The city of Pearl issued the following statement.
To increase public safety for all motorists, the City of Pearl has partnered with Securix Mississippi to use existing traffic safety cameras to read license plates that will verify if a vehicle has insurance. Potential violations will be verified a Pearl Police Officer and a ticket will be mailed to the offender. The Pearl Board of Aldermen approved the program which will start on December 1, 2023.
“Our goal is to protect drivers in our city, including making sure every vehicle has auto insurance which is what our state law requires,” said Mayor Jake Windham. “Our police officers respond to accidents every day that involve an uninsured driver. Uninsured drivers are placing an undue burden on people following the law and lead to higher insurance rates for everyone.”
Since 2001, Mississippi law has required all automobile owners to have, at a minimum, liability insurance. Currently, 29.4% of Mississippi drivers are uninsured, which places the state at the top of the list of the highest percentage of uninsured drivers in the United States.
State law provides stiff penalties for uninsured driving including hefty fines and driver’s license suspension until proof of insurance is provided. The new initiative in Pearl brings an innovative, respectful solution to ensuring drivers are compliant with insurance laws by providing a diversion program option, allowing an offender to take an online course, pay a reduced fine, avoid suspension of their driver’s license and keep the citation off their driving record.
If it is verified by a Pearl Police Officer Department that a vehicle is uninsured, the owner of that vehicle will receive a citation in the mail from the Pearl Police Department. At that point, the owner of the vehicle has three options to address the citation:
1) Agree to a diversion program which includes a significantly reduced fine, participation in a short online course, committing to get insurance and not re-offend, avoiding license suspension and keeping the citation off their driving record;
2) Reject the opportunity to utilize the diversion program and instead, appear in court to challenge the citation; or
3) If the driver believes the citation has been issued in error, they can provide proof the vehicle had insurance on the date the citation was issued, and in that case, the Police Department will void the citation and make sure insurance lists are updated to reflect it is an insured vehicle.
The City of Pearl is committed to making streets safer and protecting all drivers. This initiative to address the uninsured motorist problem is a modern, less punitive approach to solving a prolonged problem across the state of Mississippi.

Can someone explain to me how they will know from the tag whether or not someone has insurance coverage? One must show proof to get the tag in the first place.

The first 6 violators caught in this new program get to carpool daily with Sheriff Bailey driving. It will certainly reduce the revenue stream of the seatbelt law violation, I wonder if it's still $75 to the city of Pearl when State law says $25 to the driver. Good luck to those of us driving vehicles with antique tags; I know for fact jack that my antique tag I've had since 1991 doesn't show up "in the system" when queried because the vehicle hasn't been registered in so long because it was never required to be once the antique plate was issued, it's in "the old system" with the DMV so sure to get issued a citation guess I'll have to go to L.A. via Omaha.
And lastly I'm sure this new program will keep uninsured drivers that can't afford auto insurance from driving even more that now they gotta pay a fine and as for those of us that are insured our rates are sure to be reduced. HAHAHAHA Good luck with that happening!

You've rehabilitated yourself since being a litterbug back in the 60's, and now more than 50 years later your once more subject to 27 color glossy photographs with circles and arrows and a paragraph on the back of each one...sent to you automatically in the mail....so NOW Kid, what you gonna do? I guess we could start by removing our license plates and tossing them in the floor of the vehicle, replace the tag with a "Bobs Auto Sales" paper plate they'd never figure out our address much less "where we stay at".

This is a step in the right direction as uninsured motorist in MS cost untold thousands of dollars of damage to those insured. I am curious as to how they will link the tags to their insurance to determine if they have current insurance as on a state level, we do not have filings linked to registration, therefore tags, that keep up to date on renewals and non-renewals/cancellations of insurance. If they are relying on Lexis Nexis for the data, that can be flawed.
Half the license plates in the Metro area have the state and county obscured by tag frames, and many are completely unreadable due to the smoky plastic film covering them. Maybe Pearl could work on that also? I know illegal mufflers would be too much to ask for.

With these cameras they’ll soon be calculating speeds, and assigning blame of speeding to the owners, not the drivers. Hmmm. Coulda been my son, daughter, wife, girlfriend, whomever. It sounds too simple, too wonderfully effective, and better yet they’ll call it a civil penalty. But when you sign the “civil penalty” agreement to expediently pay the fine, you also sign agreeing to have violated whatever state/county/municipal statutes of which you’ve been accused. With all those smart cameras they’ll also know who’s visiting every hunting and gun store in the city.

