Bill Crawford: Low Labor Force Participation Rate & Childcare Access Linked

Mississippi had the nation’s worst state economy based on 2023 data, according to CNBC. Factors CNBC considered included economic growth (0.7% for Mississippi), job growth (0.1%), debt rating and outlook (Moody’s Aa2, stable), major corporations headquartered in state (none), and foreign direct investment (.003% of GDP).

“The Magnolia State’s economy is hardly thriving,” CNBC reported. “Growth was among the slowest in the nation last year. Job growth was weak, too. Underlying it all: the lowest labor force participation rate in the nation, by far, at a seasonally adjusted 53.8%.”

Ah, there it is again, Mississippi’s lousy labor force participation rate.

Lt. Gov. Delbert Hosemann sees improving labor force participation as a top priority. He appointed a special Senate study group led by State Sen. Daniel Sparks to develop a state response.

On September 11th, the Mississippi Early Learning Alliance (MELA) released a report entitled “Child Care: A Critical Piece of Mississippi’s Labor Force Puzzle.”

“While there are many possible avenues to addressing Mississippi’s labor force participation rate challenges, one lever that has not been fully explored is the role that childcare access and affordability has on parents’ labor force participation.”


The report provided significant data to support its contentions, including the following: “In 2023, Mississippi had close to 90,000 parents reporting that they were not working or were working part time due to family responsibilities. These parents amount to an estimated 7% of the Mississippi labor force.”

Days later, Empower Mississippi taped a podcast with Lt. Gov. Hosemann that focused on labor force participation. Hosemann said his goal would be to raise Mississippi’s rate by 7 points to the national average of 61%.

His thoughts to do that included getting more youth interested in work by reducing absenteeism, more career counseling in schools, better access to career technical courses, and engaging them in summer and after school jobs. He also thought free community college tuition and better post-incarceration pathways into the workforce would help.

Missing from the dialogue with Empower Mississippi CEO Grant Callan was any mention of childcare availability.

In August, Empower had released its own report. The apparent intent of An Interim Report on Labor Force Participation in Mississippi was to provide an overview and data to inform the problem but not to offer solutions. The report’s data focused on the key demographics of age, sex, race, and educational attainment. Availability of childcare only appeared within a side note saying several other factors should be taken into account.

The MELA report suggests it should become more than a side note. Improving the availability and affordability of childcare could help the Lt. Governor find his 7 points.

How is it possible for an adult, able bodied person to not "participate" in the work force? Since I became an adult I've always had to work. I needed things like food, clothes, and a place to live. I also enjoyed luxuries such as electricity and running water. I wasn't able to have any of these without working. What was I doing wrong? Was there a way for me to have the necessities and some luxuries without working? I must have been an complete idiot to waste my time going to a job I didn't particularly enjoy for wages that seemed inadequate when all I had to do was "not participate in the work force" and still have my needs met.
It seems that our "safety net" of entitlements has made it possible to withdraw from the workforce. I believe our safety net has become a much too comfortable security blanket and should be trimmed back. We don't need more benefits like access to child care, we need people to take responsibility for their lives. Most people don't always enjoy their work or think that their pay is sufficient. But in the past they had to work or go hungry. Now, they seem to have other options. They either have some very generous friends and family who are supporting them (doubtful) or they are being taken care of by the tax dollars of the ever shrinking number of people who still work. As a working taxpayer, I resent it.

9:14 am Even my boomer generation often needed two incomes in a house to make ends meet when they started out in the job market. And, you seem to have no clue that not all working fathers make enough money or have good health coverage (which usually doesn't start until 6 months +) if you employer provides it.
There is no substitute for a mother. Even a good, hired caretaker doesn't have the same invested interest in your child and there are lots of studies of the importance of bonding with a parent. But you need to first find out what childcare cost is these days. Start with that. Find the cheapest child care you can if you don't have a grandmother or unemployed relative available.
You also don't seem to know that not all women can afford an ob-gyn to get a prescription the birth control pill or afford to have an IUD inserted and regular checked. Some women have bad reactions to both those forms of birth control. Some women get raped. Some women are foolish enough to believe the guy really loves her. You don't seem ever to worry about the father and we sure don't require much in forcing a Mississippi father, even with money to pay his fair share. Hiding income is so very easy here.
The other methods are less reliable so "accidents" happen and a baby is conceived.
If you get TIME magazine you'll see a black woman from Jackson on the cover. You can read how she is helping single mothers get off welfare. It's actually very cost effective and just needs enough willing donors.
Some women and men are really not capable of holding a job. You would not hire them. Their children may or may not be perfectly normal and capable of achieving a good life for themselves. Their odds are not great if they can't get to school or become disabled from a lack of adequate food or medical care.
We don't enforce laws against truancy to try to keep kids in school or really do much of anything about home schooling. It's awfully easy to pass any test if you know what will be asked and just as easy not to ever understand why the question mattered or it's relevance. Not all parents are good teachers.
You hate crime? You hate people that aren't fit to work? Well, they started out as children with an almost blank slate.
You love babies until they grow up into someone you don't like and you haven't bother to find out why they turned out so badly.
You imagine that those on assistance are doing well. I suggest you look at the actual amounts those on welfare get and if you've got guts, try to live on that each month. I won't ask you to pay your house note or rent...just utilities and water and groceries and clothing and either gas or $5 minimum for transportation. You'll need money for stamps and envelopes and pens to pay bills if you can't qualify for a credit card. You child will need baby formula and diapers and later lunch money and supplies for school.
I could go on, but instead of buying into nonsense try thinking things through by putting yourself in their place .Try volunteering to help the poor in a way that gives you a chance to know the people you are helping instead of just donating goods or money.
And the irony is that it costs the poor more to buy furniture and clothing and one reason is that what they can afford or get used doesn't last and on time, they pay far more than the value in the end.

