Trash Talk: It's Time to Ruuuummmmblllle

 The Jackson City Council is meeting right now to discuss the garbage crisis.  The meeting is live-streamed below.  Enjoy. 

*  Councilman Kenneth Stokes is not present at the meeting.

*  The timid trio of Lee, Lindsay, and Grizzell urged the Council to drop all court fights with Mayor Lumumba. 

* City Attorney Tori Martin said MDEQ does not require permits for companies engaged in solid waste collection.  

* Councilman Banks argued for hiring a contractor for 90 days while issuing a new RFP for twice a week, "cartless" garbage service scored by an independent company.  

Mayor Lumumba said "I can't create a garbage company that is willing and can do this within a 90 day period of time."  He said Richard's Disposal is the only one who can perform such a service right now.  He said her could not force the company to do so.  

The Mayor disagreed with using a third-party evaluator.  He said the Council's attorney reviewed the original RFP and found it was compliant.  Hizzoner said he will accept the Court's decision Monday but reminded the Council that Richard's Disposal sued the city.  

Ms. Martin said Richard's Disposal refused to enter into a 90-day agreement months ago.  

* Councilman Hartley reminded the Council that Richard's Disposal operated for a year without a valid contract and violated FAA regulations when it parked its trucks at Hawkins Field.  He said "I, under no circumstances, am willing to give them a one year contract.  They have sued us twice.  I worked for MDEQ in solid waste management for 13 years covering 17 counties."  

* Mr. Grizzell said JPS told him it must pay higher garbage fees since citizens are placing garbage in its dumpsters. 

*. Mr. Banks moved to strike the MDEQ requirement from his resolutions.  The motion passed. 

* Mr. Grizzell moved to replace "90 days" with "12 months" in Mr. Banks'  resolution.  The motion failed on a 3-3 vote. 

* Mayor Lumumba said he chose not to argue although he disagreed with Mr. Hartley's analysis.  He said MDEQ found no violation when Richard's Disposal parked its trucks at Hawkins Field.  He said he has always obeyed orders of the Court although he may have a "different interpretation" of a court order.  

* Comment of the day: "I don't want this to turn into a circus" by Councilwoman Angelique Lee.  

* Mr. Banks said he wanted to know how "my colleagues" felt about a six-month emergency contract.  Ms. Martin said the company refused such a term.  It will only agree to a one-year term.  

* 90-day resolution failed on a 3-3 vote. 

* MDEQ resolution failed on a 3-3 vote. 

* The Council voted to go into Executive Session to discuss pending litigation.

1:27, the garbage issue is not preventing the City from getting any developments to come here. The failing schools, skyrocketing crime, crumbling infrastructure, lack of consistent running water, and a dictator Mayor are what is preventing any developments from coming to Jackson.

Unfriggingbelievable. How many times did Tori Martin interrupt? How many times did she snicker audibly at Banks and Hartley? How many times did she misrepresent facts from the city’s meeting with MDEQ today? Why did the council not have anyone at that meeting? Why wasn’t anybody prepared to have an official representative of DEQ at this council meeting to say what really went down? Was that at the behest of the mayor? Is it true that the mayor forbids any contact between councilmen and employees or officers of the Public Works Department? If so, why? Has the City of Jackson’s government ever in its history been this inefficient, ineffective, and unprepared from one day to the next to deliver basic services?

Tori Martin almost makes Lumumba look half credible, and that is a tall task. I was literally screaming profanities every time she interrupted to tell Foote, Hartley, and Banks what DEQ said or didn’t say, what the court will or won’t do Monday, what RD will or won’t negotiate. Lee is almost as bad. Seriously, when Chokwe Antar has to chime in to correct them, you know you can believe EXACTLY none of what they’re saying. Virgi, you can STFU too.

They pack the room to boo and harass Hartley because he recognizes and doesn’t want to cave to the mayor’s pressure tactics, and that same room gives the mayor a pass for doing nothing but employ those very tactics to the bitter end.

Jackson will look like a nuclear bomb has been dropped on it by the time Lumumba’s term is up. He is the exemplar of a man with no plan and no vision, always 10 steps behind the crisis of the moment because he has zero qualities of an actual leader.

The sun comes up tomorrow. That’s pretty much our only hope.

Only a court of law judge can give us a path to a fix. The mayor inhabits his own self concocted Twighlight Zone. By the April 17th hearing, Richard's may be desperate hungry for work and may take a 90 day deal.

