State Counter of Coin Shad White issued the following statement.
Today State Auditor Shad White announced Shoral Bounds has pleaded guilty to Embezzlement. Bounds, a former lead cashier for Clarksdale Public Utilities, was indicted and arrested for embezzlement in June of 2022. The guilty plea was recorded today in Judge Hunter Nowell’s courtroom.
Bounds embezzled customer utility payments and manipulated the computer system to show that her daily collections were less than she collected. Bounds was ordered to pay $115,981.33 in restitution and other court fees.
“Thank you to the dedicated investigators who worked this matter for our office,” said Auditor White. “We will continue to send the message that there will be zero tolerance for theft of public funds in Mississippi.”
Bounds is now convicted felony offense and will never be able to handle public money again. Judge Nowell’s sentencing order will be filed with the Coahoma Circuit Clerk’s office for public inspection.
A $50,000 surety bond covers Bounds’s employment at the Clarksdale Public Utilities. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Bounds will remain liable for the total amount of the demand in addition to criminal proceedings.

Note: The Attorney General prosecuted the case.

Clearly not a member of the MS GOP, so the hammer of Shad came down like a space-based thermonuclear weapon!
I would maintain that keeping the county employees honest will directly and indirectly lead to less fraud than any other measures. Seeing fellow employees get busted will lead to less crime by the rest. Keep em honest.
Shouldn't have to leave Hinds County to have several announcements.
It would seem, in instances like this, basic accounting standards and reviews are not being done. Or is it those who are supposed to be the overseers are complicit?

You guys that keep making the negative comments about White. He investigates. He does not indict. If these high profile people you keep referring to have not been indicted, it is not his fault. You need to aim your sarcastic comments elsewhere.
Once again, break down the principal stolen, interest, and investigative costs.
She probably stole 10k, Shad spent 20k, and the juice will be outrageous.
These people never get any jail time. What’s the deterrent? If you get caught, we’ll make you pay it back? Sounds like an interest free loan to me. Way cheaper than borrowing from a bank or other lender.

Shad cannot prosecute, but he can run up a large amount of interest and investigative fees to make the number look bigger - and his office look better.
