Although the good corporal was not on JPD duty, he was working private security at Deville Plaza. A residentially-challenged man was yelling at three women before chasing them. The photographer spied the police unit and went to summon help only to find the officer in lala land.
JPD Chief Joseph Wade placed the officer on desk duty while the department investigates.

It's allowed by state statute. Off-duty Sheriff Deputies do the same thing in Jackson.
If so that statute violates the state constitution against using your government position for outside pecuniary benefit.

So, this off duty officer is being paid by Deville Plaza to work private security, while in his police cruiser (city property) and undoubtedly sitting with the car running and burning gas (on the city's dime)? This must be standard practice with JPD. I see this happening in Fondren frequently as well at private businesses.

Miss. Code section 25-11-17 allows certified law enforcement officers to use their uniforms, weapons, vehicles etc., to perform off duty work. Look it up.

I think an argument could be made that per the Mississippi Constitution the state or municipalities are prohibited from making "donations or gratuities" to individuals or objects without consideration, and that the costs of operating a state or local vehicle is an unjust enrichment of the benefactor received from the state.

Give this Officer an award, he stood by and saw many criminals he arrested back on the street before his shift ended! He witnessed many felons given a slap on the wrist by Hinds County Judges! The man is tired let him rest! This is between him and his employer! When I see him he can get in my car and rest. When are the officers in blue going to rest with the nonsense going on in Jackson and Hinds County, damn they should be Rewarded! The other Law Enforcement Officers in the Metro areas praise them for their courage and determination for even applying as a Jackson Police Officer.
How in the hell you can see in the officers vehicle and cannot see in a criminals vehicle because of illegal tint ! Go figure, it’s pure a simple bullshit.

I seem to recall when I first started hearing about and seeing tint (back about the time of Emperor Haley’s reign, I believe it was), cops talked about how dangerous it was and sought legislation to stop it. And then, of course, the Leg passed a tint tax, didn’t they? Then, for some reason (snap) just like that, every unit that rolled by seemed to be tinted so dark that it looked like the windows had all been painted black. Rules for thee, ya know.

(1) Certified law enforcement officers or certified part-time law enforcement officers, as defined in Section 45-6-3, who are employed by a county, municipality or the Department of Public Safety may wear the official uniform and may utilize the official firearm and the official vehicle issued by the employing jurisdiction while in the performance of private security services in off-duty hours. The governing authority of a municipality must approve of such use of the uniform, official weapon and vehicle by municipal law enforcement officers by act spread upon the minutes of such board and approved by the chief executive. The sheriff of a county must approve such use of the uniform, official weapon and vehicle by deputy sheriffs. The Commissioner of the Department of Public Safety must approve such use of the uniform, official weapon and vehicle by officers of the department. Approval shall be on an employee-by-employee basis and not by general order. Any proceedings regarding application or approval and the minutes regarding same shall be a public record.
(2) Each governing board and chief executive, sheriff or the Commissioner of the Department of Public Safety shall determine before the use of the official uniform, weapon and vehicle is approved that the proposed employment is not likely to bring disrepute to the employing jurisdiction or its law enforcement agency, the officer at issue, or law enforcement generally, and that the use of the official uniform, weapon and vehicle in the discharge of the officer's private security endeavor promotes the public interest.
