MHP Colonel Retires

The Mississippi Highway Patrol issued the following statement.


After twenty-six years of service, Colonel Chris Gillard announces his retirement from the Mississippi Highway Safety Patrol effective June 30, 2020. Gillard was appointed to serve as Assistant Commissioner of Public Safety and MHP Colonel over the state’s largest law enforcement agency in February 2016.

Prior to his appointment as Colonel, Gillard served in the rank of Lt. Colonel as Director of the Driver Service Bureau. Over the years he served as Director of Training, Executive Officer to the Commissioner of Public Safety, Governor’s Executive Protection Detail, Drug Trafficking Interdiction Officer, and Highway Safety Patrol Recruiter.

After an injury during his first attempt at Patrol School sidelined him, he was determined to go back and graduate in the next class offered which was Cadet Class 49 in 1994. That positive willpower served him well throughout his career at the Mississippi Department of Public Safety as he worked hard to be a role model over the years hoping others would follow in his footsteps.

“I would like to thank the men and women of the Mississippi Highway Safety Patrol along with the employees of the Mississippi Department of Public Safety who worked under my direction as Colonel and Assistant Commissioner. We are blessed to have a great team of dedicated public servants who will continue working hard to protect the citizens of our great state. I am especially thankful for the support and prayers over the years from my wife, mother, family and friends who encouraged me along the way.”

Colonel Gillard has been recognized throughout his career in law enforcement and in his community as a member of the DUI 100 Club (1994-1996), Outstanding Trooper of the Year (1997), Mississippi’s 25 Most Influential African Americans by Our Mississippi Magazine (2019), and Mississippi Trailblazer of the Year (2019).

“Colonel Gillard has been a strong leader within the Mississippi Department of Public Safety and a brave public servant within the Mississippi Highway Patrol dedicated to making Mississippi a better and safer place for all who call our great state home. Never letting anything sideline his commitment to protect his fellow Mississippians, it has been an honor to work with him over the years. Colonel Gillard leaves behind an impressive legacy, and we wish him nothing but the best in his future endeavors,” said Governor Tate Reeves.

When asked about his legacy, Colonel Gillard wants people to know that anything is possible with a strong faith in God and the willful determination to never give up pursuing one’s goals. In his retirement, he will continue mentoring young people and providing inspiration. Through his testimony regarding a kid who grew up in government housing, he aspired to fulfill a dream to serve and protect others never knowing that it would lead him here today.

That's how it works. You get your high four in. You either move up or you move out so the next guy can get his high four in.

The high four rule is one of the biggest reasons PERS is broke. All agencies have learned how to game it. But none better than MHP.

Fired more people in your tenure than any other administration on the patrol. God forbid Tater puts Randy Ginn in your position so he can carry on the legacy of your shitty leadership! 7:16, MHP doesn’t get “double pension,” however, if they get another state job outside of the MHP (or even as a non-trooper at DPS), they are eligible for a separate pension from that job. In my opinion, it’s bullshit to have three separate retirement programs for state employees that enable this and Tate should demand that the legislature fix this issue.

Will and pleasure position I believe and of course retire before July 1st so you don’t have to wait another year for your 13th check. Probably end up as a contract employee in Homeland Security or something like many before him. Draw their full retirement and make more money per year then they did as a state employee.
Highway Patrol has always been treated special going back to the days when they turned a blind eye to any infractions that were made by members of the legislative or executive branch of state government. Those days are gone as shown by arresting prominent members of legislature (think Snowden and Burton) but some special love is still given by the few that are driven around. If the special treatment was to ever end now is the time. The speaker and Lt. Governor do not have the command that they once had over both bodies.
Stop by the capital sometime when they are in session and you will see at least a half dozen troopers lobbying on DPS’s behalf while on the clock.
Also, blowjobs must be part of the benefit package after talking with them and women I have known throughout my years in Mississippi.
The arrogance displayed by many that I worked with is disgusting.

Whatever their shortcomings may be, and they are many, I have noticed that MHP is doing a great job of protecting the rest areas along our state's highways. It makes me feel safe to stop when I know there's a trooper standing watch.

There are three state agencies I work with everyday. The better of the three is MHP. I have a great working relationship with them and I see daily the job they do. Of course the 95% of the time it's with the men and women that put their life on the line. Good people. With MHP you can be a sgt. one day and a major the next and then a sgt. again in four years. That is a political problem the men and women of DPS don't deserve. DHS and MDOC however are running neck and neck as the most screwed up agencies in the state. DHS from the field workers on up need some massive training. They have some crazy notions about how to do their job and their authority. You will be hard pressed to find a citizen who will heap praise upon them. The blame is at the top, though. MDOC has been going down hill for some time. Once again the fault can be found in leadership. They can all be great agencies if the politicians would allow it.

