JJ reported yesterday Todd Higgins remained free to steal and vandalize his way through the Fondren area when he was sentenced to three years in prison back in December. Thankfully, Higgins is now off the street but it remains to be seen whether MDOC will come get its boy.

The Hinds County grand jury indicted him for third degree arson later that year. The case was assigned to Hinds County Circuit Judge Adrienne Wooten.
Higgins pleaded guilty to the indictment in September 2021. Judge Wooten sentenced him to serve 3 years in prison but suspended 361 days of the sentence and gave him credit for time served. She ordered him released from jail that day and ordered him placed under supervised release for all of one year. After gaining his freedom, Higgins returned to doing what he does best: being stupid.
PD arrested Higgins again in January 2024 for burglarizing a vehicle at North Mart Plaza. A Jackson Municipal Court Judge set his bond at $2,500.
Undeterred by his arrest, Higgins struck again in February when he allegedly stole two handicapped bicycles from Independence Living. The Capitol Police charged him with grand larceny since the bikes were valued at $5,000. Judge McDaniels set his bond at $50,000.

The police arrested Higgins a few months later in June for allegedly breaking into Q-Customs on I-55 by smashing the front window with a brick and stealing several items. JPD charged him with burglary of a business. A Jackson Municipal Court Judge set his bond at $25,000.
Higgins pleaded guilty to the grand larceny indictment in December 2024. Special Circuit Judge Barry Ford sentenced him to serve five years in prison but suspended two years of the sentence, giving him credit for time served. He is to serve two years of supervised probation upon release.
Higgins went right back to work as he made the most of his um, free time. Social media posts after April 30 state:

The reason why Higgins was not in MDOC custody was not because MDOC released Higgins but rather because Higgins never arrived at MDOC. MDOC posted his profile after it received his paperwork from Hinds County and used an older picture of him for the website posting. However, Higgins never made it to MDOC despite being sentenced to serve three years in prison.
Hinds County Sheriff Tyree Jones said JPD picked Higgins up on April 7. However, there was nothing in NCIC so he was released. There was no detainer on Higgins.
Capitol Police arrested Higgins on June 3 for malicious mischief. JJ is trying to get more information on the arrest. Capitol Police set his bond at $1,420. Sheriff Jones said MDOC has a hold on him as does his probation officer. However, if they do not come get their boy within 21 days, he will be released if he posts bond.

What a friggin' joke. If he had torched a politician's property he would have been arrested immediately.
Who is posting his bail? They should be held responsible for his actions while out on bail.
A parolee stole a car from my father. I started by calling the probation officer and probably went all the way up to Chris Epps who may have been a criminal but was the only person at MDOC who would respond to anything.
Catch him on your property, bash his brains out (what few he may have) break out a window, then call the police ( The Capitol Police)!!!!!

Is it just me or does it chap anyone else's ass that these criminals get arrested / convicted over and over and over and over and over and over and over, etc., yet they spend MUCH more time OUT of jail than they do in jail? What the hell? Why HAVE a justice system if no justice is meted on these scumbags? Arrest them, try them, convict them, jail them. That's a pretty simple, 4-step process. We, the general public, should benefit from the proper application of the judicial system; however, it seems like the criminals always seem to benefit more than we do!
If those two mugshots were actually taken at the date of each arrest, they're a powerful illustration of just how fast meth can age a person. In just four months, the guy went from 'Thirst-trap-webcammer gorgeous', to 'Faces of Meth'.
Four months, is roughly the time it took, during the Holocaust, for concentration camp survivors to go from 'Healthy 19-year-old in Budapeszt' to 'presumed-elderly walking skeleton, upon Liberation'.
Four months of Meth, would seem equivalent to four months as a prisoner in a DEATH FACTORY.
So... how do these guys get started? Psychotropic drugs prescribed after a 'Teen Mental Health Month' initiative? Weed?
