The Fondren Firebug is at it again, no thanks to Hinds County judges and the folks at MDOC.
JPD arrested Higgins in May 2020 for arson and allegedly threatening to kill the homeowner. Jackson Municipal Court Judge Jeff Reynolds set his bond at $500,000 in an effort to keep him from committing more mischief.
Hinds County Court Judge Johnny McDaniels predictably reduced his bond to $10,000 and bound him over to the grand jury. The Hinds County grand jury indicted him for third degree arson later that year. The case was assigned to Hinds County Circuit Judge Adrienne Wooten.
Higgins pleaded guilty to the indictment in September 2021. Judge Wooten sentenced him to serve 3 years in prison but suspended 361 days of the sentence and gave him credit for time served. She ordered him released from jail that day and ordered him placed under supervised release for all of one year. Unfortunately for all, Higgins just could not stay out of trouble.
JPD arrested Higgins again in January 2024 for burglarizing a vehicle at North Mart Plaza. A Jackson Municipal Court Judge set his bond at $2,500.
Undeterred by his arrest, Higgins struck again in February when he allegedly stole two handicapped bicycles from Independence Living. The Capitol Police charged him with grand larceny since the bikes were valued at $5,000. Judge McDaniels set his bond at $50,000.
The Hinds County grand jury indicted Higgins for grand larceny in May:
The police arrested Higgins a few months later in June for allegedly breaking into Q-Customs on I-55 by smashing the front window with a brick and stealing several items. JPD charged him with burglary of a business. A Jackson Municipal Court Judge set his bond at $25,000.
Higgins pleaded guilty to the grand larceny indictment in December 2024. Special Circuit Judge Barry Ford sentenced him to serve five years in prison but suspended two years of the sentence, giving him credit for time served. He is to serve two years of supervised probation upon release.
Unfortunately, Burl Cain and crew chose not to keep Higgins in prison and promptly released him.
Social media posts suggest Higgins is up to his old tricks again. This post was made on April 30.
So what does one have to do to keep this guy locked up since Democrat judges and Republican appointees have worked hand in hand to turn him loose on the Fondren area.

He is an addict and this what addicts do. They will do anything to get the next high. Unless he is put in jail for an extended period of time or gets off drugs it will continue to happen. We started a 14 month treatment facility from our church. They won't go because it's easier to break and steal people's stuff than get a job. The sad thing is the court system continues to allow it to happen. That is why Jackson looks like a bombed out third world country.

Habitual offenders are handed too many chances in Hinds County because some elected officials relate to their causes/problems not knowing they are creating a bigger problem. Yes sir, util its hits close to home and their livelihoods.

Whatever else the mayor may be responsible for, he doesn’t set bail, nor does he determine sentences for crimes. He certainly is over the police, but he isn’t the prosecutor or judge.

If you fee the Mayor of Jackson has no influence then Horhn's a failure before he even takes the oath of office.
