Enterprise-Journal: Trooper accused of rape


What the hell is going on at the Mississippi Highway Patrol?  The McComb Enterprise-Journal reported on April 25 a woman alleged she was raped by a trooper of the Mississippi Highway Patrol:

The Pike County Sheriff’s Department is investigating allegations that a state trooper raped a woman during a traffic stop earlier this month.

Deputies responded to the emergency room at Southwest Mississippi Regional Medical Center on April 5 after a woman in her early 20s went there and asked to be examined for a rape that she claimed had occurred earlier that morning.

Chief Investigator Bruce Fairburn said the woman, whom he would not identify, told deputies that she received a phone call from her younger brother shortly after midnight April 5. He told her he was being stopped by the Mississippi Highway Patrol near Summit.

The woman reportedly drove to that location and saw her brother’s vehicle pulled over by two MHP vehicles. Her brother was being stopped for a traffic violation, Fairburn said.

She reportedly got out of her vehicle and approached the troopers to speak to them.

One of the troopers administered a portable breath test on her, told her she was under arrest for driving under the influence and placed her in the back seat of his patrol vehicle.

She told the sheriff’s department that a short time later, her brother and the other trooper left the scene, and the trooper who arrested her moved his vehicle to another location, then allegedly assaulted her inside the vehicle.

She said the trooper then released her from custody and left her where the alleged assault occurred. She was not charged.

The sheriff’s department has not released the name of the trooper under investigation.

Fairburn said the woman called a family member for transportation, then sought medical treatment. He said results from rape kit tests have not been received yet.

“No arrest has been made as of yet, and the case will be presented to the Pike County grand jury,” Fairburn said.

He said the Mississippi Bureau of Investigation is conducting an internal inquiry.

Both MHP and MBI are divisions of the department of public safety.

Warren Strain, spokes-man for the Mississippi Department of Public Safety, turned down the Enterprise-Journal’s requests for information and repeatedly referred to the sheriff’s department’s investigation as a “personnel matter.”

It’s unknown whether the trooper is still on duty.

First IQ Test: Driving your car (while intoxicated) to a location where you know with certainty MHP officers are on duty.

Question: Since MHP has already acknowledged it has no problem with consensual sex while an officer is on duty, if it turns out the 'victim' offered it as a gratuity of some sort, will all be well in the Department?

The Trooper has been allowed to retire. Now the other Trooper has been suspended for 10 days, demoted, but allowed to stay in the Brookhaven District - "watching his fellow man's back" so to speak!

Supposedly, the female offered to make a deal with the Trooper and he agreed. Now some three weeks later, the female comes forth with the rape allegations. Maybe that's what happened between the Trooper and the trucker.

This sounds just like same mentality in regard to a brutal rape of a 15 year girl by several high school football players in Stubenville, Ohio a few years ago. Blame the drunk little girl and on to yet another state championship......yes indeed..... You , Mr. Strain, are a disgrace.

I always thought State Troopers were the best of the law enforcement and actually had some respect for them. I guess we really can't trust any cops at all.

Mr. Strain is the mouthpiece for the agency. He says what they tell him to say. If the lawyers tell him something, he does it. Period. Criticize the lawyers and Cruz, they are the ones who decide what he can do.

10:30 troopers are not true law enforcement officers. They do not even have police powers like real law enforcement officers do. They are only traffic cops. Their whole academy time is spent on writing tickets. They do not even work 24/7 365. Their late shift ends at 1:00 am unless there is a wreck somewhere.

I was tasked with serving a subpoena on a game warden who had raped a 12yo boy. I don't really have any experience with other game wardens so I dunno.

E-J seeks probe of DPS records refusal

The Enterprise-Journal is asking the Mississippi Ethics Commission to compel the Mississippi Department of Public Safety to release information concerning allegations that a state trooper raped a woman in Pike County last month.

A request for opinion mailed Friday outlines nine reasons why DPS is in violation of the Mississippi Public Records Act by refusing to release an incident report and basic identifying information about the trooper under investigation."

+1 @11:02. I've always understood the hierarchy to be city cops, followed by sheriff's deputies, followed by state troopers. There was a time not so long ago when, if you couldn't get a job anywhere else, you could join the highway patrol. Frank Poncherello and Jon Baker, these guys aren't.

I am a former long-term career prosecutor that worked in several different counties in difference parts of the state. State troopers are the sharpest looking LEOs because they are military minded on uniforms, vehicles, and discipline. They have very narrow training however and know little about the law beyond traffic offenses and auto accidents. 90% have zero investigative skills. Their reports are not reliable because they tend to be so short. They are notorious for ignoring subpoenas to trials. Many tickets, and even DUIs, get dismissed because they don't come to court. I'm not mad at them, I'm just telling what I have observed over the last thirty years.

We have former governors who would not have put up with this type behavior for five minutes. Frontiersmen are experts at coming up with what to tell the public just like they do for political campaigns. You can bet the phone call was made "Josh, Albert Earl here. 8:24 here. What I mean about seventy five years is the attitude of the MHP. They're taught to strut and they're taught they are the top-tier when it comes to force, the trampling of rights, jack-boot tactics and insulation from reproach. A storm-trooper mentality is drummed into their heads.

And, no, there is not another governor of which you are not aware. These officers are 'above' the governor. He admires their polished boots and gets off on their ability to drive him around at 87 mph. It's 'shits and giggles' for Phil.

Maybe we need 'that girl' Mabus put in charge of the Department.

Happens more than is reported. Usually it never gets out of the dept. They had a lesbo trooper recently who took pictures of she and her girlfriend making it and uploaded it on her in car tropper computer. Was smart because when it crashed the pictures we discovered. Santa Cruz probably still looks at them.
