The Senate Education Committee killed HB #2 on a unanimous voice vote this afternoon. The bill would create a school choice program in Mississippi.
The bill barely passed the House of Representatives with a margin of two votes as Republicans in suburban districts (with A-rated schools) voted in the negative.
Committee Chairman Dennis Debar, Jr. (R-Hokies BBQ & Grill) said the committee already passed bills that covered most of HB #2 except for charter school and ESA provisions.
Lieutenant Governor Delbert Hosemann said
The unanimous action of the Senate Education Committee reflects listening to constituents and educators across Mississippi. Senate Bill 2002 is a far more reasonable and conservative form of school choice.
Mississippi has invested heavily in education over the past 14 years, rising to 16th in the nation. Our focus must remain on strengthening public education."
However, school choice supporters should not lose hope as today's action was only the first "dead." There are still two more deaths to go.

I've honestly not followed this discussion at all. Would school choice mean that kids in certain school districts be allowed to transfer to other schools in the district at will? Or would students be allowed to transfer into other districts without living in those districts? Thanks in advance for an explanation.
Thank goodness they stopped those poors and uppity minorities from going somewhere other than their terrible schools that only churn out more pidgin muttering English teen mothers and criminals. We almost enacted some small government reform there. So glad those big government Republicans were able to thwart it.
It makes perfect sense. Why do the right thing when you can completely destroy the school system. By destroying the school structure, you take the children out of school because their parents want to get them a SAFE education. That allows the allocated money for those withdrawing to be used at the discretion of the “leaders and teachers” still in charge at the public schools. That may explain some of the nice cars, etc. seen by administrators at the “public schools.”

HB2 was always doomed. Dembert Hoseman never wants people to have power and that is something HB2 offered. So, Dembert lied when he said “listening to constituents and educators” because the committee only listened to the light guv and killed the bill as ordered.
Mississippi will only improve when he is no longer in office.

I've read so many reports, comments, etc. today about out of state lobbyists and interests investing in this scheme. WHY? What's up with the out of state interest?

Not "certain" districts. Students from any district including failing districts and those district can't say no to the student's transfer request. The receiving district would have to agree. No legal boobytraps in this thing at all. How does funding work since the legislature allocates money in July and school starts in August? Who knows? Oh and private schools would also be eligible except they don't have to take the required tests to show any academic anything. It's fine. Everything's fine.

There are many reps from A rated districts that will face their voters next year, and neither White nor the party will be able to save you. I went K-12 at a private school and the public schools my kids have attended are miles above the education I received. What a ridiculous blanket statement.

Everyone in Jackson who is trying to keep the wheels on is deeply disappointed by the vote to kill School Choice. Yet, the far suburban districts with money are also in danger of going hard core socialist as has happened in wealthy VA and TN districts when "highly credentialed" leaders are recruited in from self-loathing institutions. I suppose the ones who view schools as businesses are happy, as the graft may continue.
Ultimately School Choice is a check on government power, akin to the 2nd Amendment, that doesn't necessarily have to be used to have a deterrent effect. Both have a large support amongst minorities that have been on the losing end of abuse. If we have Biden-Obama 2.0, and the Federal government yet again tries to force people to ascent to lies about basic biology, parents can cobble together a solution to educate their children without breaking the budget. Yes, the solution might start out in a used metal building, but at least there would be options.
In FL and AZ where School Choice has been going for a while the local districts are now offering multiple styles of "specialized schools—including a Spanish immersion program, an arts-focused school, and a “traditional academy” with uniforms—that enable “families to choose the type of education that is right for their child,”" as a competitive response to try to keep parents choosing to keep their children and dollars flowing to the public school district with one of the ideas to "mimic restaurant-industry focus on customer service". The alternative appears to be more truancy officers, as even though schools hand out free meals with taxpayer money to ostensibly poor students, the product has lost all attraction - so we have to compel compliance - in the best of Democratic traditions!

As I recall, the House killed a Campaign Finance Reform bill from the Senate a few days ago. But no outrage because apparently voters are happy with politicians hiding their campaign finance tactics.
Well, that should help students that would have had a better chance in another school district. School administrators are relieved that their grift keeps paying off. Good job MS, always got the child’s best interest in mind.

As a Madison county mom, I am thrilled this was shut down by the senate. We love our Madison County public schools the way they are!
School districts would have had the option to refuse transferring students, so please stop the idiotic babbling about some school districts being wrecked by transferring students. Probably only good athletes would have been accepted by receiving schools. This bill was going to mainly benefit those attending private schools and those home schooling.
If there was any actual leadership in this state they would limit the dollars being spent on administration in school districts and fire the non-performing teachers and administrators.

There is money to be had somewhere with School Choice. From what I’ve heard the big business guys want to privatize schools. This might not be a bad thing, but let’s be honest with what’s driving the interest.
The Senate has separate bills for most provisions of HB2, except the likely unconstitutional public funds to private schools component.
I say likely, because the state Supreme Court sometimes says the constitution doesn't say what it clearly says.
One doesn't get money back from the government to cover their country club dues for not visiting public parks; neither should folks get public money for private schools-especially with the right of refusal.
Public to public transfers should be considered. But, the real question is, how to fix the system we have. The general population must be educated. Many feel the current system is broken. OK; completely redesign it, but ALL children deserve a chance to succeed, not just those whose parents have the means to transport them to private schools.
As I understand it, the district the student is trying to move to, has to agree to take the student. So, if this is the case, how long will it be before someone is denied transfer and they sue. In other words, if you accept Jack but don't accept Jill.....lawsuits coming??