The city will sell this data. Not now, because they’ll make a big commitment not to do so after the outcry. They’ll make a solid soft commitment, or a solid hard commitment that’s slightly askew of target, so in either way the’ll wiggle out of the “not selling our data commitments”. Pay fuckin attention.

This new money grab scheme by Pearl will be stopped in state court. Traffic cameras were prohibited in legislation many years ago after Jackson tried the same scheme. Transforming "tag reader" cameras into traffic cameras won't work as a bypass to state law.

Unconstitutional all day long. The insurance database that is linked to NCIC is not up to date and was never designed for this purpose. They are going to be issuing citations to the owner that may not be driving and could have insurance, but they have to prove their innocence and take off from work to do it.
Instead of a cash fine, why not confiscate the car for, say, three months to give them time to get insurance. Let the slime ball figure out how to get around without a car for three months - that should be an incentive to stay insured after the three months is up.
If you don't like this idea - don't drive unless you have insurance.

The law is very clear you are supposed to have liability insurance ($25000.00 min). The tag readers check your tag against the state insurance database, if it shows you don’t have insurance you will be sent a notice to produce proof of insurance. If you don’t have it then you can enter a diversion program and get the required insurance.
The tag readers are also used to track criminals.

2) I've never been required to show proof of insurance when buying or renewing a vehicle license plate.

If you google the company name you will see multiple law suits/class action suits for this same exact proposal. The company has also explained that they obtain insurance information from multiple sources, but not government sources. Thus the validity/accuracy of proof of insurance coverage is very sketchy.

I don't recall a cop ever asking for my insurance card when they stopped me or at a "checkpoint." But I haven't been stopped in Pearl.
If you have insurance dont worry about it. If you dont have insurance stay away from the city of Pearl. Its not rocket science.
Its just like going to Gluckstadt. They will write you for the most minor traffic infraction since they are all about revenue and you'll be lucky if the officer doesnt haul you to the Tucker Bed and Beakfast for that infraction so he/she can add to their stats.

If they have to take a picture of your license tag to KNOW if you have insurance...then WHY do they ASK to see your insurance papers on a traffic stop if all they have to do is look it up according to your license tag?

I used to listen to the police scanner and when they run your tag and license, the dispatcher will give them your insurance status over the radio when she gives them your other police record info. They tell the officer everything about you over the air.

The bill that was passed into law is in regard to cameras being used to ticket moving traffic violations. And, yes, you can bet Mayor Mary has photos of your drawers hanging on your clothesline if the line is visible from the street.
It is interesting that some would proclaim support of the "Goon Squad" and its extreme and repeated violations of numerous plainly-stated rights as a necessary evil to keep the forces of (largely non-violent mala prohibita) criminal anarchy at bay while others would proclaim that license plate readers used to enforce a state law (concerning a non-violent mala prohibita offense) is a Draconian big-government violation of what is not even an implied right.
Driving or owning a vehicle is not a right so doing so without insurance is not a right. The state is well within its authority to require driver's licenses, registration of vehicles, and insurance on them, along with all manner of laws about vehicle operation (speeding, reckless driving, driving under the influence, etc.). A vehicle being flagged by the cameras does not convict the owner of a crime, it simply initiates the process. If the owner produces proof of insurance, that's that. If the owner has no insurance, the matter progresses in a prescribed, lawful manner.
That said, those suggesting that the camera system has flaws and inadequacies are correct. Those who suggest it is partially a "revenue grab" sold to the city by a for-profit company are probably correct. Those who suggest that it will likely prove to be an unworkable, challenged program based on similar programs being implemented, reasonably complained about for inaccuracy, and retired around Mississippi and the country are almost certainly correct. But being a fiscally-imprudent program that will likely fail does not make it a violation of the "right" to drive or drive without insurance because there are no such rights. My guess: this system will produce too many wrong "hits" and those who are and have always been insured will raise enough hell about it that the city will scrap it.

If you couldn't get a license plate for your car without proof of insurance AND had to have a plate in the county in which you reside for voting, law enforcement could better use their time and energy.

Thank you @6:39!! I was told the first time I was hit by an uninsured motorist, by the insurance commission that state law had no teeth in it because no money was included. Requiring all Mississippi drivers to have liability insurance looked great on paper and for optics but meant absolutely nothing. I have been hit additional times (apparently my vehicle attracts idiot drivers) with the most recent being a genius fleeing the scene. I don’t know the solution but it’s definitely not fair that complying citizens continue to accrue the cost of individuals that not only don’t have insurance but don’t have a driver’s license.
Nothing like turning law enforcement into a profit center.

