Moody's Investor Service reported that Obamacare has both helped and hurt hospitals in states that expanded their Medicaid programs. Bad debt went down but medical costs went up as Medicaid reimbursement rates don't cover all expenses associated with a Medicaid client. The Wall Street Journal reported this morning:
The health law’s expansion of Medicaid in many states hasn’t benefited nonprofit hospitals in those states as expected, according to a new report by Moody’s Investors Service.
Hospitals in the mostly blue states that expanded Medicaid were largely expected to benefit from fewer unpaid bills and more paying customers, but that hasn’t generally translated into better operating margins or cash flow, Moody’s found.
Performance improved across the board—including in the mostly Republican-led states that opted out of the law’s Medicaid expansion—as the economy gained steam last year and unemployment declined.
In expansion states, hospitals’ unpaid bills fell 13% on average last year compared with 2013, the report found. But, their 2014 operating margins didn’t increase any more than hospitals in the 22 states that have sat out the expansion, the report shows.
“Clearly, reducing bad debt is positive, but it is not this silver bullet,” said Daniel Steingart, a Moody’s analyst and author of the report. He said the findings call into question “a narrative out there that Medicaid expansion has lowered bad debt and that is driving [financial] improvements at hospitals.”
In Illinois, where Medicaid rolls grew by about 500,000 after the law’s key provisions took effect, one hospital found the changes didn’t fuel any big financial improvement.
“We did see a significant decrease in” unpaid bills, said Michael Kasser, chief financial officer of Southern Illinois Healthcare, which runs three hospitals southeast of St. Louis. “The bad news is, we saw such a huge increase in Medicaid,” he said, noting that the program pays only about half the hospital’s costs, on average.
He said the hospitals saved about $9 million in unpaid bills, but incurred around $28 million in costs for Medicaid patients, only about half of which was reimbursed by the state-run program. The result: Losses of around $5 million, despite expansion. Mr. Kasser says he believes many of those Medicaid patients had put off care—perhaps for years—when they lacked coverage. “We saw big cases, very sick people,” he said.
Across the Mississippi river, in Missouri, state officials opted out of expanding the program. Hospitals there say that decision has worsened their challenges at a time when reimbursement is shrinking.
“We are not seeing the benefit of significantly decreased uninsured,” said Chris Howard, president of hospital operations at St. Louis-based SSM Health, a nonprofit chain. He said SSM’s operating margin increased in 2014, but “only as a result of extensive cost reductions” that included layoffs. Mr. Howard said he believed Medicaid expansion would increase Missouri hospitals’ margins, but that some hospitals would reinvest any gains from the expansion in restoring prior staffing levels or other projects that may have been delayed.
Medicaid expansion could yet bring some hospitals bigger financial boosts, in states that have so far sat it out. Moody’s Mr. Steingart notes that Medicaid programs in those states have tended to have narrower eligibility rules, leaving hospitals there with typically high amounts of unpaid bills. That means more room for a financial upside from an influx of paying customers if those states change their mind.
States like Mississippi, Missouri and Texas have historically covered only the lowest-income people in their programs—such adults making less than 22% of the federal poverty line in Missouri, according to the Kaiser Family Foundation..... Rest of article.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

My reaction to the headline was " Well, DUH"!
Obamacare always had good sections and bad sections.
My reaction after reading the article was also " DUH".
IF either party had actually taken the sections ( we do have 400 elected humans in Congress with lots of staff each) and examined the possible impacts of each section OR had newspapers had reporters who work rather than be spoon fed "opinions" with omissions large enough for Godzilla to use as a front door, we might have had real reform of a health care system that is still hardly user friendly!

So, the Democrats' response to losing money on every Medicaid patient really is to make it up on volume. Unbelievable.
Why can't we all just tap into the federal insurance that we afford our Congressmen? Why is it okay for me to pay for them to have insurance if I can't afford it for myself? Healthcare should not be a privilege; it should be a right.
Had MS increased Medicaid, it would have helped our hospitals. Most states cited went from an average insured lower class to Medicaid. MS would have gone from the no pay (bad debt) to Medicaid. I' think the Guv is a moron, but he did understand expanding Medicaid would have been an expensive rollback if federal dollars were accepted.
