The Madison County Board of Supervisors suspended with pay Madison County Justice Court Clerk Cheryl Horn as it investigates her office during its regular meeting today.
Madison County Administrator Greg Higginbotham announced after the Board concluded executive session Supervisor Gerald Steen moved to suspend Dominique Walden, Zach Buckner, and Cheryl Horn with pay pending an investigation of the Clerk's office but the motion died for a lack of a second. However, the Board voted unanimously to require all Justice Court Clerk employees take a polygraph test while placing Horn on leave with pay.

Mr. Shad White is aware of this and other concerns with a few Madison County employees.
It's not a vacation. It's more like "you can't come to the office until this investigation concludes, but you still get paid." This protects any records/evidence from being destroyed.

No. But if they dont have anything to hide then they shouldnt be afraid to take the polygraph. Refusing to take the polygraph is very suspicious.

I’ve never seen a mandated poly graph test. This will be very interesting to watch play out. When talented lawyers start to play with this concept for those so ordered the pleadings will be legendary. Find a client Matt.
Polygraphs are junk science and not admissible in court yet in 2025, the Madison Board of Supervisors using a polygraph to catch a thief is like trying to catch hackers with a rotary phone. Where is the board attorney?

The EPPA (Employee Polygraph Protection Act) does not apply to government agencies. They can "Take the 5th" but would then likely be terminated.

HOW TO BEAT A POLYGRAPH
Tighten your glutes when you answer. It spikes the machine’s readings every time. The guy running it will eventually say you're using countermeasures and you just say nope
In the end he’ll probably label your test inconclusive.
To beat a poly take a few good hits off your bong 20 minutes before the test. It worked for Cheech & Chong.
Tell us that you have been a suspect multiple times without telling us.

Polygrapher here. This hasn’t worked since the 80s. We have a lot more sensors now, including that one.

Very true statement! He is well aware of the EMA director falsifying over $300,000 of “overtime” hours and collecting taxpayer money that he, according to county policy, wasn’t even eligible to receive.. much less when he was riding around with his married girlfriend (not to him btw) and spending time on his farm. So sad that the truth always gets covered up for certain people because of the decades long corruption in the Madison County BOS.
