Hosemann Proposes $4,700 Teacher Pay Raise

 Lieutenant Governor Delbert Hosemann issued the following statement. 

Lt. Governor Delbert Hosemann and Senate Education Chairman Dennis DeBar are proposing a $210 million investment in teachers over the next two years, raising a teacher’s base pay on average by $4,700.

 

“Chairman DeBar traveled all over the state in the fall for teacher listening sessions, held a committee hearing, and met with teachers in other small-group settings.  This plan was devised using the input our teachers on the ground and in our classrooms provided,” Hosemann said.

 

Under the proposal, a Class A teacher with a baccalaureate degree would start at $40,000.  Teachers would $500 receive step increases at most every year, including in the first three years of teaching.  Step increases are not currently provided until the third year of teaching, though many leave the profession before Year 5.

 

At the pivotal five-year marks in a teacher’s career up to Year 25, teachers would receive a larger increase based on their certification. Class A teachers (baccalaureate) would receive $1,325; Class AA teachers (master’s degree) would receive $1,425; Class AAA (specialist) would receive $1,525; and Class AAAA (doctoral) would receive $1,625.

 

“The current salary schedule results in backloading pay and this makes it difficult for us to ever be competitive with our surrounding states,” DeBar said. “This structure, the pieces of which were recommended by Mississippi classroom teachers, will result in a more equitable distribution across a teacher’s career and higher salaries in mid years when it is likely a teacher has a family to consider.”

 

The base salary schedule does not include any local supplements teachers receive or state supplements, like extra compensation to locate in certain critical needs areas or become a National Board Certified Teacher.  The implementation of this proposal would mean teachers would receive an average pay raise of about $5,700 over three years, including the $1,000 raise provided by the Legislature last year.

 

“The Senate has been a leader in championing this issue because we know our future rests on our children.  The best workforce development plan is a good education.  The teaching profession is critical to our success and prosperity as a State,” Hosemann said.

I live a few houses down from Delbert in NE Jackson and I see where Jackson is lobbying the state to pay for sewer upgrades and repairs. Funny how they want the states help until the state asks for a say so in the funding use
Much like the airport situation on that land deal. Jackson wanted to be in charge of the board completely and wanted no one else to have a nominee to board. Well if that’s the case tell lumumba to go fly a kite!!!

How about we base teacher's pay on how they do their job? It is understandable we are in last place as far as teacher pay. How do our students do up against the students in other states? Some state has to be last place in teacher pay. If our students are in last place teacher pay is where it should be.

Sounds like you have plenty of pot at your disposal - and if you know Delbert, he's about as full of shit as they come. You're out of your damn mind about "inflation". Schools are making out like BANDITS because enrollment is plummeting and will continue to with the way people are leaving the state, and the MDE just got $1.3 BILLION in federal bailout money which they don't really even need! They're talking about starting programs that never even existed just to spend the money!

Teachers would like more money, but they'd rather be allowed to actually teach and be respected. The only real inflation continues to be in administrative positions...and higher ed is far worse.

The $4700 will raise the southeastern average for teachers, so we will then have to provide another raise to get to the average, which again will raise the southeastern average. It is never ending. Let taxpayers use those dollars that are designated for education to pay tuition to any school they choose to send their children. The public schools are a failure and giving more money does nothing to solve the problems.

A $400.00 per month pay raise is a good start but is not "plenty". Try teaching on the paltry salary and have to put your own money into the classroom too. Our kids and teachers deserve better.

This is true when you’re dead last or next to dead last. This generally isn’t true when you’re above the 50th percentile.

@3:13p- You’ve obviously never spent a day teaching a classroom of disrespectful children who have even more disrespectful parents at home paired with an administration hellbent on catering to parents.

You’ve obviously never had YOUR pay tied to the performance of children who are sent to the classroom with an unbelievable amount of baggage thanks to poor choices by their parents. Poor test scores do NOT mean the teacher didn’t do their job. Teachers are steamrolled with objectives that force them to progress as if a student has mastered a skill based on answering a single test question correctly. The reality is answering a question correctly does not demonstrate mastery of any skill. The focus is no longer on learning. The focus is on how many questions the students can answer correctly so the data meets the administration’s goals.

I believe that MS teachers desperately deserve raises, but raises WILL NOT fix retention problems. I personally know about a dozen teachers leaving the profession this year. It has NOTHING to do with money. It has EVERYTHING to do with children being behind due to remote learning, parents who expect teachers to fix their kids with no support from home, and administrators who are screaming for higher performance.

@9:33pm Yep, you nailed it. Regardless of pay, the two most undesirable jobs in MS are: K-12 teachers and Correctional Officers. Both systems will implode in the not-so-distant future due to lack of personnel regardless of how much money you throw at the problem.

It's administrative BS artists that get paid, no one else. But no one talks about it or you get the axe.

It's beyond plumb damned dumb to keep suggesting that teacher pay should somehow be tied to the proper raising of children who have, in many cases, zero home training, zero parental involvement in the education process and zero concern for the academic and vocational enlightenment of their children.

