Senate amendment allows teachers w/enhanced CCW permits to carry at schools.

Leftenent Governor Tate Reeves issued the following statement. 



The Senate Judiciary A Committee passed legislation today to add security to school campuses and offer training for staff, Lt. Gov. Tate Reeves said today.

The proposal was placed into House Bill 1083 by Sen. Briggs Hopson. The Vicksburg Republican chairs the committee. The plan would apply to public and private schools, as well as universities and community and junior colleges.

“The safety of our students while in the classroom should never be in question, but that is not a given in today’s schools, unfortunately,” Lt. Gov. Reeves said. “By allowing more school staff to receive proper training on how to respond to immediate threats, I hope we can avoid the tragedies we’ve seen on campuses around the country and in Mississippi.”

The amendment allows school leaders the option to seek proper emergency response training through an approved course by the Department of Public Safety. Staff members could provide immediate protection before law enforcement arrives on campus.

The effort is an expansion of the Mississippi Community Oriented Policing Services program, which passed in 2013. That program matched local funds to place more trained officers in public schools around the state. Link to bill.

Kingfish note: Here is an additional suggestion if the Legislature is going to go down this path.  Most major cities or counties have a reserve officer or deputy program.  Allow teachers to complete the program.  However, such programs usually have an annual hourly service requirement.  Hence the extra manpower at events such as the State Fair and Dixie National Rodeo.  Waive that requirement for teachers since they are already full-time government employees.  Require that they qualify with their weapons on a regular basis.  If they don't qualify, then they have to leave their weapon at the range until they qualify.    Only a handful of teachers would probably exercise this option.  However, it allows them to get weapons training and law enforcement training if they so desire.

If someone can steal your CCW "Concealed Carry Weapon" then you're not doing it right.. and Kingfish, leave their weapon at the range until they qualify? Are you serious? So someone without a EC can carry concealed but if I didn't qualify then I need to give up my weapon to the range? Get serious

That is standard procedure at every law enforcement agency. But of course, you already knew that. I'm talking about them qualifying at police ranges since they are part of the reserve program.

Well the weapon left at range is a service weapon. It can belong at the range because it belongs to a Law Enforcement entity. You cant make someone using their own personal weapon leave it "at the range". Also, if you're saying state issued service weapons to teachers who complete class, that's a whole other can of worms for the litigious folks.

Kingfish. I agree with your statement 100% (well maybe except the range part of leaving your firearm, but that is no biggie, just a detail. Leave it home maybe?)

I am NRA instructor certified. have the conceal ccw with the IC (Instructor course) endorsement and I can tell you, nearly anybody can pass that class. I shoot a whole bunch, and I do it with my conceal carry only, because that's the gun I plan to use if things go bad. They for SURE need to qualify at minimum every 6 months (3 would be better). My wife went through the class 2 years ago and passed. This past Saturday we went to the range and she had to learn all over again. Why? cause it ain't like riding a bike. You MUST SHOOT to stay sharp.

If an armed security officer could not take on the FL school shooter (who was armed with an AR-15 that he legally purchased) what makes them think a teacher would have been able to do so?

And by the way, it is not uncommon for a criminal to wrestle a gun from a well-trained policeman. What makes them think the same cannot happen to a 120 pound female teacher? What happens then?

This bill, if passed into law, would create a significantly less safe environment in our schools. There is absolutely no data to suggest otherwise. Yet, many of our Republican legislators are willing to put our kids at risk to keep the NRA happy. How morally bankrupt!

Ok, let's look at this so called AR-15 crap. It doesn't matter if you get his by a .223, 9mm, or .40. You're going to suffer some serious damage if you don't go down. It's also not like he is engaging the shooter at half a mile or even a quarter of a mile since they are inside a building. All this crap about the how the cop should run because the shooter has an AR15 is just that, crap. The cop probably had at least 30-45 rounds on him.

This is the other side of the reactionary school shooting coin. Liberals want to ban ban BAN guns from everybody. Conservatives want to arm blue-haired home economics teachers who are a year from mandatory retirement.

Liberals are far more unhinged and self-serving in this situation, to be sure, but the idea that half the faculty in an elementary school should be packing is over the top.

A person with a CCW is far better trained than the average joe to handle a weapon, but it doesn't make him John Wick, and the moment some student grabs a teacher's 9mm and kills someone, we're gonna have an entirely different fecal storm on our hands.

We have teachers under high stress, and some even get physically assaulted by students. So the answer our republican legislature has come up with to stop another mass shooting is to add more guns to an already volatile situation? What happens when a teacher shoots a student that physically assaults them, or just decides to shoot the school up after an emotional breakdown or firing? Do we arm the students next?

