 The EPA is going to investigate the state's treatment of Jackson and it's water system. Check out the story.

Every water system in Mississippi is operated as an enterprise and does not receive local nor state tax money. Operations are funded by revenues just like a business.

But this EPA action will play well to the media and deflect criticism from the last 4 Mayors.....but there is no argument that the problems grew exponentially under the current Mayor. Let the money grab begin. After all, Lumumba's cronies are in charge in DC.

Yes, there should be a reckoning for the abuse and misuse of TANF funds. It is shameful! There also should be a reckoning for the Mayor's mismanagement of available resources, inept decision making and purposeful complete shifting of blame to the MSGOP, without acknowledgement of his role in worsening the city's water crisis. Meaningful, sustainable solutions will not be realized unless the problem is comprehensively and accurately identified. The mayor and many of his constituents believe the current narrative puts him on top. However, continuing to promote the narrative that its all someone else's fault, is evidence he has learned nothing from the crisis and is not prepared to lead or oversee interventions proposed by those who have the expertise to effectively deal with this issue. Unless he listens to cooler, more mature heads and is "put in check" by those who genuinely want and need to solve the water crisis, Jackson will find itself in the same situation ,in spite of the improvements made and those on the horizon, under his leadership.

Can someone explain to me what MDEQ has to do with funding infrastructure needs of Jackson's water system?

The investigation will determine whether the Mississippi Department of Environmental Quality (MDEQ) discriminated against Jackson, a majority-Black city, “in its funding of water infrastructure and treatment programs and activities,” in violation of Title VI the Civil Rights Act of 1964 and other anti-discriminatory laws.

Is this about some grant or somethingtheother that Jackson balked on getting together the required information by a deadline deal?

According to the article, the EPA is investigating MDEQ’s policies and funding of water projects for compliance with federal regulations. I think that is a very specific investigation.

I seriously doubt the EPA has jurisdiction to launch a broad civil right’s investigation of the state’s budget that did not flow through MDEQ. Maybe someone with more understanding will chime in.

I also note that one of the people who filed the complaint is Harvey Johnson. Be careful what you wish for, Harvey.

Now he’s pretending like he helped the city find the keys to pull the car out the ditch when they were in his pocket the whole time. The EPA needs to take over and get both the city and state out of the way. It’s the only fair way to mitigate this mess.

10:49 PM makes a good point re: the EPA taking over. God, I can’t believe I just said let a fed agency take over but this is a no win situation for either the state of MS or the Jackson city residents – and clean water for Jackson’s residents should be the goal!!!

Even Benny Thompson knows how incompetent (and while he will never admit this publicly, how corrupt) the city of Jackson’s so-called leadership is, and how much of a disaster it would be to give Chokwe the funds required to fix this mess.

On the other hand, Americans (especially younger Americans) have become so indoctrinated and programmed by liar professors and liars in the so-called press, that they will literally blame Republicans for yet another colossal failure Democrat controlled for decades city.

There are some mistakes in the article. MDEQ handles sewer SRF loans. MSDH handles water system SRF loans.

The loans are discriminatory as written. They give special treatment to disadvantaged communities (discriminatory to white communities or communities with a high per capita income). They give special treatment to systems with a deficiency (discriminatory to systems who work hard, manage well, and maintain their system).

You do have to show the financial plan and ability to pay the loans back.

This should be an interesting case. It won't be hard to prove that the State of Mississippi does not treat Jackson well. It will be harder to prove that the state does not treat Jackson well because of race. The State of Mississippi does not treat any of its cities well, which is one reason we don't have a city of any significant size. Rural interests dominate the Legislature and that has been known for decades. The current group at the Capitol is very good at NOT spending money - and state services have suffered accordingly. But is it because of race, or just because they are just cheap!

As an explanatory, hypothetical comparison, imagine Andy Gipson has been appointed City Manager or Receiver for Jackson, making the brat mayor just a lame duck figure head.

With integrity, successful management experience and competent leadership, Jackson would begin to turn around almost immediately. All of the current mayor's failures, city wide, would get competently fixed on a realistic schedule.

Doesn't that picture of professional performance shame the foolish, adolescent mayor and his race baiting supporters?

We have come to expect the worst from the federal antagonist. D.C. is well aware of the failings of the city of Jackson's administration. The boy wonder is a complete flop as a leader, but very knowledgeable in the theft of funds.

The knowledge of this fact is so apparent, that it has embarrassed Bennie Thompson. This embarrassment has caused him to move behind the scenes, reaching out to the governor for help, which Thompson was not happy to do.

I have no doubt there will be problems found with the witch hunt, I mean the investigation. This will help with Thompson's embarrassment. A decree will be signed by the state and this will all go away.

There will be no funds given to the Lumumba administration without a third party controlling those funds.

6:56 - You are correct. And someone should ask how many loans has Jackson been denied through the SRF programs? And what would happen to the programs if Jackson should be GIVEN the money from the programs? The whole point is a REVOLVING loan program. When someone pays money back, it becomes available to the next applicant for the funds - and the state does not have to pay back to the federal government the money it put up as a match. If Jackson is GIVEN all the money from the program, what does that mean for every small, disadvantaged entity on down the road? There won’t be any money for them, and Jackson will have looted the entire program.

How is that discrimination?

There won't be any consent decree wherein a predetermined minimum carve out of monies is designated for Jackson.

This "investigation" confirms that the EPA does not plan to give Jackson any funding directly nor unfettered without serious oversight.

This isn't a win for Lumumba, this is a loss.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
