The Lumumba administration decided Jackson does not need an internal audit department. WLBT reported:
A city the size of Jackson no longer has an Internal Audit Division, which operated under the mayor’s administration.
The division is responsible for reviewing city finances and making sure departments are complying with city, state, and federal laws. The administration did not present a budget for Internal Audit during the hearings....
“Last Thursday, someone in administration on the executive side made the decision to lock them out of their computers and to lock them out of their computers where they still were employed by the executive branch, and that to me rings bells because that means there’s the hiding of information,” said Banks.
On Tuesday, the four employees with backgrounds in accounting and auditing were approved by the council for positions as Chief Deputy Clerks. Article

Internal auditors are supposed to help you hide your criminal activity from independent auditors and/investigators.
The Office of the State Auditor has no legal authority to audit Mississippi municipalities. Larger municipalities are required to hire private CPA firms to conduct their audits. Those audits are then submitted to the Auditor's office and posted on the State Auditor's website.
Want that changed? Call your state rep. and raise hell.

You are correct that the state auditor does not audit larger municipalities, but the auditor's office does set the audit program that the auditors must follow. Even if the auditor had legal authority to audit municipalities, the vast majority of the audits would still be conducted by CPA firms, just as most school districts are contracted to CPA firms.
Granted the auditor would control which firm did the audit, but I'm not sure a great deal more control would result. Very few CPAs would be willing to jeopardize their license and risk fraud charges for the sake of an audit of a municipality in this state. CPA firms do commit fraud, but usually it is associated with financial statement fraud for companies worth billions.
Oh yeah, getting rid of the internal audit function is definitely a red flag that something is going on that the mayor does not want discovered. Whoever does the Jackson audit should elevate the risk factors associated with the audit.

I really hate these political power struggles. They are dysfunctional and a waste of both time and our tax dollars. Those who represent us, represent ALL of us first and their factions second and cooperate for OUR best interests not THEIRS! You don't represent your neighborhood at the detriment of the town or city. You don't represent your city at the detriment of your county. You don't represent your county at the detriment of the state, nor the state at the detriment of the entire country.

Council President Aaron Banks said the administration and Internal Audit have not participated in Internal Audit Committee meetings since 2017. The council defunded the division and placed the workers under the Clerk of Council.
This is clearly the oppposite of what 9:31 claims.
Assuming the reader can read, and assuming the reader understands the difference between administration and council, the following seems to be the logical conclusion:
Since 2017 the mayor has apparently neutered the internal auditors interactions with the Internal Audit Committee. The mayor apparently recently either zero'd the budget, or failed to notice that someone who reports to him did that.
The defunder is the mayor according to the article.
Some might even argue that Council should not send unrequested funds to the mayor for an important function that has not been performed as was the practice before the mayor took office.
Apparently that's how they roll in the City of Soul.

@9:31, kinda, but no cigar. The Mayor did not include funding for the internal audit group in 'his' budget proposal. The Council took that out of the budget, moved the 'internal auditors' over and made them 'deputy Council Clerks' where the same employees now work under the direction of the Council, and not under the direction of the Mayor or his minions (all lemmings of the Mayor).
Appears to me that the Council is attempting to maintain some reasonable claim of watching over the money being spent by the Mayor - and his lemmings - that has been aimed at providing funds for Sista's kush operations.