Since we are expressing opinions...

1. I AM in favor of having someone well-armed and well-trained in firearms and their use on campus.
2. I am NOT in favor of having teachers armed on campus. Their jobs are already difficult enough for too little pay. I don't want an over-stressed teacher carrying a gun in the classroom (and there are many teachers who ARE over-stressed because of all of the paperwork they have to do that has nothing to do with teaching; do we really need to add to their responsibilities?).
3. Each school should have at all times school is in session someone on campus who is well-trained by the Law Enforcement Academy (or some similar type training). I like the suggestions that the school districts hire retired LEOs. However, this (as everything else) comes with a funding problem. But I think our children's safety is worth it.

This is NOT a problem that is going to be solved by the teachers and the administration.

The Mississippi legislature has to be the dumbest group of elected officials in this whole cotton picking country!?

They do not want to fund fully education, but hey let's send teachers to firearms training to some Phil Bryant/Tate Reeves campaign donor's firearms training company, that's going to charge the state $1000 per day per student. Then wonder why teacher applications for certification have declined within the last couple of years.

This is a ridiculous idea. Even if we have teachers trained to shoot, they are not trained to kill. The military takes months of intense training to turn out soldiers who are willing to take a kill shot and to charge into fire.

That anyone would expect this of teachers is insane.

All others: Choosing to carry concealed would be up to the individual, not required. Coaches, administrators and other strong willed teachers or staff would be the ones who decide to carry in school. Note I said CCW, concealed carry, not leave it in the purse, bag or desk drawer. No one is asking timid little old teachers to carry. This law would only allow serious people the opportunity to defend themselves and their students. Regular practice and qualification would certainly be reasonable and expected. Now, as for teachers being timid and scared of guns, most of you have no idea how strong teachers are and have to be to manage large groups of students in the school setting. Most of you would wilt under the pressure. Teachers excel at giving instruction, direction and order to often unruly student groups. I have had teachers that could make kids freeze with just a look! Teachers are tougher than many of you are giving them credit. Much more real school security will be required to stop these mental an moral deficient people who do these terrible crimes. If we can secure our banks, courthouses, public offices and other office areas, we can secure our schools, movie theaters and other "gun free" target zones. We just have to have the will and sacrifice the money; this is the real challenge. Gun Control will have zero effect on this problem only real security.

Lot of people on here armchair quarterbacking something they most likely know little about. The lawyer for the Florida Deputy says the Deputy was following department protocol for how they handle active school shooter incidents. Well, this may well be the case. A lot of departments nationwide adopted the policy of something like this. now remember this is somewhat of a generalization.

In the event of an active school shooter any and all departments would respond to the scene. the first officer waits until backup LEO arrives and they go in together. Most waited until 4 officers were on scene, regardless of their jurisdiction, and enter the school in formation. This has since changed for the most part. Most agencies have adopted the policy of not waiting and entering to engage the shooter.
Now, i;m not trying to defend the Deputy's actions but was he actually following department protocol? That is my question.

6:25, hate to burst your bubble, but the vast majority (95+%) of the National Guard is NOT trained for a school setting mission. May come as a surprise to you but they qualify, often with difficulty if at all, on paper/pop up targets and shoot-don’t shoot training is a novelty but for a few. The Guard aren’t First Responders and serve as an emergency stop gap measure in instances where Civilian authority’s capacities are outstripped by events such as a hurricane.

Home Schooling is a good solution. Next is a 'Voucher system' for private and government schools. The behavior of people 'today' causes me to believe they are in denial or have confidence their peeps are safe at school.
As a IE CCW instructor, have taken many courses in several states, have scheduled 8 days and deposited over $2K for 2018 (not including hotel etc.) so far. I have learned being safe and proficient with a handgun is a lifestyle and very few will dedicate the time needed. When I met someone in business, church etc. I often offer a free CCW IE class. offer to let people try different handguns, just buy some ammo, almost noone takes me up on it. Some at the schools, perhaps a maintenance workers, admin, asst. principal being armed could add to the security if they have a plan and train like schools do for fires.

@6:32 p.m. hit the nail on the head regarding problem students and private schools! In public schools, it is harder to get problem students out than it is to fire a public employee or end a government funded program. Our mental health system is wholly inadequate and underfunded to do anything that will really help.

Real security is the answer. Controlled access by qualified, fit and dedicated security personnel, metal detectors, locking steel doors, bullet proof glass. Most local school districts are just not willing to spend the money, saying they would have to cut educational staff. We must demand our state and local governments to provide the resources. Yes, it means more taxes; nothing is free.

