Gun & Badge, Anyone?

 It appears the Executive Director of the Mississippi Board of Dental Examiners likes to wear a gun and a badge when he leaves the office. 48 Hours, anyone? 





The pictures were taken over the last year. The Director leaves the badge in his vehicle when in the office as well. 

Chris Hutchinson became Executive Director in October 2018 after the Board forced his predecessor, Diane Howell, to resign after serving in that position for 24 years.  Earlier post. Mr. Hutchinson's immediate previous employment was at the Public Utilities Staff. 

The Mississippi Department of Public Safety said it had no record of Mr. Hutchinson graduating from the Mississippi Law Enforcement Training Academy nor did the Department of Minimum Standards have a record of him graduating from an academy as well. 

State agencies that have law enforcement functions such as MDOC, Attorney General, State Auditor, and of course, DPS issue such badges.  

JJ contacted Mr. Hutchinson.  The Executive Director immediately transferred yours truly to in-house counsel.  The lawyer said he would issue a response later.  

Kingfish note: It is interesting that all of the pictures are taken at restaurants.   Why should the head of a state agency that regulates dentists wear a gun and badge at all? Has anyone seen the Directors of the Medical, Nursing, or Pharmacy Boards wearing guns and badges?

I thought carrying a firearm on duty was a termination level offense for state employees unless they are sworn law enforcement? State employees with enhanced permits have been told for years they cannot carry at work.

I don’t know about directors but inspectors frequently do wear badges and firearms. 90% of what they deal with a drug violations. If you walk in to shut down a fraudulent opioid prescription operation, you better be armed.

Having the gun via open carry is one thing. Even then, one would still have to comply with any other applicable directives. However, having the badge and the gun, looks like he's trying to play "LEO," especially given that he's got it around his neck on a chain. Any LEO agency head might have a badge on their chest or in the pocket. And the only logical question to follow is: Why is he doing this?

Maybe he occasionally needs a badge (maybe). But why wear it all the time? And a gun? If I was raiding a dental office where I needed a gun, I would get local police, sheriff, etc. to assist in the raid. Because they are trained and have guns, tasers, kevlar vests, etc.

This looks like someone with an ego and a lack of common sense.

@11:10 am, to answer your "WTF kinda dental board do we have here?" the first answer is it's run by someone who's apparently a buffoon and maybe trying to get law enforcement discounts or free meals at restaurants. Second, you have a board member who resigned a treasurer's position with a coast organization because of alleged financial improprieties, but he's still sitting on a board that makes decisions about other people's professional licenses when they have missteps. Meanwhile, the gun toting, badge wearing ED has done nothing about said board member.

Apart from being a total douche, not sure if there is a crime. You don't need any special authority to go to a police supply store and buy/design a badge. DA's and ADA's are not issued badges, but most go to a police supply store and get one that has been designed and approved by the office. The crime occurs when one uses a badge to impersonate a LEO for instance, pulling someone over, etc.

His argument is no doubt that he is an inspector (of dentists?) and most code enforcers have a law enforcement function and many have badges. It is a bad argument, but it is probably what he has been telling himself for the last year.

How interesting. My wife filed a complaint against a dentist and the “Board” made up of dentist said her dentist didn’t do anything wrong. They took almost a year to conduct the investigation. She requested documentation of the “investigation”. Her request was denied. She was told that since The Board of Dental Examiners is a law enforcement agency they are not required to respond to Open Records requests. We knew at the time that they were not a law enforcement agency. We contacted the Governor’s Office and were told no one really has oversight of the Board. I wonder if there are others whose legitimate complaints were denied? It would only be fair for the powers that be to reopen and review all of the cases that were denied since this individual has been in charge.

I am all too intimately (not sexually--ha ha NEVER!) aware of Mr. Hutchinson. I have watched him since 2018 at the Board meetings. He is out of his depth. He knows nothing about dentistry. At many meetings it has been clear that he does whatever the powerful members of the Board want him to do. He was helped in these endeavors by the recently resigned Board attorney.

I have watched the serious corruption of some members of the Board upfront and personal(ly) as a non-dentist. Until recently, the Dental Board had the same attorney as the Medical Board for years! (No conflict of interest there!). I have complained formally to both Boards to stop this attorney from representing both boards, and nothing ever happened.

I have watched the Board carefully for over 3 years. THERE IS NOT ONE SINGLE DENTAL SPECIALIST ON THE BOARD. NOT ONE. Also, not one female dentist on the board, despite having probably 50% of MS's dentists being female.

Because the Board chooses "good ole boys" (and they have one 'set aside' member seat for an African American!), they know little to nothing about issues that come before them, because they are all general dentists. Not one pediatric dentist, orthodontist, oral surgeon, periodontist, etc.

If you're retired, go watch a Medical Board meeting vs. a Dental Board meeting. It will open your eyes.

I, like many others, watched the Board dither around for nearly 3 years regarding sedation protocols, especially in regards to putting pediatric patient under GENERAL anesthesia in dental OFFICES!

