Trash Talk: Mayor Provides Update

 Jackson Mayor Chokwe Antar Lumumba is holding a press conference right now on the garbage crisis.  The presser is streamed below. 


Highlights of the presser: 

* Mayor Lumumba called the use of dumpsters an imperfect solution but said he was trying to mitigate the problem. 

* He met with State Auditor Shad White yesterday. He did not say what was discussed. 

* Mayor Lumumba is calling a special meeting for Monday.  He specially thanked Council members Virgi Lindsey, Angelique Lee, and Brian Grizzell for supporting the Richard's Disposal proposal. He wants to meet with the other City Council members on an individual basis.  (Note: Careful Mayor, the Ethics Commission has ruled on this issue.)

*.His staff is researching whether a credit can be applied to residents' accounts.  

* The Mayor said only Richard's Disposal can immediately provide service but has not demonstrated an eagerness to provide emergency service.  

*  He tried to meet with MDEQ but the agency could not meet with him until next week. 

* Several City Council members said the dispute could be resolved in Court.  He said it will delay providing garbage service.  He said the courts have ruled the Mayor must provide the contract to the Council for a vote. 

* Mayor Lumumba said he could not go to the next vendor. The law says he must abide by the RFP.  He can only negotiate the terms of service with Richard's Disposal and no other company.  He said the other vendors said they will not honor their price, taking out of their process. However, he did not mention Richard's Disposal said it reserved its contract rights to raise prices due to the hikes in fuel and labor costs.  

* Hizzoner pointed out "I am an attorney.  I know the law."  

* Richard's Disposal could sue Jackson if it issued a new RFP.

He must be feeling quite a bit of pressure from RDI and Detroit. Busted knee caps hurt like hell. Know from personal experience. Wasn't assaulted but landed on a rock during a jump. I guess it's like getting hit with a blunt object like a bat or pipe. Same outcome.

So, Mayah has refused to start a new RFP process now that the self created emergency is ended so that the Council can consider a long term contract based on current prices and circumstances. Instead, he wants to magically convert the emergency contract with RDI, which has ended, into a standard non-emergency 6 year contract which the Council has repeatedly refused to approve, a decision which the Mayah illegally vetoed. And, to try and make this happen, the Mayah rightfully refused a meeting with three holdout council members because a meeting between the Mayah and less than a quorum of council members to discuss public business would have to be an open meeting; yet, he believes he can meet with these three individually to discuss public business and not do so openly and in public. This is direct evidence of his intent to violate the open meetings law and strong arm at least one of the holdouts to support the contract with RDI based on a two year old RFP that none of the original vendors will honor because of significant, intervening inflationary realities; none except RDI that is, which is curious to say the least. Ultimately, however, the City is privately hoping that through their neglect, the federal government through the EPA will ultimately swoop in and use millions more of taxpayer dollars to rescue the City from it’s garbage problem. As the Mayah said, he doesn’t think there is an “immediate path” for the EPA to step in, but he’s not closed to idea of big government help sooner or later. If he plays his cards right, and continues his war of words press conferences with the Council, enough garbage may pile up so that the federal government will graciously step in to help.

You are 100% correct, 11:50. The RFP which the Mayor refers to is from 2021, 2 years ago. The Council rejected Richards' bid under that RFP, and the other 2 bidders (WM and FCC) have withdrawn their bids and indicated they can no longer honor them. So that 2021 RFP is dead. That said, if the Mayor truly believes that the 2021 RFP and bids for it are still valid and that Richards could sue the City based on that RFP, then the Mayor and City could sue WM and FCC to honor their bids under it and then propose one of their bids, which have not been rejected, to the Council. But he hasn't done that because he knows that RFP is no longer valid or enforceable.

The Jackson media is so weak. None of them will ask the difficult questions, which really aren't that difficult to ask:

-Mayor, why did you not issue a new RFP months ago ?
-Mayor, knowing that the City Council had already rejected the Richards' proposal 3-4 times, why do you keep resubmitting it over and over again ?
-Mayor, if your goal is to get the lowest price, why do you keep submitting a proposal with carts which is much more expensive than the proposal without carts ?
-Mayor, you say you're worried about the Richards' employees losing their jobs. Why weren't you as equally concerned about the WM employees losing their jobs ? And if the requirement is that any new vendor must hire the former vendor's employees, then the Richards' employees would not lose their jobs if a new vendor was to be hired.
-Mayor, will you tell us exactly what you and the State Auditor discussed ?