I am amazed at some of the negative comments about school personnel not being trustworthy or trainable to carry concealed weapons in defense of self and students. We trust school teachers and administrators to shape the minds of our young, but not to defend them? This makes no sense at all. Remember the negative comments about the first concealed carry permits? Many called it the "Gunslinger Law" and predicted shoot outs by permit holders like in the Old West. It Did Not Happen. Wake up people. We have a real societal problem and we must deal with it effectively without being "hand-wringing" nit wits. Real Security is the answer!

6:32 pm Most of the time, the private schools don't accept the " psychos and troublemakers" to start...unless, the parents are wealthy enough and will donate a lot of money.
The children of the wealthy can afford psychiatric care and drugs and can control the child with their wealth . And, unlike the Sandy Hook shooter's mother, they deny their disturbed child access to guns.
But in case you missed it, disturbed children of the wealthy have killed their family, girl friends, friends or strangers and even become serial killers or become the Unabomber for centuries.
The wealthy aren't immune to mental illness.
Given the way things are going, it's just a matter of time before more private schools have on campus shooting incidents ( there are just a few historically as more and more private schools accept federal funds and thus have less control over their students or teachers. They know that. That's why they are having the same drills public schools have.

I don't think I've seen a 'gun rack' in an F-150 in at least thirty years. Do you always engage in generalizations and prejudice? Remember....prejudice means 'to pre-judge'. In a short idiotic sentence you managed to pre-judge white people as well as pickup owners...not to mention singling out those who drive Fords.

And while you're out back grilling, why don't 'you people' "start raising your damn kids"? Or have you checked the black on black crime stats for your town lately? Or the black on Indian crime stats. Or the black perp stats for those between 14 and 25 in general.

Have you known excellent marksmen who due to health issues became poor marksmen either temporarily or permanently?
Isn't it true that a shooter with his gun aimed has the advantage on someone whose gun is holstered?
Some of the school shootings ( the ones where 4 or less students/teachers are killed get less publicity and in those cases the shooter walked into the room with guns drawn) .
At Columbine, the weapons were drawn in a cafeteria so what is the collateral damage likely to be and when there are two shooters, not just one, won't the armed teacher die? Are we talking more about reducing casualities, not preventing casualities?

On September 11, 2001, there were several terrorist incidents where planes were hijacked and used to kill thousands. We responded by increasing trained security at airports and putting trained professional Air Marshals on planes to protect travelers. We didn't start arming stewardesses (flight attendants for you libs) and pilots and baggage handlers and ticket counter personnel, even if they had a CCW.

Yes, we ask teachers to shape the minds of kids. We demand they go to college and get a degree to do so. It is their vocation...their career. That is what they spend their professional life doing. Not protecting people through the use of firearms.

There are teachers who tinker with cars on their days off. They may even have taken a course in auto mechanics, but I'm not going to bring my car to one of them when it needs work. I'm taking it to a trained mechanic - someone who fixes cars for a living.

Just because an educator has a CCW and an interest in guns, that doesn't mean I want them to become security for the school. I'd rather hire people who are trained to keep the peace and protect the innocent. Two guards that are professionally trained to deal with crisis situations are worth ten amateur teachers with a gun who can hit a bullseye on a range under low-stress conditions.

It appears that almost all of you are totally unaware that the first school mass shooting took place in Pearl, Ms and the shooter was stopped only because A TEACHER had a gun in his car, which he retrieved in time to stop it before it got even worse. Obviously, THAT teacher was not afraid to use his gun. But the really bad thing is, if he had been allowed to have that gun on his person, there could have been even fewer casualties. Bottom line: it’s proof positive that teachers can and will use guns if necessary and that they can and will save lives if permitted by law to do so. Oh.....and for the record, my daughter-in-law is a middle school teacher. She’s also quite handy with a gun. And she’s scared of nothing.

The LEO's were trained by somebody, the same person can teach the teachers. It's not rocket science. I think the deterrent effect will likely outweigh any concrete chance of the teachers getting in gunfights. 7:51 is on the right track here, the key to improving safety is to close off access to people with bad intentions...put a fence around the school, make it where you have to go through a gate to get in, and guard the gate.

actually, you can go back to Whitman at the Texas Tower in Austin around 1966. Apparently the biggest problem the cops had was that many students (remember, 1966) drove pickups with gun racks and had their weapons in the truck, so they ran out to the parking lot and came back started shooting at the psycho. Pretty chaotic.

As a LEO, my concern is determining who the good guys are vs who the bad guys are once we arrive on scene. There will have to be some identifiers in place during this chaos. If reports are multiple shooters, for obvious reasons we’re gonna disarm everyone. Suspect descriptions get skewed. While a teacher may engage the threat, if he doesn’t stop the threat this will be a nightmare for first responders...

Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
