City to Select Thalia Mara Hall Contractor Next Week

 The city of Jackson provided the following update on Thalia Mara Hall on its website. 

The City of Jackson is currently awaiting Bids for Remediation Procurement to ensure we get the best pricing and least disruptive timeline regarding Thalia Mara Hall. We will continue to publish updates every Thursday as additional developments are made.

  1. 9/24: CTEH submitted a follow-up Proposal to their Initial Assessment
  2. 10/1: Request for Bids for Remediation Procurement
  3. 10/3: Mandatory Site Visit for Interested Contractors
Next Steps:

  1. 10/10: Deadline to submit bid and qualification documents
  2. 10/11: The City will request best and final bid from the top 2 bidders
  3. 10/14: Selected Bidder will receive notification
  4. We still do not know when remediation will begin; however, that will be determined after a Bidder is selected.  So far, the remediation timelines that have been given are between 4 to 8 weeks.
  5. We continue to work in partnership with the State Fire Marshal’s office to correct findings and violations in their report, though many minor violations have already been remedied.
  6. A final inspection will be performed.
  7. Clearance and certificate of occupancy at this point are to be determined.

Q:   Is there Abestos in the building?
A:   There has been follow-up to the initial site assessment performed by CTEH, including return visits to the facility and meetings with building representatives to address other aspects of the building, such as elevated surfaces and ventilation systems.  Per CTEH’s 9/24/24 proposal, the next logical phase of this project would be a Limited Asbestos Survey in which the inspection and sampling of building materials in impacted areas of the building for potential asbestos. A Mississippi-licensed asbestos inspector would perform the limited survey in the building to determine the presence of asbestos materials that may be affected by cleaning, removal or destructive remediation methods. Samples may be collected from spray- on fire-proofing, plaster, ceiling tiles and other suspect materials.
  1. Chiller Outside:
Q:   Is the chiller currently sitting outside of Thalia Mara Hall a temporary chiller? Did the City Purchase it?
A:   The Chiller that is sitting outside of TMH is not a temporary Chiller.  It is a permanent
             replacement.  It is the one referenced in the updates from week # 2 and week # 3.

Couple things ... Wonder why so transparent. Ha. and why are we not getting the second and third bids from 3 contractors. Less chance of collusion and it helps bring the cost down even more.

The biggest challenge the city faces is restoring public confidence in Thalia Mara Hall. A big part of that challenge is the city's own credibility. After one crisis after another, & one lie after another another from the mayor, why should anyone believe anything the city says? It's a hellish situation.

It was built in 1968. Good chance they will find asbestos. However, asbestos isn't an issue unless it is cut on or messed with. BUT this will most likely be an insurance claim, and the city is going to milk every dime out of it and use it as much as they can to update the building as much as possible, including asbestos abatement.

Now the fun talking point. In 2023 the city was left scrambling to pay the renewal that increased $2mil in August of 2023. That was after they got non-renewed by Liberty Mutual and Brian Johnson and the Bottrell Boys(now Marsh Men) had to place it with Lexington(non-admitted most likely$$$$$) due to the condition of many of the buildings and the fact the city failed to implement some loss control safeguards and claims. Since August of 2023 the property insurance market in central Mississippi, and the whole country, pretty much have progressively gotten worse. Depending on if this claim(I'm betting it is) is covered due to certain exclusions in the market they are most likely placed in with Lexington, you could see the City's property insurance non-renewed again and having a MASSIVE increase, that is even if anyone will even write it considering claims, condition, and the word of mouth Jackson most likely has. Basically no one really wants to insure the City of Jackson. This ought to be fun to navigate!!!

“And then, in 2021, there’s the ice storm water treatment plant claim. This prior year, the city was seeking to be reimbursed for expenses that were incurred from that event,” Johnson added.

“And, I guess through a lot of correspondence, the adjuster at Liberty Mutual was saying, ‘Hey, you know, we received two invoices with the same numbers, but the scope of work has been altered on the invoice. Can you please verify that?’” Johnson continued. “I think that claim still may be open.”

Since moisture accumulated on surfaces, if asbestos is found circulating multiply x’s ten. Don’t know much about commercial chillers, if you run contaminated air through them, do they become contaminated? This will be a grifters paradise. Bet the change orders resulting from additional problems identified will exceed initial bids. How many more things can Chockwe run into the ground and enrich himself and others while correcting? Remember all the assurances we got about the company brought in to “fix” the zoo? How about the years of contractors paid to keep the water facilities fixed and running? Ask a mediocre man to be in charge and you will get mediocre results.
Ask a corrupt man to handle things and corruption will result. Chokwe is both.

Why is this mayor not in prison? I say that as a career-long commercial building contractor. Under this mayor the City has a history of preparing bid documents so that the low bidder cannot be determined. That SCREAMS corruption. With the trash contract a few years ago some bid to do the work with full crews and some bid an automated truck where special trash cans were required. The low/best bid could not be determined. That problem was 100% predictable and the project specifications could have been written take the uncertainty out of the process. Unless someone, everyone involved in preparing the bid documents works directly or indirectly for the mayor, WANTS an uncertain result.
Here, they are blatant. They ask for bid and then the two low bidders must bid a again with their BEST bid. In my 40+ years in the industry I never saw that when public money was involved. That's something a private owner might do. Even then it's rare. What the public may not realize is that a lot of contractors will recognize this pattern and refuse to participate. Fewer bidders guarantees higher prices. I'm retired and have no first hand knowledge of any of this. Only what I see in the news. I moved to Jackson 40 years ago. I would not be surprised if this mayor hasn't had more bids opened where the low bidder wasn't awarded the job without additional hoops to jump thru than under mayors Danks, Ditto, Johnson, Melton, Johnson, Lumumba, and Yarber combined.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
