MDOC Moves Prisoners to Private Prison

MDOC issued the following statement.


Moving some inmates from the Mississippi State Penitentiary at Parchman to nearby Tallahatchie County Correctional Facility in Tutwiler is among the steps the Mississippi Department of Corrections is taking to maintain order in the wake of the recent unrest in the state prison system.

The department has contracted with CoreCivic Inc. to immediately house up to 375 maximum security inmates initially for 90 days.

“The Tutwiler facility was chosen because it is the only location that can immediately take on this population,” Commissioner Pelicia E. Hall said. “The facility is already operational and sufficiently staffed to manage close custody inmates. The department acted swiftly because of the violence at MSP and a lack of manpower to restore and maintain order. We also cannot staff any other facility.

Unit 29, where the inmates were initially housed, has a failing infrastructure at Parchman, which has the capacity for 3,560 inmates. Cleaning continues there from the recent acts of vandalism. The unit has been plagued with vandalism over the years and needs major repair and renovation.

While Unit 32, a maximum security unit, is structurally sound and not condemned, it has been a temporary housing location to separate rival security threat groups, or rival gang members, from further acts of violence.

During the entire process, the inmates’ needs have been met. They have received food, bottled water, and necessary medical attention. Additionally, the Tutwiler facility was inspected Wednesday by the State Department of Health and approved.

“All of the cells passed a sanitation inspection which includes running water, hot and cold temperature availability, and proper lighting,” said Mississippi State Department of Health Environmentalist Rayford Horton. “We also inspected the water quality and kitchen facilities. I am pleased with what I found out there.”

Details of inmates’ movement are usually confidential for security reasons. Department plans call for notification of family members once movement is completed. The prison has about 3,100 inmates today.

The initial plan is to house up to 375 inmates at Tutwiler, which is less than 10 minutes from Parchman, at a cost of more than $2 million. The contract with the Tennessee-based company may be extended for two more 90-day terms.


Walnut Grove Correctional Facility in Leake County, a vacant prison, can house the type of inmates in question, but the MDOC does not have the staff to operate it.

“While the department has challenges, keeping staff and the inmates safe is always our priority,” Commissioner Hall said. “We do not want to see any more loss of life.”

This gives me an idea for a new business... AirDoC. I've got an unfinished basement with leaky pipes and a 50lb sack of rice. Throw a padlock on the door and it will sleep six. Sure I'm out a loaf of bunny bread and some Kraft singles every day but, between the $60/day per guest from the state and the bank I'll make slipping them contraband cell phones so they can update their Insta's, I'll be Livin' la Vida de Epps in no time.

MDOC is lying about Unit 32 not being condemned. MDOC entered into a consent decree with the ACLU agreeing to close Unit 32 because it is so bad and cannot be repaired. If Unit 29 is truly in such bad shape that its infrastructure if failing, then the walls must be about to collapse and it needs to be shuttered too. The Legislature needs to step up and recognize there is a serious problem with this and provide the proper funding. I am not advocating for air conditioning and a country club life style there, just basic human needs like plumbing that works and food without mold all over it.

3:29, check your history, or check your facts, or just check your keypad and keep it quite.

Unit 32 was not condemned, but it was closed in a consent decree for other reasons - dealing with its basic construction as a max security facility - as such the customers (inmates) were confined to individual cells, individual workout areas, and other issues that required more staffing than the state could afford.

To make your claim about it being closed for other reasons is a neat move, trying to make the results fit your wish for facts.

And for all you keyboard experts, what would you propose to do other than move these inmates to another facility when you need to separate the VLs from the GDs? You claim it was done to feather someone's nest - that might have been the case when the state moved to the use of private prisons (most of which the state no longer has under contract) but to argue that the use of Tutwiler is to feather a contributor's pocket is cute, but (1) there is nothing to connect Tutwiler to a contributor or supporter, and (2) you propose nothing else as a better alternative.

Either suggest a better solution or go use your fingers to play with something more gratifying than a keyboard.

Build a massive multi section fenced enclosure and put them on Tent Cities like Joe Arpaio did. Prison should be a lot harder. Especially hard for the worst of the worst. Why do prisoners have rights to begin with?

I'm all for inmate safety and constitutional rights, but throwing more money into this is not the solution.

I've visited both Parchman and Walnut Grove in a professional capacity, and Walnut Grove would be a great place to house these inmates while Units 29 and 32 at Parchman are repaired and bought up to standard. The question is, how much will the state pay the families of the inmates recently killed, and how much money would it have taken to staff, maintain and repair Parchman properly ---- just like everything else in this state, something must completely fail and lawsuits settled before anything gets fixed.

The criminals tear up the prison making then unlivable.
The criminals fight & kill each other.

Two million dollars every 30 day to house a few hundred prisoners? How is this commoditization of prisoners working in the long-run for our so called "conservative" state? Instead of investing in our state prison system, we're going to burn cash at a private prison and do very little to actually address the situation that caused us to ship prisoners to a for-profit prison in the first place?

10:44 - Parchman Farm has been operational for exactly 119 years. All but 24 of those years Democrats controlled every facet of state government here. That's somewhere in the neighborhood of 100 years that this every-notorious prison system has been controlled by the party you prefer.