There are plenty more which can be asked, but none of the local media members seem smart enough to ask. They only want sound bites and to repeat what the Mayor says, not do any actual investigative reporting or to think for themselves.

I wonder what the federal receiver put in charge of the city's water system, Mr. Hanifan, thinks of the mayor now. He has bought some of the mayor's narrative that the eater crisis is the result of racism, but now comes the garbage crisis - the direct fault of the mayor. The water crisis is one thing (partially the mayor's fault) followed by a garbage crisis. Surely Hanifan can add one & one & recognize that the mayor is the one common thread in all of the city's crises & that Lumumba only makes things worse. Add violent crime, a pitiful excuse for roads & infrastructure, a zoo that tortures the poor animals there - well, we all know the story. Hopefully Hanifan realizes who he's dealing with by now.

I bet the state auditor gave Lumumba a friendly warning during their meeting and I also bet the mayor is totally ignoring it. I hope he winds up in Parchman. That’s where he belongs.

People will drive to these dumpsters with trash bags piled on the hood and trunk of their cars. This is where an enterprising sole could make money with a pickup. Anyway, just like at the apartments where folks do the same with their garbage they will suddenly or forgetfully drive off disposing their trash on the roads. Guess the cops could go through the trash to get addresses to charge the offender(s). Naw, what the hell am I thinking of, this is Jackson.

As an attorney you know these contracts have Expired Anna new RFP was required months ago as March 31 was approaching. Ethics laws frown on meeting individually with COJ council as it gets into he said, she said. Grown up and DO The Right thing. Start a RFP process immediately under state law while working on a short term Emergency Contract. Stay off Social & National News as you created this Situation without prayerfully taking others into consideration.

Thousands of Jackson residents driving through town on Easter weekend in the rain with loose trash flying off back of trucks and trailer’s further littering the city of Jackson landscape and then fighting in the Metrocenter parking lot. Yeh, I don’t see anything that could go wrong with that.

The Mayor and all his supporters forget that all of this could have been avoided and lower prices locked in had the Mayor simply followed the RFP process back in 2021. He whines about the prices potential going up under a new RFP. Well, Mayor, had you continued working under the 2021 RFP back in 2021, instead of trying to pull the BS stunt of vetoing a No vote of the Council which delayed the process, those bids and lower prices from 2021 could have been accepted in 2021. The Council rejected the Richards' bid in 2021, and you could and should have then proposed a contract with ether WM or FCC. But no, you tried the BS stunt with your improper veto, and now look, the prices have gone up. That's all your fault, Mayor. Had you not tried to play a silly game, we would have a new 6 year contract already in place and with lower prices than we're now going to have to pay. "Play stupid games and win stupid prizes".

It would be a shame if the Lee County DA wanted to pull an Alvin Bragg, and investigate the mayor for mail fraud since Chokwe is knowingly accepting payment for garbage pickup from residents without providing the service. Remember, the bills are mailed to a Tupelo P.O. Box for processing. It appears that the DA for this area is a Republican….

Metrocenter Parking lot, 8:am until 2pm.

I saw thirty+ cars in line so a couple trash guys could reach into their truck beds and car trunks to grab their bags.
Very slow process so I drove through a maze of adjacent driveways until I parked behind a giant gravel trailer, where the others couldn't see me, threw my one densely packed bag up over its rim and quickly drove off.
Incredible craters all over Metro Center, have the Russians flown bombing drills out there?

Apply a credit to customer's bills? Seriously! They can't send a correct water bill, and didn't issue credits for unavailable, unusable water; so how are they going to calculate the amount of a credit for thousands of residents for garbage not picked up. Seriously! It sounds good to those who are drinking the Kool Aid.

I found the website for the city’s landfill. It’s in Byram, so prepare for the 40-50 mile round trip and take $$ because you have to pay to leave your trash there.

I’m getting angry and that’s not a good place for me. It’s directed at a single person who I do not know but have come to despise (as in HATE, another toxic emotion).

At the latest council meeting, Grizzle kept saying “this was by design, by design, design.” He was right. It was by design of a megalomaniac mayor whose own greed is his sole priority.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
