A name known to long-time JJ readers surfaced as one of the deputies involved in the alleged shooting and savage beating of Michael Corey Jenkins: former JPD police officer Jeffrey Middleton.
Jenkins and his lawyers alleged six Rankin County deputies or law enforcement officers raided his Braxton residence on the night of January 24, 2023 without a warrant. He claimed they handcuffed him and Eddie Parker before beating them, waterboarding them with milk, trying to rape them with dildos, threw eggs at them, and forced them to shower naked together. One deputy allegedly stuck a gun in Jenkins' mouth and pulled the trigger. Earlier post and civil lawsuit.
Rankin County Sheriff Bryan Bailey announced last week that all five deputies either resigned or were terminated. Sheriff Bailey did not identify the deputies involved but Jenkins identifies deputies Brett McAlpin, Christian Dedmond, Hunter Edward, and three John Doe police officers as defendants. Richland Police Chief Nick McClendon followed up with his own announcement Friday that an off-duty Richland police officer, Joshua Hartfield, was "implicated" in the raid and resigned.
Sources told JJ Lieutenant Jeffrey Middleton participated in the raid. It was then-JPD officer Jeffrey Middleton who killed 23 year-old Desmonde Harris while flying down Highway 18 at 98 mph after dropping off a prisoner at the Raymond Detention Center in 2005. Witnesses said Middleton did not use his blue lights as he ran a red light. Experts said the impact speed was 87 mph. A Hinds County Circuit Court awarded $500,000 to Harris's family in a wrongful death lawsuit.
Middleton pleaded guilty in 2007 to vehicular manslaughter with culpable negligence. Hinds County Circuit Judge Bobby Delaughter sentenced him to serve all of two years on probation. Middleton's attorneys were Ed Peters and Tommy Mayfield. However, Judge Delaughter went above and beyond his call of duty. The Clarion-Ledger reported on July 21, 2008:

In March 2007, Middleton, then 29, pleaded guilty to culpable negligent vehicular man-slaughter in the death of 23-year-old Desmonde Harris of Jackson....
When Hinds County Circuit Judge Bobby DeLaughter took Middleton's plea, he placed him on two years' probation and withheld adjudication of the case.
Withholding adjudication meant that if Middleton stayed out of trouble while on probation, the judge could, in effect, undo his guilty plea.
Earlier this month, Hinds County Circuit Judge L. Breland Hilburn, who has assumed DeLaughter's criminal docket, signed an order that Middleton had successfully completed probation and dismissed the charge.
Expungement of the conviction meant Middleton could work as a police officer again. JJ obtained Middleton's employment information through a public records request. The records state Middletonlanded at the Rankin County Sheriff's Office in 2010. Middleton rose to the rank of Lieutenant. The records state he was terminated on June 23, 2023.

I'm sure their lawyer will be able to cite chapter and verse where this standard operating procedure in most police and sheriff's jurisdiction, and also the Supreme Court decisions backing that up. /s

Just because his felony conviction was set aside as if it didn't happen, it did happen. He should have never been hired again by a law enforcement agency. This convinces me that Rankin SO is a backwards hayseed organization that hires thugs and bullies and then promotes them.

There should be a registry of law enforcement officers who were fired for official misconduct that agencies have to check before hiring new officers.
This case makes me somewhat reconsider my very, very strong pro-police stance. The evidence is clear that the Black Lives Matter defund/abolish/antipolice politics resulted in higher crime rates including deaths of innocents like 8-year old Secoriea Turner in Atlanta – all because a PIG Mayor would not enforce the law, but instead allowed thugs to illegally control the area where this precious child was killed.

Yep. And 14 years after Richard Dickie Scruggs and Bobby DeLaughter plead guilty, there’s still no Justice System in Mississippi. If you’re rich and famous and have friends in the right places all is good. If not, you might not be able to get a court date prior to the “legal fee generation system” takes its toll.
Back in the day I did pre-employment background investigations (BI) for LE applicants for a statewide LE agency. I spent ~40 hours on each applicant. The BI included not only prior employment records, but high school and college inquiries (all in person). Note: At least an associate degree was required.
All applicants were fingerprinted, with pre-BI interviews and post-BI interviews.
Between 15-20% had issues that prevented their hiring, including being fired for cause at one LE agency and being hired at another LE agency (that didn't do a thorough BI).
I guess many MS LE agencies just don't care, as they want warm bodies with an academy graduation certificate so they don't incure the expenses and subsequent field training time.
Ed Peters received kickbacks, hush money & bribes his entire life as an attorney & DA. Why and how he escaped being convicted is known to many of the “Hinds County Courthouse gang” but probably will never be told! The gang is dying out- maybe Bobbie Delaughter will before he dies. Peters screwed over him royally.
Ed Peters should be in prison but everytime he got caught he ran to the Feds first to get a deal. Ed is now in hiding in Louisiana. He sent many innocent people to prison, some just because they crossed him in some way. If you don’t trust the Feds now you just didn’t know them back before the internet and 24hr cable news.
I haven’t practiced law for almost 20 years, but seem to recollect the MS non-adjudication statue was limited to property crimes and non-violent crimes. Seems manslaughter, necessarily requiring a death, would be a crime of violence, making the accused ineligible for non-adjudication. Can any of you criminal attorneys shed any light on this?
Karma is a mf for Jeffery Middleton. He should have never been allowed to wear a badge again after he killed Desmond Harris. He was driving reckless and caused that accident all because he was ready to get off work. Hope justice gets served this go around.

There sure are a lot of bad apples in policing. It’s seems the entire bunch has been spoiled. Committing a crime while on duty should be an aggravating factor that significantly raises the punishment, and yet judges and prosecutors think the police must be protected at all costs and free to operate without fear for the legality of their actions. Until this changes, we can never trust any of them.

@155 & 305, and others - there is a place to check an officer’s background (every state has one, as well) and every Dept/agency knows this. However, the prior agency doesn’t always report exactly why an officer left…which is why little problems snowball into major problems.
Yes 8:21. If departments would report bad behavior to Board of Minimum Standard go after bad officers certifications instead of just letting them resign and go to the next department this wouldn’t snowball.
