Repeating his deadly Covid-19 nursing home policy, New York Governor Andrew Cuomo forced group homes for the mentally disabled to accept Covid-19 patients, even though the virus is more deadly for such patients. The policy even banned the group the homes from testing for the virus even if the subject was coming from the hospital. Fox News reported:
Gov. Andrew Cuomo's administration ordered homes for people with developmental disabilities to accept coronavirus patients — and never rescinded the order.
The April 10 directive, which mirrored the Cuomo administration's controversial order to nursing homes, also told homes for people with developmental disabilities that they could not require hospitalized residents to be tested for coronavirus prior to admission or readmission.
Five hundred fifty-two residents at homes for people with developmental disabilities have died of coronavirus, the New York Office for People With Developmental Disabilities (OPWDD) told Fox News on Monday.
More than 6,900 people out of the more than 34,552 who live in such resident homes have been infected with the virus, according to OPWDD. .... Article
The order states patients must be asymptomatic even if infected. The order (posted below) states:
During the COVID-19 public health emergency, all Certified Residential Facilities must have a process in place to expedite the return of asymptomatic residents from the hospital....
No individual shall be denied re-admission or admission to a Certified Residential Facility based solely on a confirmed or suspected diagnosis of COVID-19. Any denial of admission or re-admission must be based on the residential provider’s inability to provide the level of care required by the prospective individual, pursuant to the hospital’s discharge instructions, and based on the residential provider’s current certification. Additionally, providers of Certified Residential Facilities are prohibited from requiring a hospitalized individual, who is determined medically stable, to be tested for COVID-19 prior to admission or readmission.It is probably a safe bet that a good number of these disabled patients lack the mental capacity to follow covid-19 protocols such as masking and social distancing.
The death rate for the intellectually disabled living in group homes is double the rate for the general population of New York. The Disability and Health Journal stated in a June 2020 study:
People with IDD living in residential group homes were at greater risk of severe COVID-19 outcomes: case rates – 7,841 per 100,000 for people with IDD compared to 1,910 for New York State; case-fatality – 15.0% for people with IDD compared to 7.9% for New York State; and mortality rate – 1,175 per 100,000 for people with IDD compared to 151 per 100,000 for New York State. The continuous flow of new information showing Cuomo made absolutely horrible decisions regarding the pandemic makes him ineffective. He will be facing legitimate criticism for the foreseeable future which will impair his ability to lead. He needs to resign now for the good of the citizens of New York.
