Curfew in Jackson

 Jackson Mayor Chokwe Antar Lumumba issued the following statement. 

​TODAY, in response to the recent uptick in violent crime within the City of Jackson, Mayor Chokwe Antar Lumumba issued both a Mayoral Proclamation of Civil Emergency and a Mayoral Curfew Order for minors under the age of eighteen (18) years. The dual actions are intended to help protect the health and safety of all Jackson residents, but in particular to protect children, for whom current social conditions are taking an exceptional toll at this time.  

“I am concerned for our City and I am worried for the safety of all of our residents,” said Mayor Lumumba. “But, I am especially concerned for our young people at this moment when social conditions have left many vulnerable and without the usual social supports and structures in which they thrive. Keeping our youth off the streets during these late hours is intended to keep them out of harm’s way. It is for their protection. We must make all efforts for the health and welfare of our City.”

The Proclamation of Civil Emergency is effective immediately and shall remain in effect through Wednesday, February 17, 2021, or until rescinded or superseded by another applicable Proclamation.

The Curfew Order states that it shall be unlawful for any minor under the age of eighteen (18) years, unmarried and not emancipated by removal of minority disability by order of the court, to remain in or upon any public street, highway, park, vacant lot, establishment or other public place within the city during the time frame from 10 p.m. until 5:00 a.m., commencing on Thursday, February 4, 2021 for a period of five days.

Several valid exceptions to the curfew are listed within the Order, including but not limited to being accompanied by a parent or guardian, employment or medical emergency.

How will this help? Sadly, in Jackson, in the past twelve months, many children have been shot to death while they were in their homes. Often in bed.

Gotta do something, seeing as how this is an election year and all. Of course, a 10pm curfew won't help when teenagers are shot in a stolen car on a busy street.

Meaningless and not enforceable since there are so few patrol officers on the streets now. So the few officers that are working should now take the time to deal with a curfew breaker while other more serious crimes are being committed. This amounts to feeling the need to do something while at the same time having no clue what to do. Until leadership in the communities so negatively impacted by violent crime realize this is not solely a criminal justice problem but a social problem that is the result of generations of fatherless homes, children having children, poor education, lack of basic moral values, glorification of “gangsta” culture and the list could go on and on; unless these issues are addressed all the police, prayer vigils, etc., may make one feel good but in reality nothing will change.

The sad little secret in all this curfew smokescreen, is that unless a Cop has probable cause, he/she WILL NOT stop, pursue or question any car regarding the curfew, even if the driver and passengers look 10 years old. They must be suspected of something for a "reason" to stop them and question them. Totally nothing here but "I am trying by doing something, even if I know it is bogus".

Not enforceable. A federal court order prevents the juvenile detention center from accepting curfew violations. What are the police going to do with them when caught and parents can’t be located?

Maybe after this weekend, when the curfew is over, might come back and have a reflection on how much good the Mayor's proclamation did. If I were going to itemize the benefits and the gains from this action, I'm sure it would be a blank page though, so I'll just stick with your observations.

BUT…until one knows why this insanity is allowed to continue, one cannot fully understand what is really going on.

Abolish prisons.
Defund the police.
Blame something else (gun shows, racism, the flag, statues, whatever) for the problems created by Democrats after a half a century + and 22 trillion spent on “social programs.”

Keep the voters uneducated, AND mad enough at something or someone else to keep the spotlight off of the so-called leaders that have created the disaster.

THEN, create more laws and rules while at the exact same time running a revolving door catch & release system in order to keep criminal thugs on the street.

ALL for the purpose of keeping crime high enough to keep good law abiders, that fear for the safety of their families, from moving into cities (Jackson) controlled by Democrats, then voting their inept and/or corrupt asses out of office.

The Marxist Leftist Democrat tactic of creating new rules and new laws is an absolute favorite!

Just in time for the Dixie National Rodeo - will teenagers attending riding competitions & concerts at the Coliseum & Fairgrounds be targeted for being out past 10 p.m.? Since BabyChok didn't want the State Fair held last October, I wonder if the curfew is a swipe at the rodeo as well.

clearly this ordinance will keep the kids off the streets, keep them members of the choir, renewed studying the books as they stay in school, end the drug problem, be the death toll for gangs who like to hang out late and can’t anymore, end drag racing and burnouts on the interstate, rejuvenate the concept of home life, and end crimes against humanity.

@10:03 PM - Only "reasonable suspicion" is required to stop, which is a lesser burden.

What is left out is at night, and even with legal tinted windows, it is nearly impossible to determine that there are juveniles in a vehicle.

Can you spare $40? Donate to either Ken Wilson or Patty Patterson. If the damn stock market can be thrown into turmoil by people banding together to make small investments in a particular stock surely we, JJ readers, can help either of those candidates defeat Lumumba with concentrated small dollar campaign contributions. I know many of you don't live in Jackson. I do but see the tipping point in front of me. But even if I decided to sell my house today I won't have it ready for the market before this primary election takes place. Ken Wilson is already up and running while Patty Patterson is going to draw serious votes away in West Jackson. Can you help?

Here is a novel thought. How about we enforce the laws that are already on the books and give the police the support they deserve to do their jobs? Also, electing judges and DAs that will do their job and throw criminals in jail. This would be a good start. No new rules. Just common sense. Good grief. It’s not rocket science.

If the etiology of a problem is incorrectly identified, proposed solutions will target the wrong issues and will be ineffective. The idea of a curfew on one hand is a good idea---children should be at home at a reasonable time. But curfews should be enforced by responsible parents. The police department is already inadequately staffed, how reasonable and practical is it to charge them with the responsibility of chasing down curfew violators? Particularly, when you've announced there is a no chase police policy for other serious issues. Solutions should be well thought out, address the problem realistically, and not merely a photo op.

Typical response to an age old problem. Irresponsible parents raising irresponsible kids. And the solution? Let’s let the police raise our irresponsible children because they have plenty of time on their hands. Times have changed but not by much. Parents that couldn’t care less where their little criminals are or what their doing always elect morons that couldn’t care less what their irresponsible constituents children are doing. It isn’t getting any better anytime soon. Because the first thing the irresponsible parents do when their irresponsible children are locked up in jail is start yelling racism and blaming the real reason that causes this problem. Which is their inability to get more money from the government. You see it’s always the answer to an age old problem.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