In my line of the private sector, if a customer sues me, they are no longer a customer. The relationship is terminated. Richards suing the COJ should be a red flag, yet the mayor is pushing harder for them. This is pure insanity.

EPA/DOJ/MSDH/MDEQ says "Jackson doesn't have the equipment/staff to provide drinking water, repair sewer overlfows, etc., right?" Travelling public says "Jackson doesn't have equipment/staff to fix potholes, right?" Can't fight crime either, right?

With all due respect to Ms Martin, I find this hard to believe. The 90 day emergency extension was not even proposed by Councilman Banks until just a few days ago. Why would the Mayor or Ms Martin be talking to Richards about a 90 day extension "months ago" ? At that time, Richards was still working under the 1 year emergency agreement, and both Richards and the Mayor thought the Mayor had figured out a way to shaft the Council and force them into signing a full 6 year contract by the Mayor waiting until the last day of the emergency agreement to submit a new 6 year proposal.

At this point, I don't believe anything that the Mayor or Ms Martin says.

Okay, folks, the executive session accomplished NOTHING. RD FAILED to get a 12-month emergency contract. We’re down to Metrocenter from 8-2 Thursday and Friday. Can’t even drive the 50 miles to the city’s landfill in Byram and pay their per square inch fee because Antar belatedly found out it’s NOT LICENSED to accept household waste.

Per WLBT, the 4 dumpsters set up in Ward 1 have been shut down. The dumpsters haven’t been emptied (but that’s not stopping people from dumping even more garbage at those sites.

I've lived in Belhaven for 28 years now, known Virgi for about 20-25 of those, and considered her a friend. But I am so disappointed in her over this issue. She doesn't seem to recognize the horrible precedent she is setting if she allows the Mayor to get away with the stunts he has pulled in order to steer this contract to Richards. If the Mayor is allowed to get away with this, then he will do this in every RFP process and for every contract. The Council will be neutered, pointless, and have no say any more. She is effectively cancelling herself and the rest of the Council, and either doesn't see it or doesn't care. She can't truly believe that the way the Mayor has handled this is appropriate. She seems scared to death of the Mayor. It's so disheartening, and sadly I will never vote for her again.

Problem with a court of law is it would most likely be found in Hinds county. I have lived and worked in local City planning and management all over the country and no where is anywhere close to what is found in Jackson. State and Federal government should have taken over long time ago. I guess Biden protects the current Mayor.

Please tell me this isn't true and that the Mayor didn't say this. This is not about race, Mayor. This is about your trying to steer the contract to Richards from Day 1. This is about the majority of the Council and residents not wanting carts, but yet you're refusing to submit the bid with no carts which would probably pass. You forget that 3 of the Council members voting against this (Hartley, Stokes,and Banks) are not from Northeast Jackson. And you forget that the three of them are also BLACK, but yet they too are still voting against Richards. If this has anything to do with race, it's because you said form the very start that you wanted the contract to go to a black-owned company, not Waste Mgmt who you perceived as being a white-owned company, when in fact the majority of the subcontractors of Waste Mgmt were black-owned. You and only you are the only one to have made this about race. My God, you are a sick, sick man.

I don't know who or what to believe at this point. It's taking productive arguments and moved to personal attacks. My only question is in regard to the emergency order, the mayor is constantly stating Richard's is the only contractor with trucks, people, etc to do an emergency order, but why do we not seek another bid for an emergency. Given time is a factor and cost, but if were truly incurring 25k daily or whatever it is, how unreasonable is it to reach out to other contractors to bid for a 90 day agreement, if Richards has indicated it would not be interested in such an agreement. Trucks can drive from New York to Mississippi overnight, companies can hire people on the spot. Hell lets even give that argument the benefit of doubt, it would take a company like WM to be ready for curbside pick up in a matter or what a week.... We've wasted that much time debating a matter the mayor and everyone knew would fail when immediately we could have started looking for bids on emergency, and all this time enccruing costs at a rate higher than any company would ever charge us. Give another company the consideration to do the emergency service and allow this to settle itself out. At this point Richard's is moot and we have to consider other options, the fact that were not is dumbfounding to me. 100% if you put another company at an emergency agreement the council would vote them in.

When our water system crashed, and the state stepped in, to help in the process.