You people never see value in government operations being transferred to the private sector. You bitch about private prisons and you bitch about republican leadership, yet you ignore reality, history and economics. It's also noted that you people never offer suggestions.

When the prisoners were required to work, Parchman was a self-supporting facility and violence was very rare; but a few smart lawyers decided that was "inhumane" and now you have a bunch of folks with too much time on their hands and nothing to do but start shit with one another. Find a way to put prisoners to work and save money on both ends. I have to work for my housing, food and clothing, why shouldn't they??

4:48, until fairly recently EVERYone in Mississippi politics was a Democrat regardless of how conservative or liberal their beliefs may have been. There were NO Republicans, at least by name, until maybe 30 years ago if that long. Before you say anything about other people "ignor[ing] reality, history..." you need to do a little historical research yourself. (After thought: Ok, yes there were some Republicans during Reconstruction, but they were all carpetbaggers...)

Yeah, so maybe I'm channeling a little Gil Carmichael this morning...

@5:21 p.m. Nice try, but the reason the consent decree was entered into by MDOC was, at least in part, because Unit 32 is improperly constructed and cannot be fixed. The word "condemned" was not used in the consent decree admittedly, but there were serious health and safety violations occurring in 32. For instance the water intrusion, the inability to keep the cell temperatures below 120 degrees, the lack of proper lighting, and the infestation of mosquitoes. During the litigation, MDOC figured out that Unit 32 was in such disrepair that it could not be fixed. It that isn't condemned, I don't know what is, but have it your way, it wasn't condemned. So that leaves all of the above problems still in place. Placing inmates in Unit 32 will simply lead to more lawsuits and ultimately cost the State even more money. Be that as it may, I was simply pointing out that if MDOC couldn't fix Unit 32 ten years ago, but had to resort to placing inmates back in there because Unit 29 is in such disrepair right now, then the walls must be about to fall in. MDOC, for all of its failings, knows that placing the inmates in Unit 32, even for a short period, could lead to new litigation, so they must be desperate. I don't have a problem with them housing them in the private prison for the time-being. My point is that until the Legislature listens to MDOC and provides adequate funding to run the place properly, it is just going to get worse. Yes, the inmates are responsible for tearing up the place and killing each other, but that is to be expected--after all they are criminals.

I would suggest you go back and read the history of Presley v. Epps and the background of the litigation that led to the consent decree. I would also suggest that you learn how to distinguish "quiet" from "quite."

Dude, stop while you are ahead!? Joe Arpaio runs a Jail, not a prison!? He's cost the citizens of Maricopa County a sh*t load of money due to the numerous lawsuits filed against him and the county had to payout!

You can't preach fiscal conservatism and do dumb sh*t that costs the taxpayers more money in the long run.

20 years with Phil Bryant as Lt. Governor and Governor, 8 years with Reeves as Lt. Governor and people were dumb enough to promote Reeves to Governor assuming he's going to fix the problems he and Bryant helped to create or worsen!?

I'm almost certain I know more of that history than you know. The point I made is that people need to quit bitching about modern day Republican leadership since we've only been at it for a relatively short period of time. The past forty years are not part of the history to which you refer and certainly you know that Fordice, Barbour and Bryant are the only Republicans who occupied the office since reconstruction (discounting a carpet-bagger or two)and it's only recently that we've owned both the house and the senate.

Keady ran the prison system at the behest of Rims Barber and Dyer thought he ran the state. Dyer is dead and has no legacy to speak of. Keady is dead and ruined our prison system forever.

The only downside is seeing how many public services Reeves will try to privatize in order to pad his donor's pockets.

809, I'm not sure of your age, but either your memory or your history has some shortcomings.

30 years? By my math that would be 1990. While not anywhere near being a voting majority, and earlier not even a voting nlock, but there were Republicans active in state politics in the 70's, and even in the 60's. And these were true Republicans, not Dems that decided to run as Repubs in order to have a chance of winning, or Dems that moved over to have a decent sandbox to play in.

Rubella Phillips ran a decent race for Governor in 1963. A Republican was elected to Congress in 1964 and would have stayed in Congress for a long while if God had not told him he needed to run against Big Jim. Of course there was the Carmichael race for Governor that the Dems stole, afraid that all their cap would be exposed if they didn't 'adjust' a few votes in North MS. Two Republic were elected to Congress in 1972.

All this to say there were some Repubs before Kirk Fordice and Eddie Briggs in 1991. Granted, none of us were able to influence state government decisions during those years, but a vocal minority did exist - and actually push for true conservative principles and ideas. Unlike some of today's 'Republicans' (generally older elected officials) who are wearing the title because of their geographic home, not their philosophical home.

This shit is much more serious than any of us knew. If you listened to Gallo this morning you learned a bit. The gangs in prison run the prison. They're in charge of the inmates. They all have phones and they discipline (beat or kill) each other at will, while being connected to Chicago gangs as well as directing the daily activities of thugs in Jacktown. Some of them are making six figures while incarcerated and a cell phone sells for $1000 at Parchman. Think about that. A guard (who is also a gang member), making $13.50 an hour can pass off a cell phone and pocket a thousand bucks.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
