Does the chief understand the limitations on executive sessions under Mississippi law?

It's generally accepted that it takes 5 people to cover one position for a 24 hour shift if you want them to work at 40 hour week. You can do the math for 130.

Physical fitness assessment consists of: Eating a medium sausage/cheese pizza in under 20 minutes; eating 6 donuts in 5 minutes; ability to walk to your patrol car from roll-call in under 10 minutes; ability to fit behind a patrol car's steering wheel.

130 patrol officers in a city of around 150,000. That's around 1,150 residents per officer. National average is around 417 residents per officer. Then add in low morale, dated equipment, poor leadership structure, etc. Jackson is a criminal's Xanadu.

If only the JPD had a "fusion center." Combined with their RTC and soon to operate drones crime will be a thing of the past. Wait, only if they also have some balloon releases and town hall meetings. That's the ticket.

Does the brain trust at the JPD realize that their designated drone operators have to be certified/trained? Probably not. Will these new and expensive drones be included on an inventory or will they too disappear?

Regarding cameras, a lot of the transcript doesn't make sense. Security cameras are low voltage devices that require, on average, 5 kWh/month (IR or not, resolution, etc can impact this).
This this should cost than $1/mo for power per camera.

For connectivity, I'm assuming JPS must be using cellular connectivity? In this case, the $43/mo could be correct, BUT, this can be greatly mediated by camera settings such as moving off of continuous recording and going with motion triggered. Also, certain cloud based camera manufacturers offer models with built in cellular connectivity and provide discounted access plans.

The biggest cost, though, is having 62% of the cameras inoperable and the lost security video surveillance therein.

Jackson has three law enforcement groups. We pay taxes for that. Thanks jerks, but two professional groups (city and highway patrol) getting all the resources training ,equipment and money like the rest of the universe where no rural area actually exists is better and more efficient. The lines of responsibility of as clear as the muddiest river and as convoluted! Like any CITY, there are poor areas and areas where criminals live or gather. But the city dwellers know where NOT to live, where NOT to hang out and are respectful enough not be hanging out anywhere making a ruckus after midnight! All this knocking Jackson stuff will NOT move hospitals or the capitol buildings or government offices, colleges/universities or museums or historic neighborhoods with " mansions" worth preserving but bad publicity does make Mississippi again look like the home of violent uneducated rednecks. bigots, holier than thou religions and crooks. If you don't have a better plan to offer to solve a problem, implement it and the cost, don't "air dirty laundry" in public. That's what " trashy" and ignorant people of any color do...criticize and bitch and cause trouble.

'Civilianize' the police department? Where have we heard that before. Isn't that what socialist regimes plan to do. Restructure the police and staff a similar department with counselors and social workers? Sounds like a plan. At least it's not been tried before. Stokes' head will explode.

DPS did that somewhat under the current commissioner. Got the troopers out of the DMV. No reason grantwriters have to be red legs. It can work if applied right and puts more officers on the streets.

The JPD academy is a joke. It is not MLEOTA and does not even come close to the standards that MLEOTA requires. I know someone that was asked to teach a section at JPD's academy and they came back shaking their head and talking about how truly bad it was. They were invited to observe how "great" the academy was from the start of that day till their training session near the end. Apparently the training of the day was "lunch, snacking, and watching tv" until his training session. The recruits apparently sat around watching TV all day. They were not watching training videos either, just daytime TV and movies. Having gone to MLEOTA he was floored. His summary was that if he was in charge of hiring anywhere he would NEVER hire someone that had gone through the JPD academy and that no department in the country let alone the state should consider someone that had gone through it as a police officer.

Last I heard they had started doing marching drills and other things so that they looked good and put together on graduation day for photos but the actual training is still non-existant. Photos of the last class showed several Hinds Deputies in there as well showing that HCSO no longer sends people to MLEOTA and how much their standards have fallen as well.

Oh geez. Both JPD And Capitol police showed up when a young couple got into a fight in my neighborhood. Apparently, each called the " law" and not the " law" the other called! The lines of responsibility are so convoluted, nobody knows where they are drawn. Neither JPD or Capitol police got the right house. I know that the naysayers don't come here. IF they did, and if they drove through Belhaven like I just did recently, they see the restoration! The worst areas are in the city limits of South Jackson and West Jackson and everyone knows it! The " nice" neighborhoods in the 60's are STILL the nice neighborhoods with the same dividing lines and those commenting don't have enough money to buy in CCJ , Woodland Hills, Eastover, LOHO or right around St Andrews Crane Blvd. ( St Andrews Episcopal School is expanding...there's your HINT!). We also love having really great restaurants to choose and being able to have all the goods and services we need without fighting Interstate traffic! A million bucks or high 6 figures is what you'll need now. And, some of us like having neighbors And our churches in easy walking distance close by!

The energy cost on the cameras is definately strange but also not as simple as you are stating. These cameras are going to be much different than what you would have at your house or in a business setting. You are going to want PTZ with actual motorized lenses so that you can zoom in if need be or multi lens camera setups that use 2, 3, or 4 cameras then interlace the video together to provide 180-360 degree coverage. They would also need to be very high resolution to capture tags or do other OCR reliably. If you have a low res camera that is blurry you might as well have no camera at all because a positive ID isn't getting made on a blob.

