We are going to get a decision and we are going to get it sooner than later. The Mississippi Supreme Court approved the Jackson City Council's motion for an expedited decision in the "veto" case. Mayor Chokwe Antar Lumumba opposed the motion but the Supremes threw his objection out with the trash. The order is posted below.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

This mayor of ours appealed only so that he could get himself about a year's more time for delay. Of course he opposed the motion for an expedited hearing. That fool's unfortunate lawyers may well have to orally argue this case. I wouldn't want to be in their shoes. And those arguments are real-time broadcast over the internet and archived.

If memory serves, Richard's has been picking up our trash since April Fool's Day (April 1) without being paid... despite being reminded by the city council - in writing - that they have no contract with the city and will not -- cannot -- be paid.
Richard's did NOT have the lowest and best bid, yet Chowke has refused to proceed with the contractor who did (Waste Management). Chowke INSISTS that his chosen contractor (Richards) be given the contract ANYWAY.
There was a nearly 2 week period where our trash was not picked up at all, and then was picked up only sporadically, because of all the chicanery the mayor has engaged in.
The stench of corruption surrounding Lumumba's relationship with Richards is even more powerful than the stench of uncollected garbage rotting in Jackson streets in the summertime. This MUST be investigated - and prosecuted.
Chowke Antar Lumumba is the most corrupt, self-centered, and thoroughly incompetent elected official I have ever seen. Despite failing miserably on a nationally recognized level, he won't resign because he sees nothing wrong with making his constituents suffer if he gets personal gain. He literally doesn't.
Chowke Antar Lumumba needs to be behind bars.

2) When it got there, the council asked them to hurry up with a decision.

Who is mayor crybaby’s lawyer?
Lil Choke's whole motive in appealing to MS Supremes the judgment rendered against him for his despotic veto of a no vote, was to stall his ultimate responsibility to personally pay Richard's Disposal $2M+, which could be outcome of RD's lawsuit against City, still to be tried.
RD was fraudulently mislead by boy mayor, in writing, to start work based on mayor's hollow but glorified "Letter To Proceed", without Council Approval, without a Contract.
Lil Choke isn't as slick a weasel as he thinks he is. He has EPA sniffing his tracks and Governor Reeves refusing to be the mayor's punk.
An RDI bankruptcy might reveal more quickly and reliably than anything else whether and how RDI has been paid for Jackson garbage collection. The Mayor would have little opportunity to influence that proceeding.

The mayor's hope was that Richard's would pick up garbage in Jackson for at least a year in a satisfactory manner. He expected to stall the legal proceeding for at least that long. After that, he proposes to settle the matter by letting the people decide...a referendum.

@8:51pm and 6:42 am - The word "shall" is used in legal writing to indicate that certain actions are mandatory, not optional. It imposes an obligation meaning "has a duty to" or "is required to."

Stop listening to what you heard. There hasn’t been any juvenile behavior from anyone except the mayor. He acts like a spoiled child when other people (like the council) follow the rules and keep him from getting his way. I watch the televised council meetings, I read lots of different news sources, and I’m personally impacted by what’s happening because I live here.
One thing I’ve learned for sure— you know this mayor is lying when his lips are moving. He’s a pathological liar! If the governor hadn’t stepped in to do the mayor’s job for him, we still wouldn’t have any water at all and criminals would be running the capitol area!!
Lumumba needs to resign TODAY.

Last night I enjoyed a cold PBR with a liberal Democrat friend (who does not share a skin tone with the Mayor, but does share his socialistic agenda) who wouldn't accept any other thought than this was not the current Mayor's fault. It was everybody for decades neglect - and nothing said would make a difference in his opinion.
It is so true of those you note, but it carries across the partisan divide. Which is amazing when one realizes that the total responsibility for the plant, hell - for all the city's failing infrastructure, has been done by the same party as the current Mayor. It has never been, until two weeks ago, the responsibility of the state to operate a utility system. How it is the fault of Tate is hard to comprehend, unless one is not trying to comprehend but only wanting to point fingers away from themself

I've had similar conversations (with persons on each side of the political aisle) that simply do not care about rational thought.
I don't know what they have ever personally gotten from these illustrious leaders to illicit such loyalty, but it must be some really good stuff.
Partisan poison is killing us all, but folks just keep drinking.