It was clear the Dental Board was going to do whatever the large corporate dental corporations wanted, in order to maximize putting small (mostly Medicaid) patients under general anesthesia in their offices.

The Board bent over backwards regarding training, grandfathering, etc. to allow this practice to continue, unabated.

I have nothing but disdain for the Dental Board over these years, and their previous attorney.

Call Governor Reeves (601-359-3100) and ask to speak to Marcus, an assistant. The Governor is the only person in the state who can fire every dental board member and the Ex. Director.

The Dental Board is a joke. Barney Fife is simply the tip of the iceberg.

404, the Governor cannot 'fire' board members of the Dental Board. They are appointed for a term. And (without looking it up, but its a good bet) if it is like most of the 600 boards/commissions in the state, the Governor cannot hire or fire the Executive Director - that is reserved to the Board itself.

But thanks for your opinion. Wonder if the accuracy of this closing statement reflects the accuracy of your diatribe about the board's handling of your complaint. Probably not, but it does at least raise the question.

You meant DDS or a DMD. A dentist with a DDS has earned their Doctor of Dental Surgery degree; one with a DMD earned their Doctor of Medicine in Dentistry or Doctor of Dental Medicine degree.

Too all the folks above (dozen or so) that have converted this into a question about open carry - I open carry, its legal; I open carry every time I go into Jackson; etc - one question. Do you wear a badge around your neck? Do you carry and wear the badge only when you go out to eat in a restaurant?

Or, are you on the other hand a responsible, law-abiding citizen that is exercising your right to open carry - but not pretending to be a LEO for any reason but especially for the dipshit reason of getting a free or discounted lunch?

There is a big ass difference, and your comments about 'your' open carrying for whatever reason does nothing but show your ignorance about the post because you left out a major part of the story. He wears a badge he is not entitled to, and only does this it appears when he goes into a restaurant.

Now, of course, if you do this as well, you too are a douchbag. But I truly suspect that none of you do that and you just missed the point of the post.

Cross draw is not unusual. That's the way I carry. It's much easier to draw ACROSS the stomach than cock your right elbow up and draw upward. Nothing 'slow' about it. In fact, much faster (and even more discreet), especially when you're seated in a booth, a chair or with the back of a vehicle seat at your elbow.

But, almost nobody who 'open carries' is going to engage in a 'drawing contest'.


By the way...All sorts of employees in this state are issued badges. Examples are state audit field employees, Employment Security Fraud Reps, other agency reps responsible for knocking on doors and conducting investigations. But, we all agree this clown wants everybody to think he's LEO.

Barney never once got a discount at the diner!

@6:09am Most of the employees you mentioned may have a badge but are not permitted to have a firearm while on the clock even if they have an enhanced carry permit. The state of MS does not allow non-LEO employees to carry firearms while on the clock.

It is much easier to draw a firearm from a cross draw holster when seated than it is to from a strong side carry. When I’m in Jackson I carry cross draw. Although I do my best to never stop my car. But if I was stupid enough to actually dine at a Jackson restaurant I would want my firearm in a cross draw position.

I cannot let this one go by without comment. Anyone who thinks a crossdraw holster is for the average individual, even trained officer, is sadly incorrect.
They are inherently unsafe. They require specialized training and regular practice to use competently. They are designed for the bodyguard/driver who needs to draw his weapon while seated behind the wheel. Or the handicapped guy in a wheelchair. They are not designed for the average (or below average) guy walking around with a weapon.
Drawing the weapon you have to sweep the muzzel across potential victims before getting the sights on target. Anyone standing behind you or alongside you is in danger of being shot with an accidental discharge.
And carrying the gun like this you invite someone to take it away from you. Fools walk around with this type holster.

Please allow me to add. Appendix carry is preferable for someone who thinks cross-draw is for them.

Another primary negative for cross-draw is that the shooting arm can get pinned to the body, which carries a higher chance with open carry. With appendix or side, you can at least get a shot off into the person on you if you clear the holster.

Has it been determined that Chris the Kid has cause to display a badge? On it's face this looks bad that the exec dir of the dental board, of all things, openly displays a badge (I assume he is not LE, otherwise) AND carries his firearm in such a unique manner.

At some point he will been in a situation where he is looked upon to act in the capacity of a law enforcement officer and he cannot OR a duly certified, sworn and in uniform law enforcement officer will ask him to show his credentials. If his credentials show a current firearms qualification he's gold. If he can or cant produce the appropriate credentials I do believe that will settle this.

7:28 - Thanks for that red herring, but I didn't mention carrying a gun being a right in that post. In fact, in an earlier post I did in fact state that carrying or possessing a firearm on duty is a violation of policy unless authorized specifically to do so (state employees).

I did defend the so called practice of cross-draw, in general, since several posters seemed to think it was nuts. But, my primary point is that there are more than a few state employees who carry and produce badges who are not LEO.

This clown obviously wants to be perceived as LEO in order to get a lunch discount. Whatchu bet he's also driving his company car home which puts him on duty 24/7, armed.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
