Lieutenant Governor Delbert Hosemann issued the following statement.
Lieutenant Governor Delbert Hosemann today announced the appointment of longtime Jackson businessman Sandy Carter as his representative on the nine-member Metro Jackson Water Authority Board, which is tasked with assuming control over operations of Jackson’s water and wastewater system.
“Sandy Carter brings decades of financial expertise, deep knowledge of Jackson’s water system, and a strong commitment to this community,” said Lieutenant Governor Delbert Hosemann. “His experience with municipal bond financing and civic leadership make him exceptionally qualified to help guide the Metro Jackson Water Authority and ensure accountability, long-term stability, and, most importantly, safe and reliable water service.”
The Metro Jackson Water Authority was created during the Mississippi Legislature’s 2026 Regular Session through House Bill 1677. The legislation establishes a nine-member board responsible for overseeing water and wastewater systems serving Jackson and surrounding areas, providing a permanent governance structure to ensure safe, clean, and reliable service at affordable, regulated rates.
Carter is a longtime Jackson resident with extensive experience in finance, municipal bonds, and community leadership. A graduate of the University of Mississippi with degrees in Banking and Finance and a Juris Doctorate, he spent 34 years at Trustmark administering municipal bond issues, including several water and sewer bond financings for the City of Jackson. Having followed Jackson’s water system for more than 20 years, he brings valuable institutional knowledge and experience to the board.
The Authority will formally begin upon the appointment of a majority of its board members and will assume management and control of the systems upon termination of the federal court-appointed interim third-party manager, or earlier if ordered by the court.

Jackson leaders are having none of it. They are filing a “how dare you stop us from fouling up our own water system” lawsuit.

No matter who of which sex or what race or level of experience winds up on this board, after three months of being lambasted by city council, community 'leaders', community agitators and others...they will say, "Wait, I didn't sign up for this shit!"

Are the Jackson appointees qualified in the area of water management or just title driven?
Delbert is a Jackson citizen and sandy is already wealthy and lives in city of Jackson so he’s not looking to be a grifter. Great appointment. I went to prep with his kids. Great family too
