Madison-Rankin District Attorney Bubba Bramlett issued the following statement.
District Attorney Bubba Bramlett, along with the entire staff of the Madison-Rankin District Attorney’s Office, would like to extend our deepest condolences to the family of our dear friend and longtime employee Carroll Phelps. Beginning in 1957, Carroll’s law enforcement career spanned sixty-five continuous years of service to the Metro area. Carroll worked for the Jackson Police Department, Reservoir Patrol, Canton Police Department, and the Madison County Sheriff's Department. He also served as an investigator for five different District Attorneys, most recently myself. His dedication to public service is well known throughout the criminal justice system across the state. He will be remembered for his gentle nature, kindness, and concern for victims everywhere. A Celebration of Life will be held on Friday, January 9, with visitation from 9:00 a.m. to 11:00 a.m. at First Ridgeland, 302 W. Jackson Street, Ridgeland, MS 39157. A graveside service with police honors will follow immediately at Jessamine Cemetery, 306 Sagewood Dr. Ridgeland, MS 39157.![]() | ||

He was the best of the best. He had a vast knowledge of many of Jackson's well-known characters. He was an honorable man whose service in law enforcement will be long remembered. There are many Phelps stories. Godspeed my friend!

Wow. A 65-year career! He must have been a law enforcement officer into his mid-80s? That's dedication. I am in my mid-50s and would like to retire.

Carroll Phelps was the twin brother of Dr. Calvin Phelps, my pastor at First Baptist Church in Winnfield, La. for 30 years. They were identical twins. When I saw Carroll's picture in this post, I thought I was looking at Calvin. Dr. Phelps is deceased but has a son, Benji Phelps, who chose a career in law enforcement as a Deputy Sheriff in Natchitoches Parish, La. Dr. Phelps wife, Catherine Burney Phelps, was from Clinton, Ms.