Crawford and many Democrats maintain kids are wards of the "Communiy", that is, the State or Central Planning. Children are easier to bend into servitude if parents do not interfere. Hence Democrats and statist bureaucrats attack the traditional family. With Elon Musk's help as Czar of Beheading Unnecessary Bureaucrats, perhaps Trump can drain a vast swath of the miasmic DC Swamp.

We have the most single moms with no involved father in the country . Why? We have the highest per capital percentage of the demographic that is disproportionately the highest in that situation. Housing projects in the Delta and Jackson are baby factories. Then the babies end up just like the single mom that doesn’t work and the dad that isn’t involved and also might not work. This isn’t rocket surgery. Name something we are last or nearly last in, name the demographic that disproportionately lags in that statistic, then consider that we have the highest per capita percentage of that demographic. It’s past time for that demographic to take a hard look in the mirror and do better

I challenge Crawford, Delbert, Delbert's Committee, The State Auditor, radio talking-heads and the House Speaker, individually or collectively, to prove that the 'labor force participation rate' is anything other than fabricated, hoodoo nonsense.

Other than records revealing new and continued claims for Unemployment Insurance (assuming that goes into the magical calculation), what's left:

1) Telephone polling to ask how old you are, are you working or looking for work? Are you institutionalized?

2) Unemployment Insurance claims that were exhausted during the period and assumptions as to whether those people went to work, died, dropped out of the labor market or claim they’re seeking work.

3) Magical guesswork and magical revisions to magical guesswork.

Raise your hand if you have ever been polled for this information? Do you answer your phone and take polls? Name somebody who has ever been polled. Raise your hand if you have any idea which federal or state agency might conduct such telephone polls. The State does not conduct such polls. Who does?

Not only do we NOT know how many Mississippians are in the work force, if we did, we would not know how many are working and how many of them are looking for work. And the work force is supposedly a combination of those two.


The federal government pencil-pushers tell us the Labor Force Participation rate is calculated by “dividing the number of working-age citizens (16 to infinity) actively seeking employment or currently working divided by the total number of work-eligible citizens multiplied by 100”.


Digest that definition. Then imagine how the government can possibly determine those numbers. They can’t. Nowhere in the calculations is there mention of people who are retired, those who are unable to work due to physical or mental limitations, those who claim they can’t arrange daycare, those who have no transportation, those who are happy sitting on porches and those who work for cash and pay no taxes.

When Delbert’s committee realizes there is no scientific method of measuring the variables, they’ll be left with magical guesswork, speculation, illegitimate polling of imaginary people, use of old census data and the hoodoo of monthly revisions. But the committee will have met, and Salter and Crawford can write another article.

Yep 10:32, that was an accurate snapshot of the Mississippi Delta.

No reasonable person can argue that region as a whole, doesn't have a negative impact on any Mississippi statistic.

Question: After so many years in office ...why hasn't Bennie done anything about poverty in his district.

Answer: He's making a shit load of money,
Plus, a couple of Bolton "fish fries" twice a year is all it takes for many of his
constituents to keep sending him back to DC.

Since 1964 when LBL made his promise of having people vote Democrat for the next fifty or 100 years, Democrats have used programs, crime and chaos to take over and destroy cities and states…with the goal of making said cities like Jackson into a one-party city…and states like California into a one-party state.

What low wages? I ran wage and benefits surveys in this labor market for at least 25 years. It's a myth (perped by you people who don't want to work) that this area pays low wages. Nothing could be further from the truth.

Sidenote: I love how you won't see any talk about Trey and his road welfare projects here. Ill-spent funds from our Republican leadership doesn't push ads I guess.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