True story from the Driver's License Center in Pearl.

Yesterday. Got there about 8, stood in line till 1:55, person came out said we close at 2 and we will take 15 more people the rest go home. People asked why and they said you can just come back another day.

No consideration to people, I can not imagine what the issue is here but they are out of line. Just come back another day--I guess it is supposed to not be a big deal, they should have known hours before and did because when they told people to leave, they said we are only gonna do 150 today. That is treating people like shit.

Screwed up Driver Services and then Enforcement. Therefore your a failure as well. The next thing you pursue you shall surely fail also. You failed to mention when you returned home as a quitter. You got political. When you returned to the next MHP class you only had to stay. You knew they could not make you leave. You had the political stroke you needed. So it was given to you. Not the first thing in life you had handed to you but more than likely the largest. That was the uniform of a MS State Trooper. Last thing and I’m closing. We “yes we” had to shower you in patrol school. You were too weak and sick with fever that we placed your unclothed self in a metal chair under the shower head and gave you a bath. Too much of a baby and whined like one until we your classmates were forced to shower off your body. Completely Everything Has Been Given To You. Even your baths. Chris. He’s already beginning to harass and pick on certain people within the patrol and he’s not been appointed yet that we know of. He’s literally the worst thing that could ever happen to the patrol. I agree. Someone please slip Gov. Reeves these comments. MHP is hurting bad. Hes been doing a good job thus far by getting rid of the old. Dont stop. Get rid of Ginn as well and start new. We won't be angry at all because at least you gave us CHANGE. Ginn and Gillard are horrible leaders. Their answers to everything is fire and transfer (at the least for the ones they dont like). MHP is a dark agency. We need light again. Also make sure they get rid of the secret quotas. Forcing troopers to write tickets if they dont have enough isnt right. Lastly make sure they keep the playing field leveled... meaning dont spank the hand of one trooper for committing a felony, but severly punish other troopers for singing too loud in the choir.

I’m a retired Chief Deputy in a county in central Ms. I have been retired and living a very simple life. I enjoy the peace and quietness of my small property. However, I spend my time reading news and try to see good in a lot of things. I read these articles on the retiring Col and I congratulate him on that success. Wouldn’t know him from Adam. I must say that I do know one gentleman being mentioned and to my utterly surprise is being portrayed as just the man I know also. Randy completely changed once he gained rank. He displayed all the characteristics of a snake in lambs skin. He will do all he can to attack the very ones that serve under him to benefit him. He is spineless and can also be labeled as a coward. Governor Reeves if you want and looking for a yes sir man. Then go with Randy. He will carry out any directive from your office as long as it will destroy one of his subordinates.

@ June 15 1:02 I’ve said several times over Major Mike Holmes is THE true answer to fixing MHP! He actually had the balls to LEAVE the agency without being forced because what he was witnessing was the beginning of the destruction for MHP. I’ve never met another man, Trooper, or FRIEND that I could honestly say could relate to the whole agency. He doesn’t pretend to want to understand, he lets you know he wants to understand why things are why they are. He understands how hard it is to be a LEO, he understand support, rather he was liked of disliked by anyone you still never had to second guess he had the agency best interest at heart. I don’t think there is one person that could come on this thread and call him a coward, say he’s not a leader, that he didn’t love the patrol, and wouldn’t fight beside either of us for what’s right. He is the person that could reunite the highway patrol and fix the shit show. Yet, on his spare time even after retirement you can always find him at the children’s hospital not just showing up in uniform but being active in the kids life. He loves it there and you can see it on his face when asked about it. He loves people. He loves to see what’s right, happen. He’s a do man, not a say man. If he says it you can bet your ass he’s gonna DO IT. And not for praise, not for attention, not to give a speech where he can quote some scripture, or tell some story that is full of lies. He could motivate the new Troopers, encourage the older guys, and put together the best operating agency you have ever seen Mr Governor Reeves. If you don’t know him, do what you have been doing, don’t go by hearsay, MEET HIM. TALK TO HIM. HEAR OUR CRY. #REDLEG we all can’t be telling the same lie.

