This is about your trying to steer the contract to Richards from Day 1. This is about the majority of the Council and residents not wanting carts, but yet you're refusing to submit the bid with no carts which would probably pass. You forget that 3 of the Council members voting against this (Hartley, Stokes,and Banks) are not from Northeast Jackson. And you forget that the three of them are also BLACK, but yet they too are still voting against Richards. If this has anything to do with race, it's because you said from the very start that you wanted the contract to go to a black-owned company, not Waste Mgmt who you perceived as being a white-owned company, when in fact the majority of the subcontractors of Waste Mgmt were black-owned. The state should step in and start picking up the trash. Withhold the cost from the monthly sales tax rebate to the City. People are taking trash to nearby cities and dumping it on empty lots. This crests a health hard which justifies the state intervening through MDEQ.

State's not coming. For saving Jackson's water system, it got trashed in the national media repeatedly, called everything by the Mayor and his "civil rights" allies, and is the subject of an EPA civil rights complaint.

10:28, you and KF are 100% correct. This whole fiasco created by the Mayor would end if he would just submit the proposal for 2 day pickup without carts, which is the exact same service Jackson had for at least 10 years prior to this mess.

WLBT, WAPT, and WJTV, not to mention the Clarion Ledger, have done nothing but repeat what the Mayor says or what the Council says. None of them have asked just a few simple, yet very important and probably the most important, questions:

-Mr Mayor, the majority of the City Council has repeatedly said they don't want the proposal with carts and have repeatedly rejected the proposal with carts. So whey won't you submit them a proposal without carts ? (That, by the way is the exact same service the City had for the past 10 years, without carts, and which seemed to have been working just fine.)

-Mr Mayor, you have repeatedly said the only reason you keep repeatedly submitting the Richards proposal is because you want the cheapest service. But yet, the cheapest service is the 2 day pick with no carts, which is $100,000 less per month and $1,200,000 less per year than the proposal with carts you keep submitting over and over again. (And for the past 10 years Jackson has not had carts as a part of its garbage plan.) So why will you not submit the cheapest proposal with 2 day pick and no carts ?


-Mr Mayor, why are you blaming this mess on Northeast Jackson ? It's not just northeast Jackson that doesn't support your 2 day with carts proposal from Richards. 80-85 % of the City is African American. 5 of the 7 Council members are black, and only 2 are white. Only one white member is voting against your proposal and one for it. 3 of the members voting against it are black. In fact 3 of those 5 who are voting against it are black, which means the majority of those against the Richards deal are black, and they represent residents who don't live in northeast Jackson. Why are you blaming northeast Jackson ? And why aren't you blaming the residents in Mr Hartley's, Mr Banks', and Mr Stokes' wards ?

I can’t exactly put my finger on how to articulate this, but I’m getting the distinct sense that Lumumba just drove a few nails in his own coffin by relying so heavily on “the council never asked for a new RFP; they just wanted to look at the next vendor; go back to your stations and run the tape and you’ll see.” Something’s amiss or missing, something like well, mayor, wouldn’t a reasonably prudent mayor do whatever he had the authority/skill/power to do to explain all options to the council, show them the errors in their thinking, and put himself in position to fulfill his duties as mayor over the course of 18 months instead of doing nothing until 48 hours prior to expiration of the garbage vendor’s contract?

Imagine the mayor of Clinton or Madison or Flowood talking like this. Imagine the hyperventilating media reaction. Imagine the crying from the Jackson Free Press or Mississippi Today.

Jackson leadership and protestors continue to tout these percentages emphasizing the majority black population and the declining white population in a very loud and proud way. This seems to almost be a bragging right…. The truth is you can have your crime ridden, garbage infested, completely littered roadways, dilapidated and vacant shopping centers, joke of an infrastructure and water system, and corrupt leadership. Guest won over 50 percent in the most recent midterm election in one of the two precincts in Belhaven (the east side). I never saw the results from the west side. The west side was one of those where they came in a day or so late. If yard signs are any indicator then the west side where the results are unavailable to my knowledge is more conservative.

If he really wants to get into who to blame for this whole mess, I'd love to know the portion of sanitation fees that are sitting out there uncollected due to residents either not receiving or not paying their water bill. Or does he even know?

The fact that it's taking so long to figure out how much of our sanitation fees ($37/month) go towards the actual cost of trash collection in order to figure out how much they can "reimburse" us is just sad. That information should be readily available and shouldn't take weeks to calculate. I mean you've got 15 lawyers on the payroll... ask one of them to help.

House count per the Richards proposed emergency contract was 53,869 * $37/month = $1,993,153 that *should* be coming in each month for sanitation fees. Was he really trying to tell us that they need over half of that for "other" costs each month?? Or are you just still really bad at collecting what you are owed? Mr. Transparency loves to talk about how we couldn't afford WM's increased fees but skirts around the inconvenient truth!

It's time for a municipal divorce. Let NEJxn be de-annexed from this sinking ship so the mayor can be rid of the white residents he hates. I've seen a lot of comments suggesting the best-ranked cartless option was cheaper than the carts option. That's not correct. The RDI "with cart" bid was $756,000 per month. The WM (best ranked) cartless option was $858,000 per month. I am no fan of the mayor and I side with the council members who refuse to cave to the mayor's bully tactics. But I can see how the mayor could look at the columns and think, "$100,000 cheaper per month plus free city-branded garbage cans on every street in the city? No brainer." The problem is that price isn't everything and there's probably a very good reason why that deal seems too good to be true.

What I don't understand is why this is a ditch the mayor is willing to die in. He waited too long to go to the next vendor because they won't honor the proposals anymore. Just do a new RFP already! Whatever marginal price increases result from that aren't going to outweigh the cost of these emergency contracts, protracted litigation, and MDEQ fines, to say nothing of the frustration and inconvenience to the citizens.

I will say this about the black men standing behind and around the prince (forget the skinny white man with the Colonel KFC beard was): there was a notable absence of nodding and fawning the prince desires so desperately; they looked uncomfortable and embarrassed when he went off on that rant. That’s going to come back to bite Antar. Not only was it egregiously hypocritical, untrue, and uncalled for, it was a rank, hardcore racism that could never be mistaken for anything else. It doesn’t mean he is all out of slick maneuvers/tricks up his sleeve. It means he had ZERO plan B, ZERO contingencies in place, and ZERO mitigation strategies for the ABRUPT CESSATION of garbage collection in a he City of Jackson. It means he never considered the possibility of their being an abrupt cessation of garbage collection. It means that he either failed to foresee what was both IMMINENTLY AND REASONABLY FORESEEABLE or he didn’t give a damn.

Because he did indeed have another trick up his sleeve. One day after the City Council no voted Richards Disposal for the 7th time, the mayor reached up his sleeve and pulled out a trick. He filed a MOTION TO STAY Monday’s hearing in City Council of Jackson versus Lumumba. On what grounds? That the City Council is represented by the City Attorney and has no legal authority to hire independent outside counsel UNLESS the City Attorney has a conflict of interest or a bias toward the mayor.

In other words, the City Attorney who just filed a Motion to Stay the City Council’s proceeding on behalf of the mayor has no bias towards the mayor.
