This is what happens when hydrants are broken and unreliable and the keystone firefighters allow a million dollar plus ladder truck to catch on fire.
I made mention of this very thing on here under a post about the water dept several months back. It's been contemplated for a while now. There are more than likely political reasons it is not even lower. Insurance companies have been shying away from properties in JXN for a while now because they already knew this was an issue.
Here come the high insurance premiums for residents and businesses. Great job, Mayor!

It’s actually white republicans that are burning down all the blighted houses. They are paying homeless people to smoke crack and start fires because it does two things it reduces blight and feeds their addiction which republicans want to kill the homeless will die off but it’s a catch 22 because it also creates homelessness.

The city had neglected the hydrants and their testing just like the rest of the sewer and water systems. They apparently either had no records, or couldn't find them.
Two Deputy Fire Chiefs apparently could not answer some basic questions at a status hearing before Judge Wingate in 2023. Basic questions about the hydrants, how many, test procedures, records. They couldn't provide answers.
JXN Water had hired Wachs Water to assess the hydrants. City thought there were 4,500, Wachs had already found over 8,000. Details here:

Just curious ... years ago, JFD had pretty cool lil' museum across the street from the old Jackson Mall on Woodrow Wilson.
A lot of original JFD 1800s steam /early 1900s engines
were displayed. A very nice -knowledgeable Lady gave guided tours.
Is that museum still open ?
My quick research shows Ridgeland and Madison currently have rating of 4 also.
Classes are 1-10, with 1 being the best. Brandon has not published their rating, so what are they hiding/ Pearl and Clinton have a 4 rating.

Interestingly, the state ratings bureau keeps the data behind a login wall so that every day chumps can't see it. Not sure why it is not available for public view, but you can find fire dept ratings for several towns individually at their webpages. Looks like Ridgeland, Clinton, Madison and now Jackson are a 4. Not a lot of 3's and only one 2 that I could find.
Rating Bureau says issues include staffing, record keeping, equipment maintenance, water pressure, and fire hydrant data. Sure would like to see fire flow data. Feel sorry for Byram as they don’t even have an elevated water tank that’s crucial to fighting fires!!!

MSRB is a non-profit corporation governed by a Board of Directors or Executive Committee comprised of nine members elected from Member Companies. The Mississippi State Rating Bureau was established on April 9, 1924, when Senate Bill No.126 was enacted into law. The basic functions of the Bureau have remained constant. House Bill No.1000, effective January 1, 1988, made the auditing of policies on an optional basis. The management of the Bureau is responsible to the Executive Committee. Each insurance company licensed to write Fire and Allied Lines Insurance in the state is required to be a member of the Bureau. There are approximately 639 Member Companies. The Bureau is supported through an annual assessment of its Member Companies based on the premiums written in the state. No Local, State or Federal funds are used for the operation of the Bureau.
