I never thought about it that way, and even though your theory gives Democrats a lot of credit for being clever (which I've never really found them to be overly so), 7:05 that actually does make some strategic sense! Crime becomes a balancing act: the right amount keeps civilized people away and keeps uncivilized people and a broken culture in power, while too little crime brings civilization back to the cesspool that is currently Jackson.