Mississippi outlawed using cameras for speeding tickets. Using them for insurance violations is a loophole that either the legislature or court will close.

FIRST & formost- I applaud Jake & Dean in their efforts to protect the motorists from those that choose not to buy insurance & to continue to hold the line from the criminal element that come from the sanctuary city.
My suggestion to them however is to obtain a clear & specific state law to address the use of the cameras to enforce a traffic related law. As it stands MS Code doesn’t allow as it targets red lights but anyone can argue the language of this law could certainly apply with motorists requirements.

(1)(a) Neither the board of supervisors of any county nor the governing authority of any municipality shall adopt, enact or enforce any ordinance authorizing the use of automated recording equipment or system to enforce compliance with traffic signals, traffic speeds or other traffic laws, rules or regulations on any public street, road or highway within this state or to impose or collect any civil or criminal fine, fee or penalty for any such violation.

The penalties are not stiff enough. Car should be impounded until insurance is obtained plus a nice $ 500.00 fine.
Although I am not one for "big brother cameras" issuing tickets for uninsured doesn't phase me. I applaud it. Having auto insurance is the law. I pay for it and the costs go up because people do jot get it. There was a bill to make it mandatory to provide insurance when purchasing a tag that did not pass.
As to the question about tags linked to insurance that has been in place for at least a few years. When you get auto insurance you have to provide a VIN. THERE IS A DATABASE.
Driving is not a right its a privilege either rules to be followed. Some of the rules are for your safety and others. Why do you own a vehicle and don't have liability insurance? It's an expense just fuel, tires ands maintenance. Budget for it.

The company that will contract with the City of Pearl to set this system up will get a percentage of every ticket written. They are hooked up to Mike Chaney's office to determine whether the vehicle has insurance placed against it.
Pearl is a desperately money hungry town. They get very little tax revenue from their giant financial boondoggle ball field or they crappy strip mall with knock off cheap clothes. The administration just needs a little more money to hire their buds in little govt. check positions. It's becoming as mafia and shanty as Jackson. Sad what has become of this quite formerly-thriving town from where it was a generation ago.

Imagine people adhering to the law and having insurance that covers the other person in case of an accident. Some of these replies are ridiculous. Is it so hard to have insurance on the vehicle you drive? It’s called being a responsible human being. I have traveled on Lakeland Ave in Rankin county late at night or very early in the morning, only because that is when my flight ended. I always see Rankin county law enforcement officers waiting like buzzards for out of county tags to cross the Pearl river so they can fund the law enforcement agencies which consist of steroid hooked overbuilt red necks. If anyone thinks this is something new, go back and look at the Mississippi history of this deplorable county.
This is not about traffic or traffic cameras but about compliance. The law reference I see in this has no meaning. The quality of life in Mississippi is damaged and we all live in fear as we have the highest uninsured vehicle rate. We need to stop pretending we are some third world country. This is just not okay and just "ugly" for the Hospitality State. The City of Senatobia sued and won to establish this as legal. These are real citations with serious consequences - as they should be. The driver's identity is never known, it's about the vehicle and its owner and this is NCIC-linked, and the database is that of the government. Law enforcement controls it. There are some people who would rather complain that honor the law and protect their fellow citizens. That is very sad. Look at other Southern States.... they do not tolerate this uninsured vehicle nightmare.
As soon as I get mine I am headed to file a suit in US Federal Court like they did in Ocean Springs. I have insurance, but it's not listed in the database they use. I already had someone check. I should not have to prove my innocence when they are doing something that is against state law and the Constitution. Stop trying to generate revenue and get out and do your job. The law abiding citizens should not be inconvenienced for this shenanigans. For those that intend to come at me saying get insurance. Go look at the stats Ocean Springs had. Hundreds of insured drivers were issued citations. Hence the reason they were forced to stop using this company.

Because a small group of people are assholes, create a problem through their own neglect and leave people in authority feeling they must solve the problem. The problem with this is, with this type of approach, they penalize the entire population instead of looking for creative ways to hold responsible the ones that are actually creating the problem. There is insurance available, where a person has liability insurance, but doesn't own the car. What about that?
1) The use of these cameras for the stated purpose is against Mississippi law. Slice it however you like.
2) Senatobia, in Tate County, is another jurisdiction that uses this service and so-called violators receive notices in the mail to appear in court.
3) Municipalities do not issue traffic tickets as a means of fattening their money jar. A municipality in this state retains less than 25% of the traffic fine. The rest goes to the state.
