State Auditor Shadrack White issued the following statement.
Today State Auditor Shad White announced that Special Agents from his office have arrested Brooksville Mayor Earlie Henley and former Brooksville City Clerk Shaquita Malone for allegedly embezzling funds from the City of Brooksville.
Henley allegedly drafted checks made out to himself without the signature authority of a second signer. Henley also allegedly took cash withdrawal slips to the bank to withdraw and pocketed cash from the city’s accounts.

Mine! Mine! Mine! It's all mine! |
Malone allegedly entered herself into the payroll system as an hourly employee rather than a salaried employee as hired and then increased her hourly rate to receive funds she was not entitled or authorized to receive. Agents also discovered Malone is a convicted felon and therefore ineligible to be employed as a City Clerk.

“We will continue to hold public officials who break the public’s trust accountable at every level,” said Auditor White. “Thank you to the prosecutors who took our investigation and to the men and women of the Auditor’s Office for their tireless work.”
If convicted, both Henley and Malone face up to $5,000 in fines and up to 20 years in prison. All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.
Suspected fraud can be reported to the Auditor’s office at any time by clicking the red button at www.osa.ms.gov or calling 1-(800)-321-1275 during normal business hours.

Innocent until proven guilty, etc., but lock them up if this is true, BUT... The Auditor can arrest people? I thought he had been complaining he sends things to the AG and that's all he can do.
Understand why you think that. JPD can investigate and arrest but can not prosecute. The same applies to the State Auditor. He can investigate and arrest but has to refer prosecution to the AG or a DA.
Just think! These two may very well receive Public Employee Retirement System (PERS) paychecks for the rest of their lives. No matter the crime, their pensions cannot be touched.
@9:32. exactly.
but how do you hire a convicted felon as city clerk?
1962guy is full of shit.
"Mississippi PERS cannot withhold a pension based solely on criminal charges. However, if a member is convicted of a job-related felony, their retirement benefits can be terminated or suspended after the conviction becomes final. "
Brooksville...be honest. How many people knew there was a Brooksville, MS before this was posted?
Chris Epps and Rudy Warnock probably approve this comment.
I like the Auditor's attitude to protect taxpayers.
"Low hanging fruit" trolling comments in 3, 2, 1...
I was hoping it was another (former) mayor!
1 hour away from the Silver Star and Golden Moon Casino’s! Can you say Ballers!
@9:32. If convicted, they can kiss their PERS benefits goodbye.
Does Malone qualify as having a neck tattoo? Just seeing if the theory continues to hold water.
Good work!
Keep it up, Shadster.
So how much money is missing? Usually there's a statement about a demand letter given to those caught stating how much money they'll have to repay.

Malone's is a hybrid tittoo - neck tattoo.
Low-hanging fruit guy reporting for duty. I admit the mayor of Brooksville, MS, is a major take-down for the Auditor. Congratulations, Shad. (Note to self: where is Brooksville? Oh, it is in Noxubee County. Predominantly Democrats. 1200 people.)
My gosh......at what point will people wake up to how thousands of dollars are being stolen and misused by folks hiding behind the "Everybody owes us" mentality. Oh, but 3-2-1.... comments like this are racist.
I don't know the ratio of crime in government, but at some point, Shad is going to get govt. employees to think twice about stealing money. Stay thirsty, My friends..
This has morphed into the Shadrick Jambalaya... he must be a financial supporter. If not -- he needs to be.
Mr. White, keep up the great work. Every person that steals in a government position needs to be held accountable for their actions at every level. Hopefully now some of these small town leaders with no oversite understand that this Auditors office is doing his job and it may deter them from taking easy money.
12:50 No. there's nothing racist about it. The entitlement mentality is not confined to any particular group of people. It's everywhere. All kinds of public officials cannot hide behind it.
Jerry Rice is from Brooksville.
While I do not know the details of this case, Shad loves to take credit for the work of others. I know of multiple cases where a state agency detected, investigated, and referred fraud to the State Auditor's office. All the work was done, documentation complete, etc. And in each case, Shad took full credit.
I'm going to count it as adding to the list. Neck ink equates to crime participation. Continuing research needed to determine if causal link exists or merely coincidence.
How in the hell do you justify criticizing a guy doing his job?
That's the point. He is not doing his job. He is only targeting weak, small targets.