A very corrupt administration an administration that is spineless and not a single trooper can say positive things about them unless you’re one of the ones that they have hidden issues that you should have been fired. Ginn is the kind of guy that will always hold your mistake(s) against you. He doesn’t believe in punishing someone and moving forward from there. He completely discards the individual. He and Chris The Coward have fired some great men. About 99% of those firings could’ve been avoided. He’s so damn self righteous that he thinks anybody who is human every now and then and messes up needs to be terminated immediately. MHP can hang it up if he takes over the reigns. Whoever they put in there will have to wait it out while the staff removes all of the coward’s sissy girl residue out of the Colonel’s office. Soliciting a sexual act to a business owner to cover her crime. She has been a trooper out here with me. My same district for only a couple of months. Still a rookie trooper and he lets her slide. But no group 3 catch all lol...she attempted to catch all lol...was she also the one they demanded pass patrol school and couldn’t even pass the PT test or anything on the range. The past two classes training has been instructed to pass certain people without question. What else are they to do when the Col and Lt. Col are telling them this???? If you don’t follow their command, you will be in trouble the next week or reassigned the next week either or. Training in a whole has gone to hell. Even MLEOTA has went to crap. Tuggle tries to hard to be a fake Christian and praise Lynn Finch hoping for a favor to promote him. He is a politician not a leader. If you truly pay attention to his background...he was a marine and left because he couldn’t get the position he wanted. He openly talks about how great he is and it’s all based on honesty blah blah, but the same kid he mentioned in the Christian magazine isn’t even a LEO anymore...he uses all these other companies that are linked to a bridge to recovery to try to make himself look great. Its only two types of troopers commenting under this post. The ones like me who knows MHP is a dark agency with poor and unfair leadership who doesn't care about the troopers or their families... AND the others 1 or 2 are the ones who had everything handed to them just like Chris and Randy. More than likely their buddies. I work everyday and I havent ran across ONE troooer yet, that is satisfied with this agency. Let's not ignore the fact that some troopers seen this coming and either retired or quit and went to the feds or other agencies and they are doing very well. Some troopers don't want to give up the years already invested so we are pleading for help.

There’s one thing I know for a fact.....Randy Ginn is one VINDICTIVE SOB!!! He will remember everyone who went to the Capital to protest his appointment to Colonel and, in due time, will seek vengeance on everyone that attended. It may not be today, next week or whenever, but you will find yourself with 5 days off for some random, no count BS reason. Go to the Capital if y’all want to, but at least wear a costume or some kind of disguise to mask your identities, because I promise he will come for you. I’ve been the target before! @9:57, June 18th, hell yeah that letter exists! It was sent out over mass email a few years back. Of course I don’t have the email anymore. I’ll check the Black Book and see if they made a policy on it. If so, I’ll gladly see if KF will post it for us. They were always making threats like that. They wanted their dirt kept secret. They were scared to death of being exposed for the corrupt dirtbags that they really are. I hope this whole thing doesn’t fall on deaf ears. Ginn is worse than Gillard. The Governor might as well give the position to a dumpster if he gives it to Ginn, because the whole thing will be total garbage in no time.

@9:57 That wasn't a lie. We were actually told that more than once and they sent it by email. They DO NOT want us talking to legislators at all or we will be punished. They only want the one or two people "they" appointed to talk to them. And do we know if Ginn is leaving or not? God I hope so. Gillard is gone and Ginn need to be right behind him. The fact that we haven't gotten a farewell letter or news article makes us nervous. Ginn, if youre reading this, just go home man. Please let it go. You have your time. Most corporations and employers are only going to allow executive management to lobby or contact legislators on their behalf.

I know you don't like the policy but I don't see the problem with it. That is SOP in corporate America.

Very valid point, KF. It would pertain to us too if it had always been that way, but it’s quite the opposite. Ever since I can remember (before the email stating we were forbid to) we were told, by the Admin, to get out and talk to our Legislators to push the MHP agenda, such as a patrol school, raises, etc. It was always a normal and accepted practice. All we would hear in district meetings was, “y’all talk to your legislators so hopefully we can get this or that..” It wasn’t until the worst administration in the world came along, Chris and Randy, that things changed. The minute the legislators started inquiring about mistreatment and inequality of the troopers is when it all came to a screeching halt. Granted, troopers have been bitching for years to legislators about admin problems, but this time there was an extraordinary amount complaints and legit ones at that. So after that is when they sent out the email stating if we talked to them that we would be heavily disciplined. KF, I’m sorry, man. We should’ve explained the backstory first.

Hell Ginn is already harassing people and trying to intimidate us so I can only imagine how this is going to go.

I’m a retiree and living in another state. It was common practice to talk to your Representatives and Senators. Highly encouraged by higher ups. Yes. That’s as old as the patrol is itself. Wasn’t until this 5th/3rd floor began to treat it like a Corporation. If a policy to NOT talk to your Reps the idea is to threaten Troopers. The Carpet does not want anyone to know what they have done. Think about it. Drive across MS. you won’t see a Trooper. They are home. Because they are always under threat by either the Troop Commander by way of the Carpet.

