As ABC customers continue to suffer from the meltdown at the ABC warehouse, a House of Representatives committee moved to get them some relief today. The State Affairs Committee amended a bill to allow ABC customers to bypass the warehouse and use direct shipping to get their orders delivered.
ABC warehouse manager Ruan Transport shut down for a week in early January to take inventory. While the warehouse was closed, Ruan replaced the software system and conveyor belt systems. The software was not tested and did not communicate with ABC's MARS software. Ruan replaced the conveyor system with a pick a pallet system. The result was a total meltdown as shipping times skyrocketed from 48 hours to nearly a month as Ruan shipped less than 50% of cases ordered for a month, crippling casinos, restaurants, and package store owners alike. *
The Senate passed SB# 2838 in February and transmitted it to the House of Representatives which in turn dutifully referred the bill to the State Affairs Committee. Committee Chairman Hank Zuber amended the bill to include relief for restaurant owners, casinos, and package stores across Mississippi.
Some highlights of the amendment are:
SECTION 2. (1) This section shall be known and may be cited as the "Emergency Alcohol Distribution Act".... 3) Notwithstanding any other provision of law: (a) A legally authorized purchaser may purchase alcoholic beverages from a legally authorized seller, and the legally authorized seller may sell and ship alcoholic beverages directly to a legally authorized purchaser. A legally authorized seller may use any method to ship, transport and deliver the alcoholic beverages to the legally authorized purchaser. (b) A legally authorized purchaser purchasing alcoholic beverages from a legally authorized seller under this section may possess and sell the alcoholic beverages in the manner authorized by the purchaser's permit.... (5) (a) There is levied and assessed upon the legally authorized seller a tax in the amount of fifteen and one-half percent (15.5%) of the sales price of each sale and/or shipment of alcoholic beverages made to a legally authorized purchaser. The legally authorized seller shall file a monthly report with the department along with a copy of the invoice for each sale and/or shipment of alcoholic beverages and remit any taxes due; however, no report shall be required for months in which no sales or shipments were made into this state....

The solution is dissolve the ABC. There is no purpose for having a government warehouse to distribute private sector retail products. Tax is collected on all other retail products with no problem without all of them going through government warehouses. ABC is the best example of the lunacy of politicians that say we should run government like a business are doing the exact opposite.
GET RID OF THE WAREHOUSE and the entire system. No one wants this!

2:11, along those lines, I've got a dumb question. packs of cigs have the MS stamp on them, I'm assuming that means state collected taxes on them? Honestly, I don't know. When they come into the state, how do they get that stamp? Same thing with alcohol. Does it have a MS stamp too? How did they get it?

As a matter of fact, the ABC wasn't even created for this purpose. Many years ago the primary task of the ABC was to investigate, locate, and destroy illegal liquor stills.
Mississippi Secretary of State website says Ryan Transport Inc had a Notice to Dissolve/Revoke filed on 09/01/2024, and SOS filed Admin Dissolution on 12-01/2024.
So apparently there isn't been a Ryan Transport Inc in Mississippi since December 2024.

Spirits Store Owner here: If you want it privatized then get ready to see your liquor/wine go up by about 20-25% in cost. If you then bitch at said increase, you are either stupid or you do not understand the system and everything else that has been done in the last 3 years.
The tax on liquor I heard brings in around $120 million a year, the state is not going to do away with that after they just voted to eliminate income tax. Privatizing it will only bring in higher costs on that which you are wanting. They will not deliver and work for free. Everyone settle down it is obvious this will pass and deliveries will catch up.
The state needs to get out of the liquor business and find a buyer for the ABC warehouse under construction. Amazon?

Why? I get "free" shipping from Amazon Prime. Are you telling me that a liquor store can't work out an arrangement with UPS? They'd have to be the first business I'd ever heard of that couldn't get a pretty good discount off the rack rate, and it's not like they're shipping one bottle at a time.

5:57 The current system protects you with a rigged market at the expense of the MS consumer. Anyone that's been to a out of state sees how much better it can be. Consumers should visit a Total Wine Store or others and see how much better the selection and prices can be.
The state should get out of the way with their inefficient and limiting scheme, let the private sector handle procurement and distribution and just collect tax at the point of sale like every other product.

Amazon is a multi-billion dollar business with enormous purchasing power to drive shipping discounts. Pop-Pop’s Liquor in greater Pelahatchie isn’t getting a discount for buying 10 cases of Gentleman Jack from UPS.

I didn't never change the oil or check the dipstick and you wern't complaining about how I drove your truck for the past year, you waited until the rods and crank came out the oil pan to start complaining! The dealer says the reman long block is on the way so what's not to like? Not really anyone's fault than it's parked for a few weeks and the warranty is denied.

Part of the reward system during the Scamdemic (ensuring large corporations' cooperation), was the destruction of small retailers/restaurants/gyms (so that big entities could increase their market share). Liquor stores, however, were saved by curbside pickup. I'm thinking some entity has decided that the
'Crisis Strategy' can now be applied to liquor stores. I'm only wondering WHO is expecting to profit
