Richard's Disposal to Stop All Garbage Collection Saturday

 The city of Jackson issued the following statement. 

After six months under an emergency contract and without compensation, Richard’s Disposal will cease all city-wide garbage collection. Their final day of garbage pick up will be Saturday, October 8.

The announcement affects approximately 150,000 residential customers as well as municipal court and other municipal buildings around the city that are being serviced with roll off containers. The stoppage includes the twice-per-week pick-up of all residential garbage (including the collection of bulk items and bagged leaves). Household Hazardous Waste can still be dropped off at 1570 University Boulevard (at the corner of Highway 80 West).

Richard’s Disposal, the low bidder for the waste management contract by $12 million, was issued a fully executed emergency contract that has yet to be ratified by the Jackson City Council. Since April 1, 2022, the contractor has satisfactorily fulfilled all obligations and the outstanding invoices due for garbage collection over the past six months exceeds four million dollars. The work stoppage directly affects 70 local employees who were unemployed or underemployed at the time they were hired by Richard’s. Additionally, the contractor employs a local security company that operates around the clock to protect vehicles and equipment.

“I would like to thank Richard’s Disposal, their 70 local employees, and Mr. Alvin Richard for their dedicated service over the past six months,” said Mayor Chokwe Antar Lumumba. “They have met all the obligations of their executed contract and have gone above and beyond the terms of the agreement. It is unfortunate that the Jackson City Council has failed to ratify the executed contract and allow for payment for services rendered. The citizens of Jackson have paid and continue to pay for the solid waste collection, and they have received the services but, due to inaction by the Jackson City Council, my administration is legally unable to pay Richard’s for services rendered. My thoughts and prayers are with the 70 local employees and their families who are facing unemployment as we approach the holiday season.”

Pending a ratified contract and payment for services rendered, the contractor is suspending operations in the city and garbage collection will be on hold indefinitely.


 

Residents are encouraged to manage interrupted trash pick-up by:

1. Reducing the amount of household waste by using reusable containers and other sustainable household products and goods, rather than disposables; 

2. Freezing seafood waste until garbage pickup resumes; 

3. Continuing to drop-off all Household Hazardous Waste to 1570 University Boulevard; and 

4. Staying informed by following updates via the City of Jackson's official website, through social media and the local news.

The city of Jackson is currently exploring all options when it comes to garbage pick up, including designated local pick up spots. We will keep you informed of any new developments.

I swear, I do not understand it, but Waste Management has been picking up trash in my NE Jackson neighborhood for several weeks now. I think they stopped service for awhile, but started back up again. Only difference is they don't come by at 5AM anymore, the schedule now seems to be mid morning, 10 0r 11-ish. This whole fiasco just makes my eyes glaze over.

Strangely, a "Dick's Disposal" company, also a socially disadvantaged firm, from NOLA has just received a Double Secret Emergency Probation Award, an Antar Edict, to pick up trash next week.

The employees will all be wearing totally coincidental Covid 19 masks in order to concea..., I mean, protect their identity and the public health.

Even though Richard's was served a cease and desist order, one would have to assume the radical mayor assured Richard's they would be paid.

Why else would Richard's continue to collect garbage after receiving the cease and desist order?

I have asked before, could the Mayor please explain how he can say, "Richard’s Disposal, the low bidder for the waste management contract by $12 million".

Richard's Disposal was the low bidder for option 1, once per week with cart. The service they are providing is option 4, twice per week without a cart and Waste Management was the low bidder and had the highest score for that option.

This does not make Richard's the low bidder. I believe the Mayor is comparing the cost of option 1 to option 4 for the $ 12 million figure, but that is not a correct comparison.

This is a blatant extortion tactic and I can prove it. The RD contract only allows RD to terminate the contract if the city breaches, and even then, only after at least 45 days' written notice. There is no option to suspend services for non-payment. RD believes it has a valid contract. Has RD formally terminated the contract after giving due notice? No, because the statement refers to it as a "work stoppage" and suggests that it will be in place "[p]ending a ratified contract and payment for services rendered...." But if RD formally terminated the contract, then there's no going back because there's nothing to go back to. More than that though, if RD were to terminate the contract, they'd also be terminating the provision that says they will be the only provider of residential solid waste services for the city. That would free the city to rebid the contract without the risk (however slight) that a court finds the contract is binding.

@4:05 - I agree with your comment in general, but I believe that Richards was technically the "lowest" bid for the 2x week no can option as well, however, Waste Management still received the highest score for the 2x week no cart option, despite the higher cost, due to Richards scoring so low on all the other categories that went into the total score (ability to carry out the terms of the contract, etc.).

That said, I agree it is stupid that the mayor keeps claiming that Richards "won" since there were technically 2 different "winners" depending on whether Jackson citizens need a huge cart or not [we do not]. He conveniently harps on cost savings because that is the one pro that Richards had going for it, and loves to point out that the 2x w/ cart is cheaper than 2x without cart from WM but there is a reason Richards scored so low on the non-"cost" categories and a reason they are supposed to select the "lowest and best" vs just "lowest".

If the mayor really wanted to look at the highest "score" between all of the 2x week options, that was Waste Management with an 84.28667 for the 2x no cart option, vs. Richards highest of 82.8333 for the 2x + cart option.

Just my 2 cents as someone who never had issues with WM and has family in NOLA who has had to deal with Richards, where 2x week service there turned into 1x week [allegedly].

The law is on the Council's side but its the Mayor in front of the cameras while his minions go on social media. The Council is getting its ass kicked in that regard.

To look at what is very obviously crooked leadership, and feel sorrow for the poor people it has an effect on IS NOT RACISM. Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Jackson Jambalaya is the home of Trollfest '07. Catch this great event which promises to leave NE Jackson & Fondren in flames. Sonjay Poontang and his band headline the night with a special steel cage, no time limit "loser must leave town" bout between Alan Lange and "Big Cat"Donna Ladd following afterwards. Kamikaze will perform his new song F*** Bush, he's still a _____. Did I mention there was no referee? Dr. Heddy Matthias and Lori Gregory will face off in the undercard dueling with dangling participles and other um, devices. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