And, take the state employees who attempt to find jobs for the unemployed...It would be just as wrong to suggest their pay be tied to the number of the unemployed who want to and intend to find work.

You can put a turnip in the blood-mobile, but you can't make him produce. Or something like that.

So, let me see if I understand. You're suggesting those who can (the well qualified teachers) should just throw up their hands and leave the profession. Leaving only those who can't?

Either you have no children in the public education system or you see no benefit to having a professionally staffed system with competent, caring, career employees.

I'm wondering if you feel the same way about occupations such as nursing, law enforcement and ambulance workers. Hell..just quit and find something else and we'll survive with the ones who are left. Right?

@838 Police, firefighters, EMTs etc are the most unionized groups in this country. Yeah it's not called "first responders socialist union" but they're out there. Try a simple google search next time. And yeah those unions are more "socialist" than anything else Fox News laments about.

And I'm tired of the over glorification of first responders. It's pathetic. Most of them are first responders bc they can't do anything else or have no other industry in their community. Most of them can't be teachers bc they don't have college degrees. Hence why they should shut up and let the teachers get their pay raise.

First repsonders and football players are the most admired groups in Mississippi, and that's not something to brag about.

I have nothing wrong with teachers getting a raise, but money is finite here. Teachers have received multiple raises over the last few years because they are politically popular. Maybe we should give raises to government employees who are also necessary but even more underpaid (social workers, teacher assistants, etc.). Before we even do that, however, the state should adopt a bonus program for any law enforcement officer serving in a high crime area. We need more cops in those areas, not less.

Its been a perpetual merry-go-round for years with "bump up the teacher pay to increase the educational outcome in the state and therefore increase wages and tax revenue which will then pay for the teacher pay raises.

So far that hasn't come true at all. Districts manipulate their standards to get a graduation rate they want while Mississippi students still test on the low end of achievement tests. Those that do well tend to move out of state because Mississippi wages are not rising.

I don't know what the solution is, but the idea that raising teacher pay is a guaranteed way to bring the state as a whole up to national competitiveness is not working.

I don't object to paying quality teachers.

And while I do think we should reward good teachers, Having a friend in JPS that tries so hard to help her kids...I can also say that she should not be penalized by the baby-momma-farms filled with feral children that refuse to even behave, much less learn.

And do we really think any of these districts would actually remove the factually crappy teachers to hire these (now incentivized with higher salaries) amazing teachers?

Every little fiefdom in MS is chock full of bloated admin roles based solely on nepotism or favoritism.

Maybe we retain a few teachers that were ready to quit with this and that makes me happy, but money is not going to fix our messed up educational system unless they trim admin fat and end the employment scams that are bleeding the existing funding dry.

I see there are those that no amount of increase will ever be good enough! The sad reality is; this teacher only pay raise drum has been beaten long enough. The facts are, firefighters, law enforcement, among other all need raises.

What I find would be most helpful, simply reduce the amount of public leaches working in this state along with the unnecessary public spending.

Eliminate the State Income Tax, reduce sales tax, and drive jobs expansion..

All forms of government should be required to reprioritize spending, and for gosh sake, term limits....

Teachers are expected to perform miracles with students that don’t have reinforcement in the home setting. Students are performing several years below grade level based primarily on low attendance over the years. If the parent/guardian doesn’t see the value of education then they aren’t reinforcing it in the home setting. Perhaps instead of handing out benefits to parents utilizing proof of enrollment once a year, there needs to be an attendance, behavior and performance component tied to it. Many of these students miss the majority of each school year…how do you honestly expect a teacher to make significant gains under these circumstances. Please don’t say special education because they are failing those courses as well.

The comment related to increasing salaries for law enforcement is valid but teachers need to be in that increase as well. During school hours these are the students that teachers encounter. The difference is the teacher doesn’t have the authority to enforce the law and school enforcement basically states that in order for them to deal with them it has to be a chargeable offense. So, teachers are left to deal with being threatened (physically/verbally) by students and their parents. To plead with students to complete assignments and/remain on task while trying to deal with unruly students. Please don’t say send them to the office because they are sent back to the classroom the majority of the time. Parents don’t agree that their disruptive students needs to miss class time.

Several years ago a local district came under fire and was recommended for a takeover. One of the observations was money being available but the district was categorized as being top heavy. During the hearing the interim Superintendent discussed a plan to implement Area Superintendents and decrease the number of Director titles/positions. Fast forward to present day there are no more titles of area Superintendents but there are an increased number the following titles: Superintendents (Asst./Deputy), Executive Directors, Directors, Leads and a new addition of Managers. Perhaps the shortage of teachers along with properly allocated salaries could be achieved within a district that wasn’t overpopulated with titles/salaries that are payed to meet to meet on the work being pushed down to the school level to complete. How many of these upper salary individuals does it really take to pass the word down to the classroom?

My hats off to all professionals that are underpaid, under appreciated and overworked.

Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
