Mississippi has spent $8 million so far while responding to the Jackson water crisis. Governor Tate Reeves, MSDH's Dr. Jim Craig, and MEMA Director Mack McCraney briefed the media today on the state's response. The video is posted below.
* Governor Reeves said he worked with EPA and the President today to get an emergency disaster declaration. President Biden signed it last night.
* Water distribution sites will be announced tomorrow after they have been established so as to prevent lines forming before distribution is ready.
* Water pressure fell today. A serious interruption took place today on the conventional side of the plant. The problem was fixed but pressure was not restored. Pressure fell from 78 psi to 40 psi. Setbacks are expected as progress is made. Several restaurants tried to open but were forced to close before noon due to the low pressure. The goal is 80-90 PSI.
* The Governor and Dr. Craig advised people do not drink the water. Jackson's water (if you get it) is safe for bathing and washing although Dr. Craig said do not open your mouth if you shower.
* The National Guard will deploy tomorrow.
* Dr. Craig said at 5 AM, the conventional side of the plant shut down. Yesterday's rain water caused problems with the water and chemicals yet again. He said the water may be cloudy or discolored but it is "adequate" for sanitation purposes although it should be boiled before cooking or drinking.
* He said there are substantial mechanical issues in the plant. There are problems "band-aided" for years. Raw water screens need to be repaired as well as "quite a few" pumps and motors. The coagulant system needs to be restored. Sludge in basins must be removed.
* High-service pumps on membrane side are out of order.
* EPA will be on site tomorrow.
* MEMA Director Mack McRaney said the Corps of Engineers will be here at 9 AM tomorrow. A pump assessment team as well as other teams will arrive as well. They will search for pumps that can fit the system. Operators from other Southern cities are going to pitch in to help O.B. Curtis.
* Water distribution sites (WDS) should be operating by noon tomorrow. Mr. McCraney said the state has plenty of water to provide citizens. He said "we're not going to be out."
* He said $8 million has been spent on water, contracting, and personnel.
* MEMA's has a website for Jackson water crisis information.
* Scott Simmons asked how many pumps were down. Dr. Craig said said two raw water pumps were down. The temp pump replaced one. The other pump is old. The parts have to be machined before a new pump is delivered. With some luck, it may arrive by September 6.
* Sorry for the arm at 25:00. Miss little NBC network reporter though she owned the place and blocked my camera as she though the entire room was her space. She retreated when told she was blocking my shot. No respect but hey, the drive-by reporters from national seem to have a certain arrogance about them, right.
* Yours truly asked how many membrane trains were down. He said only one train is down. Dr. Craig and someone else said several raw water screens were down. Some screens are bent and thus run constantly when they should be cycling on and off automatically. Dr. Craig did not know what the cost of leasing the temporary pump is.
* ABC's Averi Harper asked how the ARPA funds was distributed and how he answers those who blame Jackson's problems on environmental racism. City received $42 million, Hinds County received $45 million. State set aside $750 million (legislature did) to match dollar for dollar any local government who wanted to use the funds.
He told the EPA and Health Department warned of many problems in 2016. The city ignored the warnings. He pointed out the 2020 EPA emergency order.

Omg. I just watched this entire press conference. It was informative, detailed, and specific. No shucking and jiving, no ers, uhs, and rights, no litany of excuses. The sense of urgency the State has brought to bear is palpable and undeniable. They have 90 days under the federal emergency declaration and they intend to make every minute count. Our MEMA director is seriously on the ball. Expert resources are coming from hither and yon. The Army Corps of Engineers will be on site first thing tomorrow. Requisitions of parts for the pumps are being expedited at every possible turn.
This is a massive undertaking that puts the Lumumba administration to utter and complete shame. There is no way that this system can ever be turned back over to the city under Lumumba’s watch. NO WAY IN HELL.

I watched Antar on a program called “Democracy Now” on you tube. Horrid show. The Mayor is such a HUGH piece of work. The Host said The Mayor declared a State of Emergency on Monday and The Governor “followed up” with one on Tuesday!!!
If anyone had a doubt that Reeves', Hosemann's, and Gunn's sudden interest in Jackson's long-standing water problem, a Ya'll Politics article says it all. "Hours after Mississippi Governor Tate Reeves requested a federal an Emergency Measures Declaration from President Joe Biden for the City of Jackson water crisis, the White House approved the request. The bad news is that Reeves, Hosemann, and Gunn have paved the way for similar bail-outs of other cities which are also led by incompetent African American Democrats including Atlanta, Baltimore, Chicago, Kansas City, Newark, New Orleans, San Francisco, and Washington, DC.
OBC is in shambles. EPA requirements disregarded. Jackson and Hinds don't see water as an ARPA spend priority. State Senate and House representatives are done with Lumumba.

In an effort to authoritatively mis-direct blame to others Lumumba told The Hill in an interview today, Wednesday, that he can remember the problems Jackson was having with its "water system" as far back as 1988.

Mayor Chokwe Lumumba should do the honorable thing and resign his office immediately. He needs to get out of the way and let more competent people fix this horrible mess.
There is no possible way for Lumumba to blame anyone but himself. He has been in office five years, during which our water plants have been allowed to fall into total disrepair. Complex systems were not maintained. Software wasn’t updated. Automatic systems failed and were replaced by impossible attempts at manual controls by understaffed and untrained staff.
During all this time, Lumumba did nothing but talk, talk, talk, blame, blame, blame while Rome continued to burn. Lumumba loves to boast that Jackson is “the most radical city in the nation.” If radical means lacking drinking water, I’m guessing there are few radicals left in the city.

Forget the infrastructure issues for now. They are not causing an emergency. Broken pipes can be fixed on an as needed basis and is not a difficult job. However, the failing equipment at the plants and the "operators" should have been addressed the first day of the mayor's first term. Had that been done this situation would not have occurred. The mayor claims the issue is decades in the making. Someone needs to call him out and ask what steps he took on day one. The answer is none.
