The Clinton Police Department issued the following statement.
At 1:11 P.M. on October 31, 2017, Clinton Police responded to the report of a bank robbery in progress at the Trustmark Bank at 203 Clinton Blvd.
A black male suspect was reported as wearing brown boots, blue jeans, a white t-shirt, with a black plastic bag on his head. After committing the robbery, the suspect fled out the North side of the bank, running North. The suspect jumped a cyclone fence on the North side of the bank property.
CPD Units responded promptly and stopped motor vehicle traffic traveling East on Clinton Boulevard near 6023 Clinton Boulevard in Jackson, Mississippi.
CPD Officers noticed a white 2009 Volkswagon van in the East bound lane of Clinton Boulevard. Upon contacting the driver, Terry SPANN, it was quickly determined that SPANN fit the physical description of the bank robbery suspect. A photograph of SPANN was taken and shown to the witnesses at the Trustmark Bank and it was confirmed, SPANN was in fact the suspect who robbed the bank.
The twenty (20) dollar bill pack, the tracking device, was later located on the shoulder of Clinton Boulevard, closely related to where SPANN had traveled prior to being stopped by CPD Officers. SPANN confessed to committing the robbery.

Bank robbery is a Federal crime. You idiots again know nothing.
Comical that he got as far as he did, seeing as how a patrol car stays posted up in the parking lot adjacent.