Administration believes the complainants now with or without video evidence. Youre damned if you do, damned if you don't. Either way you're wrong for something. Its hard to do the job now. If the violator knows someone, you're definitely getting transfered, fired or harassed. Its just not worth bothering the public anymore. I just pray God keep my family safe. This is why you hardly see troopers now. Im telling you, we're going backwards if Ginn is Colonel. Somebody please tell Ginn to go home. Just go home!!! We'll be very disappointed in the Governor and the Commissioner if they dont complete the process of cleaning the entire house. Put Ginn over maintenence or something if he doesnt want to go home. You do have violators who are anti-law enforcement and who are playing both sides of the fence.What kind of heart and mind do they have to take a man or woman from their family. Are these devil worshipers a family man? or are they Self centered? They need to put themselves in the shoes of the ones they have wronged!! Who raised these evil people? What do their parents have to say about their behavors. I pray that God will convict them. You cannot mistreat people and think God is happy with it. So no one is blaming you for liking who you like, but have integrity like the agency preach. Tell the truth.. Personally, I havent been transfered or fired and got promoted twice, but I have seen troopers be treated unfairly. Ive seen troopers served with far harsher punishments than others. Ive seen rules change to fit an agenda. Ive seen positions to open up for "everyone" even though they opened it up for one particular person. Ive seen people score higher than the next on promotion tests but the second highest got the job because they were connected. Ive sat on boards where one person scored higher than everyone else but the captain of the district (in which the position was open) who also sat on the board wanted a specific person (his friend) so he got who he wanted which made the interviews pointless for other troopers. Dont come with the BS like you see no evil done with this agency. Get real!!

It’s not always about race or favorites. We ALL feel like we’ve been done wrong at one time or another. That’s why you have to work your ass off and leave them no choice. You can’t be going around doing stupid shit like commenting negative posts on this shit blog all the time, badmouthing every administration to your buddies, constantly second guessing admin decisions, and thinking you know everything there is to know about certain situations. THAT is what makes folks not get picked. There is only one small crew of bad apples on this blog, and they all either got fired, or can’t get hired back, or are just plain lazy asses and don’t like anyone who holds them accountable. Or they jump on the band wagon with all the TAC officers who got fired........as if ANY of the crap they did was acceptable. Newsflash.....IT WAS NOT. There was no excuse for some of that stuff and it was NOT TRAINING in any way, shape, or form. It was ridiculously immature and unprofessional, even by patrol school standards. And all this negative shit about Ginn.......you have no idea how he will lead, because we haven’t seen it yet, but all you complainers want to bitch about something that hasn’t even happened yet. As a LEO for 20yrs+, it is sad to see an agency's LEO place their internal issues in a public forum. When I came along, MHP was to be respected as the premier LEO in MS. Sad to read the comments on this thread. Praying these commenters are the discards and not present Troopers. In my opinion, Troopers are still the "Cream of the Crop". Thin blue means THIN BLUE! God bless MHP and all LEO, ALWAYS!
Colonel Gillard, thank you for your service. Regardless of any minor issues in your career, thank you for upholding respect and discipline by not acknowledging sissies who comment anonymously. Man whenever y'all finish defending Ginn and Gillard, MHP is nothing more than a JOB. Thats the problem. SOME (not all) troopers have no other life than the highway patrol. Men who don't eat, sleep, a breath MHP gets frowned upon. I remember one trooper who threatened to kill himself after he got demoted. Its not that serious and the pay sucks. That's why i left on a good note for a better opportunity and never returned. Don't get brainwashed like MHP is the "best job in the world". If you believe that, you believe that there is nothing else better for you out here. Theres always something better. Always people. Don't sell yourself short. There are locals who get paid far more than troopers and they love their jobs. I have friends who left and went to Texas MHP and oh yea buddy its WAYYYYY better. Troopers should stop being so arrogant and learn that they're human and nothing more than any other law enforcement officer. Be humbled. I still have trooper friends and they are awesome and family men. Dont be like other troopers who put MHP first before family and even God. Some of you won't see the picture, but you WILL NOT be a trooper forever. Face it, one day it will all END either retirement, or death. Nothing last forever so stop acting like it. Its just a job that pays like crap. Some troopers have part time jobs along with MHP and making more than the colonel. As a young trooper MHP is fun, until you get into some shit. I learned over the years that it doesnt matter how good a trooper does, the one time he does something wrong, its all over. Stay focus and humbled. Its ok to say you like MHP, but it's also ok for troopers to say they dont like it. Out of all these comments, you can admit it or not, but MHP has problems.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