IR would be pretty useless in a lot of these as you would need large IR led arrays to throw out the IR light for any type of distance viewing. You will also want the cameras recording constantly, yes you could save bandwidth by doing motion recording and that sounds great until your sensitivity or detection settings get messed up and you miss the exact thing that was needed or your video caching gets changed/over written and it detects motion but loses the 10-15 seconds (or whatever buffer setting you use) before the motion triggers. At the end of the day the communication cost here is AMAZING, streaming video 24/7 for $43 a month on cellular is a deal and whatever cell company is providing that connection is cutting them a bargain. Last system I managed with multi cellular connections was $50 a month and we were not allowed that much data movement.

I wouldn't be surprised if the energy cost included some kind of repair or maintenance plan that Dr. Chief messed up and lumped together (or the person giving the info did since we know how great the finance people with CoJ are) but JPD is not taking advantage of that plan because they don't know about it.

I had a crazy woman point a gun at me. I called 911 and Capital Police arrested her because she was walking around the neighborhood waving it around. A CP officer begged me to file charges so I drove to their HQ to do so. The officer who was supposed to be taking my report was visiting with her granddaughter and angry that I disturbed her. She then filled out my affidavit based on what she thought the other officer told her. I dared to correct her (the affidavit I was signing was supposed to contain my version of what happened) and the woman started to bully me which only stopped when I pulled out my phone to record her. About a month later I got a call asking me why I wasn't in court for the trial. I never once got notice and was at home suffering from Covid. I did not follow through. It was clear to me I was dealing with complete idiots. That's CP for you - plenty of the same type of lazy racist idiots that make up JPD.

There are a lot of departments that have civilian employees all around the US. Only law enforcement positions have to be law enforcement and many times other positions should not be law enforcement. The people ordering and keeping supplies, keeping up with assets, evidence technicians, HR staff, etc etc etc. should not be law enforcement. The problem with some departments in this area is that the elected or appointed official running things usually looks down on civilian employees.

I worked at a department where if you were a civilian employee you were basically nothing. The elected official would champion how everyone needed raises but then turn around and use the given funds to only give "certified LEOs" raises. It didn't matter if they were sitting at the desk next to you doing the exact same job as you. You would get nothing and they would get a raise. That person may not have worked the streets in the last 15 years but they were going to get a raise or promotion over you because you were the nobody that didn't go to the academy. Not to mention all the details they would be using county/city equipment to work for extra money each month.

The fact that they have so many sworn officers and so few on patrol is an embarassment.

So basically the police department is actually worse than it was before. Jackson is still a steaming pile of crap. Next

The criminal justice system in Mississippi is third world. All levels. They don't know what they don't know. Seriously.

I doubt Jackson even has 125,000 residents unless you include those folks standing on corners harassing drivers for money or walking in the middle of the roads stoned out.

11 officers per shift is not accurate at all. More like 11 officers per precinct. I know for a fact that there are precincts running with 3-4 officers per shift at times. These are precincts that had 13 officers per shift when JPD had close to 500 officers 20+ years ago. It's a true safety hazard, and it's not gonna get better under this chief.

I don’t live in the city of Jackson, but watch closely from a suburb. It appears this mayor needs to get rid of this Chief before his city caves in around him. Forget she’s pretty and let her go.

Jackson could have an active on-duty, boots on the ground, work force of 438 sworn officers and nothing would change. Tell me why I'm wrong and why.

And yet... JPD manages to have 3 yes THREE patrol cars in I55 between County Line & Meadowbrook at 9:30 this morning stopping people for speeding going to work

The drone camera aspect of this "report" - and therefore by default the reporting of it - needs more detail.

There are several different types of cameras; there are several different installations; and there are several different owners.

To lump the inoperable number into the grand number implies equality across the board - that's like Donald Trump playing with statistics and describing his having lowered costs1600% or his leading in the polls.

Many cameras have been installed by local groups, neighborhood associations, private churches, private and non-profit businesses - and those that have been installed recently all work and exceed the number reported here as operative; hell, there are more than three dozen newly installed and all operative within a two mile radius near downtown that are license readers.

There are the blue light cameras from a decade ago and many of those are not working, while several that are operational aren't connected to the RTC.

The county has been installing another type 'blue light' camera around the city that while working aren't connected to the RTC and don't provide the same tracking info as the LPRs.

Same goes for the cost to operate; the Flock LPRs are solar powered and do not incur the electric costs stated here, nor do they have this cellular connection fee.

Before jumping into the "what a waste of money" argument, remember these numbers were quoted by the Dr. Chief, prior to her wanting to carry the conversation into Executive Session. Looks to me like she was taking after the other department heads within the Horn administration who (with the exception of Teeuiseen and Martin) have proven they can't pour wet urine out of a boot without having the instructions written on the sole.of it, and even then, get it all over themselves in the process.