We suddenly had the ability to get parts that we needed that were supposedly 2 years on back order that the system needed.

I remember just last year on November 10, 2022, we hired Water Talent, LLC to run through February 28, 2023. "The total cost of the contact is not to exceed $720,000 and will run through February 28, 2023. The first 10 weeks is expected to cost around $420,000." So, if we can find someone to pay a lot of money to step in an emergency situation like this, why keep pushing Richard's. There are many more options out there, and it doesn't even have to be Waste Management or FCC.

Our Mayor, or whoever is advising him, is not doing their due diligence. I have seen their theatrics all on livestream.

It is time to step up and actually do something for our city, the city you live in.
To be a better man, sometimes you have to accept defeat, to be humble in this given situation. There are other battles you can win, just stop please at this one.

Seeing lots of garbage bags on WAPT sites shown on the streets not being tied at all. Well if the residents care @ COJ then TIE your bags b4 putting it on the STREETS. JSU student football players are volunteering & picking up trash so please help & tie All Bags b4 putting it on streets. Thank you to Council members for following the law. For a new RFP process not to have been put out like the City Council requested was Totally the Mayors choice as the last one was 2021. NO Company bills or can honor prices from 2 years ago. Being given only one choice is the same as being told you can ONLY USE ONE BANK & no other which also is illegal! Think about this & remember this is why Bell South & AT&T split because they were ruled a Monopoly therefore came all the new vendors C Spire, Verizon, etc. VOTE YOUR MAYOR OUT AND IF YOU KNOW SOMETHING SAY SOMETHING? Call the Federal Law Enforcement just like you did with Frank Melton. Help yourselves people don’t let a DICTATOR rule your COJ. Each of you deserve better. I’ve been in your shoes, not knowing who or what to believe. That all changed about 4 years ago when suddenly I realized I had been giving this mayor the benefit of the doubt and holding out hope that he would grow into the job while the city was circling the toilet. At that moment, I made a deliberate decision to (1) observe him very closely and (2) arm myself with as many FACTS surrounding any given issue — both historical and current — that I could unearth from reliable and reputable sources. The first part of that mission yielded immediate and startling results. The second is more of an ongoing endeavor because, once you begin peeling back the layers and looking behind the curtain, there is an overwhelming amount of hard evidence. My sources aren’t Facebook, Twitter, or NextDoor. I’ve relied instead on 20 some odd years’ worth of 1000s of pages of court documents (pleadings, discovery, motions, orders, judgments), 100s of pages of tedious contracts, minutes from old city council meetings, Consent Decrees, the City’s mandatory quarterly reports to the EPA per consent decree, the state/federal (city?!) command center action reports prepared by qualified experts (Army Corps of Engineers, teams of engineers and water operation experts from other states, FEMA, MEMA,, State Health, etc) and published daily on MEMA’s website during the state’s emergency takeover of the city’s water system, and a lot of independent research into the practices, procedures, and administrative decisions of the applicable state and federal regulatory agencies.

You get the picture. It’s time-consuming, for sure, but I pace myself.

I’ll wrap up with this — once you commit to this process, many aspects of the who and what to believe dilemma reveal themselves early on. So you get a fairly immediate payoff. For me, figuring out the real Lumumba was the easy part. That took a few hours of eyes-on observation over the course of a few weeks. Much of the rest has (a) confirmed every suspicion I had about Lumumba, (b) given me a breadth of knowledge upon which I can distinguish fact from fiction, and (c) provided me the satisfaction of knowing I could do (a), (b), and much more with real objectivity. I knew early on that I was going to have to go much deeper than so-and-so said.

Has no interest in hiring COMPETENT people. Only hires people that he can use for his own political purposes. Remember when he sent Ms. Martin out to deal with the restauranteurs during one of the water crisis?? He’s an absolute disaster and is bringing the Capital City of the State of Mississippi down with him.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. Jackson Jambalaya is the home of Trollfest '07. Catch this great event which promises to leave NE Jackson & Fondren in flames. Sonjay Poontang and his band headline the night with a special steel cage, no time limit "loser must leave town" bout between Alan Lange and "Big Cat"Donna Ladd following afterwards. Kamikaze will perform his new song F*** Bush, he's still a _____. Did I mention there was no referee? Dr. Heddy Matthias and Lori Gregory will face off in the undercard dueling with dangling participles and other um, devices. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
