New Taxman at DOR

Governor Phil Bryant issued the following statement :

Governor Phil Bryant appoints Rep. Herb Frierson Commissioner of Revenue

Jackson, Miss. – Gov. Phil Bryant announced today that he has appointed Rep. Herb Frierson, R-Poplarville, Commissioner of Revenue. Frierson's appointment is effective July 1, 2016.

As Commissioner of Revenue, Frierson will oversee the Department of Revenue, the agency primarily responsible for collecting taxes that support state and local government.

Frierson has served in the Legislature since 1992, representing District 106, which includes parts of Pearl River and Lamar Counties. He has been chairman of the House Appropriations Committee since 2012. He also sits on the Education, Performance-based Budgeting, Revenue and Expenditure General Bills, Wildlife, Fisheries and Parks and Workforce Development committees.

"I'm very excited about the challenge and look forward to continuing public service," Frierson said. "I'll miss the House of Representatives, but it's time to move on, and this is the perfect opportunity. I thank Gov. Bryant, my 1992 House of Representatives classmate, for this appointment."

Frierson is a real estate appraiser. He is affiliated with the National Wild Turkey Federation and is a member of the National Assembly of Sportsmen's Caucuses Executive Council.

"As appropriations chairman, Rep. Frierson has been a big part of shaping a responsible budget that meets current needs and adequately prepares for the future," Gov. Bryant said. "I know that conscientious work will continue upon his assuming leadership of DOR. I can think of no one better prepared to oversee the state's revenue collections, and I am delighted he has agreed to accept this appointment."

Frierson and his wife, Cheryl Ann, live in Poplarville. They have two children, Lara and Eli.

I'm forming a "Fair Play for Ed Beulow" committee. Just because he kept a bull whip coiled on his desk, he got a bad rap. He and Kirk Fordice are the best men to come out of Warren County since General Sherman.

I'm so sick of political appointees. They are never qualified & are made for political favors/payback. If herby was an attorney, he'd be judge of something. Since he has an assoc degree, this is the best Gubner Feel could do. Herby will get his highest 4 years for retirement and then take it home. Thanks Gubner for getting yourself another lap dog to do your work. Thanks for searching high & low for the most qualified person for the job. THIS is why our state will never move forward.

I understand people's trepidation, but this will be a pleasant surprise for people. Herb Frierson is incredibly bright and diligent. He will do a good job at DOR. He will also help them, with one of their biggest problems - relations with the Legislature. If they could get out of their own way, DOR would have modernized by now.

I've worked with Herb for many years. He's very bright and he is someone who will listen to the ideas of others. He is not a know it all. I've always been impressed with him. He has a conservative philosophy of governing.

Quite frankly he's better served in role as appropriations chair in the Hiuse bc there is no one ready to step into his shoes.

It might be a tad helpful if the Tax Commissioner had a degree in accounting or knew something about technology so as to at least understand how to upgrade the process or tax law.
Then he might be able to understand what his employees are telling him.
Listening is not understanding and not everyone's ideas are good ones.
Would you want an herb doctor doing your brain surgery? No? Or , how about even letting your very good plumber work on your computer? No?
Then , maybe, just maybe there are jobs for which " book learning" trumps " common sense"!
And, equating those with education who became mentally ill later or who barely got through universities which were not highly rated with those who graduated at the top of their class from an accredited, well regarded education is ridiculous as well.

Or is this just another smooth maneuver to get somebody out of the way. It's typical for a guv to slide somebody into a judge's role if they're a thorn in the side of somebody important. But, this position should be elected, not appointing. Being a good ole boy who 'listens' and 'likes good gubment' will do nothing to improve this agency.

By the way, I too recall Beulow. His first official act (and his last a few years later) was to announce that refund checks would be six months late.

Obviously most commenters don't get how good a pick the Guv made. Herb is by far the most qualified person in the state of Mississippi. He chaired THE REVENUE committee, Appropriations, and he is an appraiser, something the Dept of Revenue does and where a lot of our states taxes come from. The Dept of Rev has fallen the last 15 years. They need support from the legislature to fix it and the ONLY way that can happen is to hire an insider who knows how to work the legislature. Herb was only one vote away from being Speaker of the HOuse and the only reason he didn't win it was because Gunn bought it with large amounts of donations for votes. The state will never again have the opportunity to have an appraiser and chair of Appr. to run DOR.

If Morgan was given his walking papers by Bryant, he could try to get his old job back in Hattiesburg. When the feds get finished with the corruption in Hattiesburg, the Hub City might need a new mayor.

The Tax Commissioner need not a degree nor any experience, he will have plenty of help from the subject matter experts at DOR. That's if he lets them do their jobs! Do you really think any of the Department Heads know diddly squat. Its the lower paid/ranking employees that know their agencies business in and out. I can run any State agency if appointed because, I would seek out the best and the brightest in said agency to assist me. I would like the Gov to appoint me to get those 4 highest years for my retirement. You are just mad because he is not your buddy. I heard that most political appointees pay at least $20,000 under the table for an appointment, a good return on investment for a $ 100,000 plus a year job.

Morgan did not 'get his walking papers'. The head of DOR is appointed for a five year term. Morgan is at the end of his second term - expires June 30th. Don't think he wanted to be reappointed, ready to retire.

The idea of 'electing' the head of DOR is one of the most ridiculous things I have read on JJ, and that includes many ridiculous statements. Bet the person that suggested that loves the bill appointing Sups of Ed.

2:55; Why not explain your thoughts instead of just throwing them randomly against the wall? If we can elect any number of other statewide officials, why not this one?

The notion of appointing Education Supts was hatched simply to get around the requirement that the elected ones reside with the district, often a small geographic area with zero to no good prospects for election.

Somebody who heads a large state agency dealing with every working man/woman's taxes (who can have checks issued in a timely manner) should be chosen by the people, not offered a plum retirement position by Cowboy Bob.

Feel has a history of "intervening" at the DOR for his cronies when they get audited. This should bring in lots of contributions he can spend personally without accountability.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!
