The Jackson City Council was supposed to vote on JPD Chief Rashall Brackney's contract Tuesday but the Horhn administration pulled the item from the agenda. The contract curiously included a severance package.
Highlights of the contract are:
* The contract begins on April 1
* Relocation assistance of $1,000 per month for three months.
* City reimburses relocation expenses up to $15,000
* The Chief's salary is $150,000 (Unprecedented for the position)
* If terminated in first twelve months of her employment, she receives compensation through the date of termination.
* If terminated without cause after her first twelve months, the city will pay Chief Brackney for another 12 months (At least it's not $54 million).
The severance pay clause drew criticism from some Council members.
The clause is rather curious. JJ reported several years ago CMU paid Kenny Wayne Jones $75,000 upon his leaving CMU. The State Auditor issued a demand against Mr. Jones and the Attorney General actually took the case to Court. The insurance company for CMU paid the demand. The company in turned sued Mr. Jones.
Article 4 Section 96 of the Mississippi Constitution states:
The Legislature shall never grant extra compensation, fee, or allowance, to any public officer, agent, servant, or contractor, after service rendered or contract made, nor authorize payment, or part payment, of any claim under any contract not authorized by law;
Chief Brackney's contract includes a provision for severance pay. Since it is included in the contract, it is probably legal under the Mississippi Constitution .
Kingfish note: Should the contract include severance pay? Hell no.

If the mayor or the city had any shame this would be embarrassing. She shouldn’t have gotten the job in the first place and she has contract demands? Also if she wants to be taken seriously can she trade the pants suit for some form of uniform shirt. The mayor was stupid if he offered this "deal". Glad the city counsel noticed. Apply for the job, interview, pick best fit. THIS IS NOT HARD. Why are there so many stupid people in office?

There have been approximately 2 failures of the Horhn Admin so far. Hiring this quack for police chief, and keeping the zoo open. HOW do you not ask Bo Luckey to run both departments? He can do it. Other than those two, Horhn is doing good. He met with Michael Guest yesterday to see if they can get some good federal pork for Jackson. That alone is more than Chokwe ever did to reach across the aisle. This new police chieftess says "community" more than Shuckway said "Right?".
Technology to the point that city could afford is already in place. The viewership of JPD Facebook page soared under Wade. Existing community-based policing has already increased percentage of solved crimes to national levels. JPD has female uniforms that can be worn until tailored chief ones come in. Bare arms are unacceptable for a professional, especially a police chief during business events unless it's an after five affair. Why is a driver needed for a police chief on a routine basis? I can understand the sobriety issue with the mayor. The silliness needs to go and be replaced with a demeanor becoming of a police chief and not a pageant queen. Mayor, you're to blame for not confirming Wade timely and not paying him a fair salary. Perhaps you were his stress! Can't you see you and your lust are about to get us sued. COJ is already broke. Please quit adding to the shit pile! Tina Clay, I've gained new respect for you.

That's Bullsh**. Glad it was pulled by the board. Board did the right thing. Lets see what they do in the end tho. On the other side of this is Horne wanted her. How bad does he want her there as Chief? I mean , she's not even 30 days in and damn if there isn't drama. Pleaseeeeee
