it in the truck. If there was trash underneath the bag, tough luck. Got to where I had to place the kitchen garbage bag at the bottom of the garbage can just so the lazy asses would empty the whole thing.

Dear Mayor Lumumbs: In response to the first question posed in your March 7, 2023 letter, Richard's Disposal, Inc. ("RDI*) submits
the following: RDI will honor the prices for twice-per-week collections with and without garbage carts and related services provided in its response to the City of Jackson's October 2021 Request for Proposals for Solid Waste Collection Services ("2021 RFP*). RDI will also honor the prices for services quoted
in response to the other options in the 2021 RFP.
In response to your second question, RDI states as follows: The current state of the market would cause an increase in the prices for
the services described in the 2021 RFP. In further response to your letter, RDI wishes to clearly state that it does not waive any rights it has as the successful proposer responding to the 2021 RFP. In fact, RDI expressly reserves any and all rights that it
has under the 2021 RFP.

9:20 the letter Mayor references shows a date of March 2003 which would not be honored in any court of law. Of course his response is it is a typo but every office that opens mail stamped it with a date received stamp. If the agency is worth a grain of salt this is SOP for over 50+ years in most government offices, whether city, state or federal.

To those talking about how Richards vs. WM employees are better or worse, I honestly think it is a lot of the same employees, just moved around to different routes. WM used to always dump all the contents of my garbage can straight into the truck to get everything out as opposed to pulling out the bags individually/leaving anything left behind (most commonly a baggie of dog mess that a neighbor chunked in while on a walk). Now, the Richards guys on my route do the latter, and if a bag of dog mess ends up in my trash can I have to fish it out of the bottom myself and put it in a normal size garbage bag with other trash for them to remove it. Sounds like some others have experienced the opposite, so I think it's just luck of the draw in terms of how above and beyond the employees assigned to your route are going to go.
My concern with Richards is that even during this 1 year "trial" where you would think that they would be doing everything they can to provide excellent service, there have already been issues in missed pickups, etc. that have continued throughout the year. What do we think is going to happen when they secure their long-term contract and the service reverts to the level that New Orleans is receiving from Richard's??
Why the Mayor continues to ignore all aspects to the scoring methodology aside from the cost is beyond me!! There is a reason that Waste Management received the highest score for twice weekly pickup without a cart even though they weren't the "lowest" bid, and the fact that the Mayor won't even acknowledge that in his press releases speaks to his character (in my opinion). He is about as far from "transparency" as you can get, despite what he tries to tell people.

Don't overlook the fine print in Richard's proposal. Remember the huge bins you will be required to purchase?
Richards' response: We will honor the prices quoted back in 2021....But the current state of the market would cause an increase in the prices for the services.....And we reserve our right to pass that cost increase along to the consumer.
In other words, we'll keep our price quote the same as 2021 in order to get the new contract, but as soon as we get the new contract, we're going to raise the prices.
