No, we are not talking about Kenneth Stokes but a member of the CMU board. One Rudolphus Magnus Warnock is engaged in a court fight with Canton Municipal Utilities. An affidavit was prepared on his behalf but it has not yet been submitted to the court. The affidavit charges that one Cleveland Anderson offered to have Madison Mayor Mary Hawkins Butler and Madison County Journal reporter Michael Simmons whacked for $10,000 each. It is not known if the alderman planned to finance the whacking with CMU bonds.
The affidavit states:
10. In late August 2016, the CMU Board, including Mr. Cleveland Anderson, unanimously voted to hire Warnock Engineering as the engineering firm of record for CMU, and to terminate Waggoner Engineering.
11. On August 31, 2016, the Madison County Journal ran a story with the headline, “Warnock new CMU engineer as ousted utility chairman alleges corruption.” The Madison County Journal article discussed the alleged corruption surrounding a $1 million annual sludge removal contract, which contract had nothing to do with me. I had no involvement whatsoever with the sludge removal contract, but the headline quite obviously was meant to imply that I had been involved in some “allege[d] corruption.”
12. I complained to Mr. Anderson about the intentionally misleading headline, and the malicious treatment of me and my engineering firm from the Madison County Journal.
13. A few weeks later, on September 18, 2016, Mr. Anderson asked me to meet him that morning at the Kroger parking lot at Highway 463/Colony Crossing. I did. I was shocked when Mr. Anderson told me he had family in New Orleans and Chicago who could “handle” journalist Michael Simmons. He offered to have Mr. Simmons murdered for $10,000.00. He said: “Once I tell them to do it, there aren’t any take backs.”
14. I was shocked and told Mr. Anderson, “I have never hurt anybody, and I’m not going to start now.” He responded, “Let me know if you ever change your mind.”
15. A week later, on September 25, 2016, in a vehicle, Mr. Anderson offered to have Madison Mayor Mary Hawkins killed for $10,000. My wife witnessed him making the offer.
16. I laughed it off and said, “We aren’t going to deal with our problems that way. We aren’t going to do that.” Later, when my wife asked what kind of people I was dealing with at CMU, I told her that I had no idea, and that maybe Cleveland was just really drunk.The affidavit also alleges that Mr. Cleveland tried to shake Mr. Warnock down for a kickback. Mr. Warnock continues in his affidavit:
46. On December 17, 2016, after I had reached my limit with Mr. Anderson’s constant attempts to improperly receive kickbacks and CMU benefits, directly and indirectly, I sent an unflattering text to him with copy to many others.
47. Mr. Anderson replied to me by text, incredibly including an admission of his prior solicitations for kickbacks and murder, though also including his newfound excuse for same—that he was just testing me:
“With all being said, I decided to test you Rudy to see if you were texting [sic] me, but others in the CMU ranks to gain control of CMU. And you, Eric, and Andrew call yourselves servants, WOW!!! Do you remember when I ask [sic] you about [$] 200,000 to retire (TEST); (About knowing guys in New Orleans that would do anything illegal (Test), and many more. The most recent ones were I fed you, Andrew, Wynn, and Calvin was; you asked me Who I was working for and I told you Johnson Delivery Service (Test). I will tell you this, actually it is....No I am going to see how good your investigative skills are---Have fun with that one Rudy. There are several more, but for some reason I have a hard time remembering lies when I tell them. But, the truth is considerable easy.”
The affidavit was notarized and signed by Mr. Warnock.

If this actually happened, I am absolutely sure that Rudy - in his law and order, good government always role - immediately called his friends at the FBI and reported this attempt on a public elected official. That being the case I look forward to seeing those fibbies that he refers to in other conversations immediately descending upon Canton to investigate and start the arrests.
But,since this unsigned document probably doesn't accurately reflect the happenings, there was nothing for Rudy to report. So its just one more effort by the Warnock to extort funds in some manner from his neighbors in Madison County.

Not only did Rudy apparently not report this to any LEO or prosecutor, apparently neither did his attorney, Dorsey Carson, who knows about it, according to his media statements. Further, Rudy says in his affidavit that he didn't report it to anyone UNTIL his job/contract was in peril. Isn't it a crime for both Rudy and Dorsey to not report this?
An interesting minor tidbit: Note that Rudy said "...it was discovered that CMU was operating without a comprehensive 201 facility plan..."
FYI, a "201 facility plan" refers to Section 201 of the federal Clean Water Act. This provides federal (EPA) grant funding for state/local governments to do water pollution control (sewer) improvements. Part of the procedure to get a grant was to have an engineer produce a facilities plan or "201 plan" showing the need a scope for the proposed project. That grant program EXPIRED nearly 30 years ago (1987 in MS, IIRC), or 15 years BEFORE Rudy's firm was established, and was replaced by the State Revolving Loan Fund, which does not and never has used "201" facilities plans. That's kinda like saying the city needs some '57 Chevy police cars. Now a (non-201) facilities plan is still generally a good idea, but the fact that an engineer doesn't know that the "201 Plan" hasn't existed for 30 years pretty much indicates that he doesn't know what's going on in the sewer funding world.
As long as he has a sharp Attorney (Carson?) drafting his contract documents that either A) those that approve them expect some kind of "kickback" or B) those that approve them either can't read or comprehend the contract documents that obviously allow him to be paid in full for the contract whether he completes them or not, the fiscal rapings will continue. And that my friends is the bottom line.
The story on WLBT has a comment from the Madison County Journal stating in part "We have been aware of the alleged threats for some time and made the proper contact with law enforcement authorities....."
This whole thing stinks to high heaven. Having a hit man kill the Mayor of Madison would only bring A LOT more eyes than are already watching as of this very moment. The people that would do it for 10k wouldn't want that kind of semi-high profile attention, either.

Rudy, don't you find it interesting that despite the fact that you claim a CMU board member offered to have the mayor and a journalist killed for you, the most asked questions here are why didn't you report it earlier, why didn't you say anything earlier, and whether you can be prosecuted for not reporting it ? No one seems interested in going after the board member, because they distrust you more.
I find it funny that Rudy wants to out the board member for allegedly offering to hire a hitman for him, but yet here's Rudy sending texts offering "good money" if someone would assault the reporter for him. Gees, can you say hypocrisy ?

I agree, 9:08. Who would hire this guy who appears to bring drama and controversy wherever he goes and has sued his last two primary clients when they fired him ? Whoever does better be ready for the drama and controversy to come to their project and be prepared, or at least wiling, to get sued. There are plenty of other good engineering firms out there who don't create this kind of hassle.
Rudy is supporting Greg Green for Mayor of Canton, along with several present Aldermen. He is also trying to oust some Aldermen who no longer support him. He wants to rule Canton. If Canton puts Greg Green in, then Canton is doomed.
Agree with with 9:08. One main rule in business is that you should never hire anyone that you can't fire if needed. And you can't fire Rudy. You get sued if you do. He has sued everyone that gets rid of him. I wouldn't touch him with a ten foot pole.
