In the case of Mayor Lumumba, one would be hard pressed to render an objective assessment of his leadership as "good", effective or even adequate. Citywide Boil water 5 times in 20 months. Shouldnt that be enough for a state takeover of the city. To me that says total mismangement. How many boil water notices for city in prior administrations?
