Making Sausage: Mary Jane Edition

 The Solons in the Legislature met this week to hammer out a medical marijuana bill. A summary is posted below.  Toke up and enjoy.

Sadly, many might only read the summary but not the 100 plus page bill, the devil is ALWAYS in the details! By the way, why are the select few legislative leaders responsible for writing the legislation only releasing a summary and not the draft bill???

Lots of questions - The tax seems high!!! Also, the timetable is off,
MDOH and MDAC begin issuing licenses on day 60 yet municipalities/counties have 90 days to opt out?
So are they revoking licenses if a city opts out on day 80? Bet there will be lawsuits flying …

$15.00 per ounce of flower or trim” at the wholesale level!!! There are 16 ounces in a pound! They are going to tax trim and flower at $240/pound!! That’s crazy. That’s like a 100% excise tax for trim! It looks like someone copied a RETAIL tax and tried to place it on wholesalers 🙄. This tax structure was proposed by someone who wants to kill this program.

Plus, taxing at the wholesale level and at the retail level just means we are paying taxes on taxes!

This looks like a decent bill except fir this craziness

Once our great protectors decide to pass a referendum law, we will be able to vote in the original law again. This attempt by the legislation to kill any meaningful progress will backfire. We may even get recreational passed if this is all they plan to offer.

The tax is high because they know that this will be a BILLION dollar industry in Mississippi.
They have a pretty good idea how much illegal cannabis Mississippians consume.
They know how much liquor and opioids are consumed.

Is this some kind of hoax, they are giving Ag Comish Andy Gibson authority over growing and other key operations AND allowing him to write his own regs? He’s stated and restated publicallt that he’s is against MM. I’m betting he’ll never cooperate! Is this some sort of early Halloween trick from the legislature, appearing to be out together a medical marijuana program but making sure it’s a failure?

Here I thought Mr. Bomgar was a man of the people. Then I saw the financial disclosures that legislators have to file. Bomgar has invested millions in facilities that will produce weed. I guess the millions Joel made from his tech business aren't enough. He runs for public office to use his influence to create more millions.
Hey Joel, how much money is enough? Must you use your office of government to create more fortunes?

A $15 per ounce excise tax places a $240 tax on every pound, regardless of quality-tier. At the national average price, this represents a tax of 16.4%. At a $900 pound, which Mississippi should see quite quickly, this represents a 27% tax. The inequity is evident.

People in the most vulnerable, lowest income population segments often smoke trim. Trim is also used in making almost all concentrates and edibles. Trim will average $250 a pound in short order, yielding a taxation rate at the wholesale level of 95%. This will result in penalizing those least able to absorb that tax and will cause all concentrates and edibles (the delivery methods preferred by elderly and severely ill patients) to be wildly expensive.

Not a high tax at all - $15/ounce is $0.07/joint. Less than the excise tax on a Marlboro light.

Quit your bitching - you wanted recreational (you know, so you can toke up on a Friday after riding your tractor) like you were going to get from the loosely drafted language in the initiative - and here you are going to get it.

Granted, since it is going to be regulated and inspected, it is going to cost you more than street weed from Mexico, but hey, it will be top quality stuff

Taxes will make black market product more attractive and with weed all over the place….harder to enforce laws against weed.

The police will just give up.

This will result in out of state weed being imported by the ton….with zero taxes.

Everything you said is logical. But two things, first the #msleg does not do logical. Second, look at how they heavily tax liquor in this state. It's downright ridiculous what we pay for alcohol here.

They never look out for the consumer in this state.

I live in Texas now. Medical marijuana requires level of terminal cancer to get prescription. I have glaucoma and leukemia and still don’t qualify

Trim is used to make edibles, topical creams, and sprays. An excise tax of nearly 100% at the wholesale level leads to 4x pricing at the retail level!! No one is going to be able to make those products with taxes this high.

It is hard for me to believe that the poorest state in the union with the poorest paid teachers is considering calling a special session so our alcoholic, overweight, ignorant elected reps. and senators can pick up a little spending money at the citizens expense for a special session. This is by no means a time critical issue. Don’t let me get started on the so called state Supreme Court.

A tax of $15 an ounce doesn't seem that bad to me. Producers and retailers can take that in to consideration and probably still make a buck undercutting the black market.

Someone check my math here but:
32 MMCU's per 30 day period with a MMCU defined as 3.5 grams,
32 x 3.5 = 112 grams a month.
we'll convert that to ounces..
112 / 28.34 = 3.95 ounces.
That seems like a lot of weed for one person to smoke in a month.

Am I wrong?

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town.
